BOARD OF SELECTMEN /LIGHT COMMISSIONERS
Minutes of the Meeting
April 18, 1977
Present: Selectmen Robert DeLong, Antonino Caponigro, David Clemmey, and
Douglas Titus; Town Manager Dennis Hannon; Recording Secretary
Diane Hunt
Meeting opened at 7:30 p.m. Chairman Titus adjourned the business of the
Light Commissioners so that I.D.C. members might discuss a proposal with
the Board.
Town Manager Dennis Hannon said that the I.D.C. is working with a company
interested in locating in Mansfield. He asked I.D.C. Member Ralph Seifert
to introduce those presenting the proposal.
Harold Davis, an attorney for South Shore Development Company, said that
Foamfab Company of Franklin is interested in locating in the Ryan Elliott
industrial park in Mansfield. He said that it is too small a company for
a bond issue, but told the Board of work he has done in setting up another
means by which smaller companies could get financing, local development
corporations. He told the Board that 25 local people (75% of whom have to
be from Mansfield) can set up a nonprofit corporation to raise the money
for such financing. A bank would provide 60% of the funding, and the Small
Business Association (SBA) would provide 30 %. The other 10% would come from
either the lbcal development corporation(through a donation of land, perhaps)
or a third mortgage by the corporation.
Other I':D:C. members, Peter Saunders, Tony Melchdorri, Shierino Amici, Ralph
Sarro, Jr., Geraldine Abbott, and members of the Planning Board Kenneth
Parsons, Karl Hartmann discussed the financing in detail with Mr. Davis
and the president of Foamfab.
After discussion, Selectman Caponigro moved to direct the Town Manager to
have the I.D.C. conduct a feasibility study and plan of action for starting
this project and to report back to the Board at the April 27 meeting. Se-
conded by Selectman DeLong, voted 5 -0 (Selectman Colella arrived during the
discussion.)

Gerald Quinnan of Needham met with the Board to discuss individual meters
at Milhause Apartments. Town Manager Hannon noted that the apartments were
orginally billed individually, but complaints from the residents of the com-
plex lead to the master metering. Mr. Quinnan noted that the tenants are
much more energy - conservative when they have to pay their own electric bill
rather than having it included in the rent. He discussed going to the Depart-
ment of public utilit:i.es to seek permission to have the individual meters.
Selectman DeLong asked Mr. Quinnon if he would be drilling to guarantee the
payment if the bills were put in individual names. Mr. Quinnan said he would,
and discussed the security deposit arrangement. Mr. Hannon discussed past
( complaints about the bills being excessive because of the construction around
the windows. After further discussion, Mr. Quinnan was advised to put his
request in %griting to the Board.
