appointment of the Acting Town Manager. He noed sec1 icfl about
the reference of the Chairman to a phone call. He said that he did
not receive a phone call, that the matter was discussed at Dario's
Restaurant on Sunday evening, when Board members met to discuss the
dinner for the departing town manager. Mr. DeLong noted that Select-
man Colella had not been present at this meeting. He said that after
the discussion, it was mentioned that Stephen Conroy was being con-
sidered as the Acting Town Manager, and that he (Mr. DeLong) had voiced
strong opposition at the time. Mr. DeLong noted that Mr. Caponigro
had also expressed opposition at the time. Selectman DeLong said that

Mr. DeLong said that the Town could "not be run from<abarroom," and
that anything decided outside of a posted meeting should not be valid.
Selectman DeLong said that he would like to emphasize that this does
not imply criticism of Mr. Conroy, but of the method of deciding. Mr.
DeLong continued that the night the appointment was made, it was not
on the agenda, and there was very little discussion. Mr. DeLong con-
tinued with comments about the town charter, and discussed other possi-
ble choices within the town hall and their qualifications.
Selectman DeLong then moved that the action taken by the Board last
week in appointing the Acting town manager be rescinded. The motion
received no second. Selectman Titus expressed surprise at Selectman
DeLong's comments, and said that the decision was made at the meeting.
Selectman Clemmey said that he has known Mr. Conroy for 20 years and
considered him capable of the job. He said that Mr. Conroy has said
he will not apply for the permanent position.
