Mrs. Ry.dd said that she has been using the property. The Three - Mile River crosses directly in back of her property and they intend to de- velop the property. She asked how the effluent would affect this. Mr. Maurer said that her property would not be affected. Mr. Requena discussed the water quality: he said that this would be an ad- vanced wastewater treatment plant, that there would be very few suspended solids, the effluent would be filtered, cholorinated, aerated, and that in the summertime nitrates and phosphorus would be removed so that the nutri- ent level of the effluent would be minimized. He said that the quality of the existing river water would be matched, if not improved. He told the meeting that the effluent would be "class B" - it would support fish life, swimming, and could be used for drinking if chlorinated. Carl Nelson, Mansfield, discussed the ownership of the railroad right -of -way. Mr. Maurer said that before funding could be obtained for the final design, the town would need ownership of the easements. Presently, there is a total of $300 million available, and that this regional plant project is included in that figure, which has to be spent by October 1 of this year. William Mahoney, 105 Crane Street, Norton, said that he had not heard of this project before, and was concerned about the outfall's effect on the water quality and property values. Planning Director Maurer reviewed the "history" of the regional sewer plant project. Selectman Clemmey told the audience that Mansfield had no intention of a regional plant originally, but was told by the State and EPA that it had no alternative. Mr. Mahoney said that there were four wells on his property, and wanted to know if there were any danger of contamination. Mr. Requena said that there would not be; the outfall point was over 3,000 feet away, and the pipe was watertight. The depth of the pipe was also dis- cussed. Mr. Mahoney questioned about odor from the sludge. Mr. Requena described in detail the process for drying the sludge, and the precautions that would be taken to insure the containment of the sludge in the drying field. Mr. Mahoney asked to be recorded as opposed to the project. Cheryl Cooper, Town Planner of Norton, asked if the sewer crossing for Route 495 has been considered. Mr. Maurer told Ms. Cooper that the utility cros- sings have already been built into the design of Route 495. Curtis Dahl, 187 North Washington Street, Norton, asked how much disruption would be caused during construction. Mr. Maurer told him that all the work would be done within the right -of -way. -3- BOARD OF SELECTMEN Minutes of the Meeting February 23, 1977 Page 4 Charlotte Goff, 156 North Washington Street, Norton, discussed a culvert that was installed to ease drainage problems at the back of her property. She asked if this would be disturbed. Mr. Maurer told her that all existing utility structures would have to be respected; this would be left as is. Mr. Mahoney asked where he might see another plant similar in design to the proposed one in operation. Mr. Requena said that he knew of one under con- struction, for the Franklin - Medway area, but would have to look up what plants of this kind were actually in operation. Zebb Rich, Norton, discussed the proximity of Norton's wells and Route 495's salt runoff. He asked if the effluent would be monit6red. Mr. Requena assured him that it would be. Mr. Rich asked what assurances would there be against possible pollution. Mr. Requena told Mr. Rich of the design for preventing such an occurance - standby generator, etc. so that there would be at least primary treatment should there be a power failure or hurricane. George Reilly, 97 Crane Street, Norton, discussed the possible depreciation of the value of his property. Lewis Rubin, 94 Taunton Avenue, asked to be recorded as being opposed to the entire project. Mr. Maurer noted that the Taunton I.D.C. would be meeting next week, and that a representative of Mansfield would attend to answer any questions raised. Mr. Mahoney asked what the next steps would be - would there be further pub- lic hearings. Mr. Maurer outlined the possible hearings and reminded Mr. Mahoney of the hearing on March 14 at the State House. He said that there would also be a hearing by the State Department of Public Health, of which all abutters would be notified. Selectman Robert DeLong noted that Mansfield already has a system, and that effluent is being dumped from that into the Norton Reservoir. This new plant can only improve this. Selectman Caponigro asked that people in attendance sign the sheet with the names and addresses; he noted that 76 notices to abutters had been sent out. The Chairman thanked the people and the engineer for attending, and closed the hearing. t The Board held a public hearing on the town's acceptance of the following streets: Coach Road, Lantern Lane, and Village Road. Planning Director Chad Maurer told the Board that the