The Board of Selectmen's meeting was called to order at 7:00 p.m.
Motion: To enter into Executive Session at 7:00pm for the sole purpose of discussing
pending litigation and return to Open Session at the conclusion of the Executive
Session

Roll Call Vote: McCue, aye; McCarter, aye; Amoruso, aye
The Board returned to Open Session at 7:30pm with the Pledge of Allegiance.
Motion: To name Selectman Amoruso as Chairman

Mr. Joseph Dwyer, his wife Lisa Dwyer, new owners of 15-17 Fulton Place were
present. Current owner Phil Finer was also present.
Mr. Dwyer said that he is hoping to pass papers on 15-17 Fulton Place. Mr. Finer has
agreed to stay on as a consultant. Mr. Amoruso asked if any changes will be made.
Mr. Dwyer said that it will stay the same for now. Mr. McCarter asked if carbon
monoxide detectors are installed and the Dwyer's replied yes.
Motion: To approve the application of Joseph Dwyer for a lodging house license
subject to receipt of a deed for the same transfer

Mr. D'Agostino informed the Board that he is recommending that May 16, 2006 at
7:00pm be the date for the Annual Town Meeting.
Motion: To set the Annual Town Meeting for May 16, 2006 at 7:00pm

Mr. D'Agostino asked that the Board establish Special Town Meeting at 8:00pm on the
16th. He is recommending that the warrant for the Special be opened on April 12th and
close on the 19th. Mr. Amoruso noted that it does not leave a lot oftime, and asked if
we could open it earlier. Mr. Amoruso suggested opening it on the 5th and close on the
12th.
Motion: To set the Special Town Meeting on May 16, 2006 at 8:00pm

Motion: To approve hackney license applications for Thomas Barnes, James
Creighton, Doreen Dell, John Geertgens, Jon McKenna, Robert Plumer, Nicholas
Snyder, Anatoly Zaharov and John Moore
(McCarter - McCue) 3-0 Passes
. Change of Manager Liquor License Transaction for Bertucci's Brick Oven Ristorante,
245 Chauncy Street. The new manager is Gregory Roman.
Motion: To approve Change of Manager

. Change of Manager Liquor License Transaction for Trifecta Sports Bar, 31 Oxford
Road. The new manager is Stephanie Mondesire.

. Memo from Beverly Estes-Smargiassi, Program Manager for the Community
Development Office, regarding a request for a lien subordination.
Motion: To approve this lien subordination request and authorize John D'Agostino as
Town Manager to sign the submit agreement

Mr. Amoruso asked if this is the same as we have done before and Mr. D'Agostino
replied that it is.
Vote: 3-0 Passes
· Correspondence from DPW, Highway Division, relative to the municipal roadway
vegetation management plan.
Motion: To have Acting Chairman sign

· Letter from the Mansfield Elks regarding their sixteenth Annual Spring Carnival at
the Tweeter Center from May 4-7. Mr. McCarter and Mr. McCue disclosed that they
are members of the Elks.
Motion: To waive any and all fees associated with the Elks sponsoring and to have the
Light Department display their carnival banner at Chauncy and North Main Streets
(McCarter - McCue) 3-0 Passes

Motion: To reconsider the renaming of Giles Place to Ronald Reagan Way
(McCarter - McCue) for discussion
Mr. McCarter noted that he may have underestimated and under-researched the local
connection.
Vote: 3-0 Passes
Motion: To adjourn at 7:55pm
