Minutes of the Meeting
Present: Selectmen DeLong, Caponigro, Colella, Clemmey;
Town Manager Dennis A. Hannon
Light Director James F. Hall
Office Manager Geraldine Lemieux
Meeting opendd at 7:45 p.m.
Certificate of Transfer - Mr. Hannon referred to Jim Hall's memo describ-
ing the original motion signed in June of 1975: the Massachusetts Munici-
pal Power Development Corporation had been set up to borrow the seed money
for MMWEC. MMWEC has now become a public corporation, and has the legal
power to borrow money now, so there is no longer a need for the MMPDC. Mr.
Hall also explained that MMWEC would take out a short term loan and re-
pay the MMPDC loans of $16 million, and then MMPDC would be dissolved.
Commissioner Clemmey moved to sign the certificate (as attached). Seconded
by Commissioner Caponigro, voted 4 -0 (Commissioner Titus not present at the
meeting).
Commissioner DeLong moved that the Clerk of the Board be authorized to sign
* the certificate. Seconded by Commissioner Caponigro, voted 4 -0.
MMWEC Update - Mr. Hall reported that he has been attending the Facilities
Siting Council meetings. He noted that the long -range forecast has been ap-
proved, and that one of the units has been approved. He said that MMWEC
was still trying to get approval for the final stage. Also discussed were
the various nuclear plants under construction, and the shares that Mansfield
would have in each.
Commercial Accounts, Arrears - Mr. Hall and Mrs. Lemieux reviewed the list
of arrears for commercial accounts with the Board.
(Mr. Colella left the meeting', and Selectman Clemmey made Acting Chairman)
Uncollectibles - The Commissioners reviewed ,a list of 27 accounts that fell
into the categories of "deceased ", "bankrupt ", or "not forwardable ". Mrs.
Lemieux said that the Light Office had made every effort to collect these
accounts, but were not able to. She asked that the Board declare these ac-
counts "uncollectible ", but if the person owing the money were ever to want
an electric service again, they would first have to pay the amount due.
Commissioner DeLong moved that the list of accounts as prepared by Mrs. Le-
mieux be declared "uncollectible ". Seconded by Commissioner Caponigro, voted
* 3-0.(Commissioners Colella and Titus not present).
Security Deposit for Apartments with Electric Heat - Mr. Hannon asked that
the Board review the policy set previously to require a $150 deposit for a
home (apartment) with electric heat. He said that an apartment would not
use the same amount as a house, and that 3 months' average bill would be
less. There was discussion of using a flat rate or using three months'
average billing for the amount of the security deposit.

Commissioner DeLong moved that the security deposit for apartments (separately
metered) with electric heat be $75, excluding duplexes. Seconded by Commis-
sioner Caponigro, voted 3 -0. (Commissioner Colella still not present).

Department, lights at Cedar Court, and security lights for the property of
Mr. Cohen on Maple Street.
Regarding the request of Mrs. Clemens, 395 Gilbert Street, for a street light
near her property, Mr. Hall reported that this seemed to be a legitimate re-
quest, as there are five poles without lights in that area. (Mr. Colella re-
turned to the meeting at this point). Commissioner DeLong moved to direct
the Light Dept. to put a street light in this area. Seconded by Com. Caponigro,
voted 4 -0.
Computer study - Commissioner Clemmey moved that the $5,000 discussed previously
for a computer study be put Into the general government budget proposal so ':that
the voters would be aware of it, rather than taking it from the Light Department
budget. The Town Manager discussed the computer needs of the other departments
and doing a further study. Other Board members discussed having the Light Dept.
pay for this and billing the other town departments. The cost of the study
( was discussed. Commissioner Clemmey withdrew this motion until the Town Manager
can bet more information. To be discussed at next Light Commissioners' meeting.
Budget Report for Light Department - Commissioner Clemmey moved to use the
calendar year as the budget report basis, starting in 1978. Seconded 'by Com-
missioner Caponigro, voted 4 -0.
Fire Alarm Maintenance - There was discussion whether the Fire Department or
Light Department would maintain the'fire alarm system. Mr. Hannon noted that
the Fire Department would not have the equipment to do this, as the Board had
voted to disallow them using the aerial ladder truck to do ;his and the
bucket truck had been voted down at the Town Meeting. The Board discussed with
the Light Director the possible costs over and above the present labor costs if
the Light Department were to do this. Mr. Hall will look into this and report.

approve the $10,000 request for a transfer for the Snow and Ice Removal account.

including routine, possible and probable articles. Seconded by Selectman Ca-
ponigro, voted 4 -0.

I the Highway Division totalled $2,800. He said that this was an emergency re-

all day by people who take the train. The Board discussed whether unlimited

parking, such as 4 hours. Mr. Colella will check with the businessmen.