Planning Board would be petitioning for the acceptance of these three roads within the Village Estates Subdi- vision in West Mansfield. The Chairman asked if there was anyone against the proposal. None recorded. Selectman Caponi- gro moved to recommend Town Meeting acceptance of Coach Road, Village * Road, and Lantern Lane. Seconded by Selectman Clemmey, voted 5 -0. A second hearing was held on the proposal to accept a portion of Forbes Boulevard where the proposed Route 495 would cross. Planning Director Maurer told the meeting that the State has requested this article, so that they would be able to work on that section of the road without get- ting involved with private easements. Mr. Maurer said that he has dis- cussed this with Cabot Cabot & Forbes (represented at the meeting by Messrs. Michael Murphy and Paul Dalton) and after the discussion, a let- ter was sent to the State DPW stating concerns or questions that the Planning Board had about the plan submitted with the request (Planning Board letter dated February 14). CC & F representatives said that they understood why the state requested this, and had no objections, just that they wanted to clear up the points mentioned in the letter (final paving, railroad easement being shown on plan, etc.). The Board of Select- men -. will take this under advisement until a reply is received from the State DPW. Hearing closed. * * * Other correspondence: letter received from Town .Counsel regarding the Building Inspector's reply to a petition regarding 340 Central Street (building permit). Selectman Caponigro suggested that a copy of the letter from Town Counsel be sent to those signing the petition. other Board members agreed. * * * Leon Grant met with the Board regarding an additional location for his Class 2 Auto license, now at 69 Creedon Street. Mr. Grant said that he wanted this license addition so that he might operate until he was ready to move his business to the 376 Fruit Street location. He said that he would not use the location until he was out of the first one. Selectman DeLong said that he would vote for a transfer rather than an additional location. Selectman Titus said that he was opposed the issuance of the first license, so he would not vote in favor of this. Questions from audience: Carl Nelson, Spring Street, asked how large the parcel of land was. Mr. Grant replied that this is 11.6 acres. It was also noted that this property is zoned "industrial ". The Town Manager questioned Mr. Grant about water supply and leaching field. Mr. Grant replied that there were four wells - two in service, and two ready to go. He said that he would have to see Bert Cook about the leaching field. The Chair- man asked Mr. Grant if he has discussed this with the neighbors. Mr. Grant said that he has talked to some of them, and presented the Board l- with a letter from Douglas King Builders, owner of property at 358 Fruit Street which stated he has no objection to the proposed use of the property. Franklyn Allen, 795 Ware Street, discussed the zoning requirements of a Class 2 license. He said that he would not be opposed if this was an area that was properly screened, as he just purchased 25 abutting acres. -5- BOARD OF SELECTMEN February 23, 1977 Minutes of the Meeting Page 6 Darlene Ricci, 205 Essex Street, spoke against the use - she said that the streets were not suited to this type of traffic and that it was an agricult- ural neighborhood. John Sullivan, 128 Pratt Street, discussed the number Of cars, how would it be controlled, etc. Mr. Grant discussed the screening and the amount of land he intended to leave between him and the abuttors. He said that he felt he would not add that much traffic to the area. After further discussion, Selectman Clemmey moved to grant the additional location at 376 Fruit Street for Grant Motor Sales Class 2 license, subject to the abandonment of the present 69 Creeden Street location, and also sub- ject to the existing zoning and building regulations. Seconded by Select- * man Caponigro, and voted 3 -2, with Selectman DeLong and Titus opposed. * * * Town Counsel Grady met with the Board to discuss the proposed budget for next year's fee for the Town Counsel. He said that the Town Manager's re- commendation is $9,185 and that the FinCom has cut the recommendation to $8,875. Mr. Grady noted that last year he reoeived no increase; that the employees in most cases last year received 6o t. He said that his expenses for his office have risen about 21% over the last couple of years, and that because of the "open- door" policy which allows unlimited access of his ser- vices to various town boards and committees, his workload has increased considerably. Mr. Grady felt that the increase being requested was not unreasonable. Selectman Clemmey moved to support the $9,185 recommendation * at town meeting. Seconded by Selectman i:mitus, voted 5 -0. * * * The Board reviewed the budget proposal with the Town Mangager.
