TOWN OF MANSFIELD
MUNICIPAL ELECTRIC DEPARTMENT
MAN,srir,LD, MASS. 02048
March 8, 1977
MEMORANDW
TO: DENNIS A. HANN'ON
Town Manager
FROM: JAMES F. HALL
Director
RE: Street Lights
Prior to July 1973 the Mansfield Municipal Electric Department has
the following street light billing procedure. Each type of light
was separately metered, consumption was multiplied by the number of
fixtures and applied to the corresponding rate. In July of 1973
the meter department initiated the following formulae: Seven 400®
watt mercury vapor lights were metered on one meter at the CC &F
Industrial Park. Total consumption for the month was divided by
7 and multiplied by the number of fixtures and applied to the
corresponding rate. Multipliers were used to compute consumption
by type of fixture:
100 -watt - 0.250
150 -watt - 0.375
175 -4-iatt - 0.438
250 -watt - .0.625
400 -watt 1.000
Assuming one 400 -watt mercury vapor light consumes 180 KWH per month,
the following cost figure would result for 10123 175 -watt mercury
vapor lights:
1123 x 180 x 0.438,x (3.0 + 1.0) _ $3,541.49
On April 1975 two signs were installed at the CC &F Industrial Park
with their own meter. The meter reading for the consumption of
mercury vapor lights was decreased by the amount of consumption
totaled on the meter for the signs. At this time, according to
John Cody's figures attached, the readings had started to become
erratic. After the signs were disconnected because of vandalism,
again by John Cody's figures, the meter readings seemed to have
settled down to the readings prior to the installation of the two
signs. -
