At 8 p.m. members of the Honor Roll Study Committee met with Selectmen
to.discuss the plans for the Keach Memorial. The Selectmen's liaison,
Mr. Titus, explained that the committee had voted 3 -2 to go with a cer-
tain plan, as presented by a representative of Rock of Ages Granite Com-
pany. Mr. Titus explained that he had approached the Bicentennial Com-
mittee, as they had expressed interest in leaving::some lasting gift to
the town. He said that a fountain to go with this memorial was their
#2 priority. Mr. Titus explained that the proposed memorial would be
on the old town hall site, and that there would be about 1200 names on
the stones from the three wars. The member.siof the Committee noted that
the cost would be about $18,000. The Town Manager asked if the Committee
was preparing this as:;a bid item. Some of the Committee members answered
no. Mr. Hannon said that the law required that any item over $1,000 should
be put out to bid. Mr. Richard of the Committee said that Royal Patriquin,
another committee member and executor of the will stipulating this gift,
said the court would not require that this be bid. Mr. Hannon noted that
Town Counsel has indicated that the bid procedure would apply in this case.
After further discussion, Selectman DeLong moved that a written ruling be
obtained from Town Counsel as to whether the bid procedure would apply,
and based on that ruling to go ahead with the project. Discussion; motion
withdrawn. Selectman Clemmey moved to support this particular memorial as
proposed. Seconded by Selectman Caponigro, voted 4 -0 (Selectman Titus ab

possibility of discontinuance of the commuter rail service.

chini, 73 Brook Street, regarding commuter service to Mansfield was read.
The Town Manager reported that Representative Lombardi had spoken to Mr.
Gunn of the MBTA. Mr. Hannon said that he spoke to Mr. Williams (MBTA),
and that the Town of Mansfield must make a commitment by March 26. The
MBTA must have a letter that the Board of Selectmen and the Finance Com-
mittee will recommend the article for commuter service at the Town Meet-

by the Board of Selectmen to continue commuter rail service through Town
Meeting date. It was also noted that the MBTA would have to have a com-
mitment from all three towns - Mansfield, Attleboro, and Foxboro - in
order to continue service beyond the MBTA district, which ends at Sharon.
The City of Attleboro votes next Tuesday evening on this question. The
article in the Special Town Meeting is for service from Town Meeting
through June 30, 1977, at an approximate cost of $5,400.(based on the
MBTA's "low" estimate). The article in the Annual Town Meeting would be
for rail service for commuters beginning on July 1, 1977.
A town resident, John Connor, discussed the possibility of the share of
the added expense being added to the ticket cost.
John Dolan, 244 Mill Street, asked what the cost of the subsidy between
Town Meeting and June 30 would be. The Town Manager explained thatsthe
cost would be approximately $5,400. Mr. Hannon also explained about the
UMTA funding dropping from 100% to 75%.
Selectman DeLong suggested that the town might look into bus service from
Mansfield to the Sharon station as an alternative to the town subsidizing
this rail service.
S John Gross, 140 Tremont Street, questioned if the non - commuters should be
asked to subsidize 150 residents at this cost; he wondered if there should
be some subsidy available to non - cummuters for gas and oil for their ve-
hicles. He also noted that the Town was being asked to subsidize non -resi-
dent commuters.
Selectman Clemmey moved to meet with the FinCom on Sunday morning; seconded
* by Selectman'Caponigro, voted 4 -0 (Selectman Titus out of room).

Selectman DeLong reported on the Cherry Sheet conference. He told the Board
that the Governor's long -range plan would be for the federal government to
take over a portion of the welfare load, and that the money saved would be
given back to cities and towns in the commonwealth. The Governor also spoke
about revising the form of the Cherry Sheet so that there would only be two
categories - general government and educational. Mr. DeLong commented that
it did not look like there would be an additional Cherry Sheet because the
state does not have any more money.
