Mr. Achille welcomed Den 12 and thanked them for leading the Board in the Pledge. He asked Mr. D'Agostino to give the Den a summary in town government. Mr. D'Agostino told the Den that his bosses are the Board of Selectmen. He hopes that the town will be able to provide a swimming pool, community center and other activities that they can all enjoy. He said that the Board of Selectmen is elected by the people of the townspeople and that Mansfield is different from some other towns in that the Town Manager is the Chief Administrative Officer of the town. He explained the difference between federal, state and local government. He added that Mansfield was ranked 89th out of the Top 100 communities in the country to live in. ,~ Mr. Achille thanked Den 12 for coming in and invited to have them come in at any time to lead the Board in the Pledge. Motion: To open the Branch Street reconstruction public meeting (Amoruso - Dolan) 4-0 Passes Town Engineer John Sullivan, Senior Engineer Rick Alves and Andrew Silvia, Engineer in the Engineering Department were present for the public meeting. Mr. Sullivan noted that notices were sent to abutters advising them of the meeting and spoke with several residents over the past few days. He is here to present the details of the project and will answer any general questions. He noted that he will be available after the hearing to answer specific questions about particular homes. Mr. Sullivan said that the project involves replacement of existing storm drainage, replacement of the existing water main, the relocation of some utility poles and gas main, and the removal of some trees in the Town right of way. He noted that we do not anticipate closing the road and plans to leave one lane open. The Water Department is scheduled to begin work as early as this April. Drainage is scheduled to be installed in the low points and will be done by DPW. ,-.- Board of Selectmen Minutes of March 1, 2006 . T r-- The idea is to get the utilities done with this year and have the pavement done next year, after things have settled. With the roadway redesign, we are trying to straighten out the roadway and have a constant width. We plan to make the width of the roadway 22 feet and the bad curve near the bike path will be 24 feet. Along with the roadway reconstruction, the existing sidewalk will be reconstructed. A new sidewalk will be installed by Jake's Way to Bay Brook Farm. The grading of Branch Street will take place to approximately 6 inches and a few areas may be cut even deeper. Mr. Sullivan went on to say that there is a Verizon pole relocation hearing scheduled for 8:20pm. They are planning to move 28 of the 55 existing utility poles. Twenty-four of them are just being moved further back from the roadway and four more are moving left or right of the roadway. There are a few gas line changes that need to be relocated and the gas company has been working with the town. There are 4 trees within the roadway right-of-way are being proposed for removal due to safety concerns with the trees being too close to the gutter line. Mr. McCue asked about drawings and/or plans of the reconstruction project. Mr. Sullivan showed the plans and noted that the goal is to get the poles moved further away from the right-of-way. Mr. Amoruso asked if most of the drainage problems will be solved with this project and Mr. Sullivan replied yes and said that there are no new detention areas. Mr. Amoruso asked about the length of the project from start to finish. Mr. Sullivan said that the ,-.- utilities will take most of this year and the roadway reconstruction will take from July- October of next year. Mr. McCue asked if the roadway will be open for both lanes during the time that no work is being done and Mr. Sullivan replied that both lanes will be open. Mr. Dolan asked about the sidewalks and Mr. Sullivan replied that the existing sidewalk will be constructed and sidewalk will be added from Jake's Way to Bay Brook Farm, using money from the development of Jake's Way. He added that the water work was approved at Town Meeting and the roadway reconstruction will be done with Chapter 90 money. Mr. Achille opened up the meeting to the public if anyone has general questions. He noted that staff will be available outside after the meeting for specific questions. Ms. Dale York of Branch Street, asked which end of Branch Street will begin first and Mr. Sullivan said that we intend to begin with the East Street end first, due to water issues. Ms. Donna Mattice of 288 Branch Street asked about the regrading and how it will affect people's driveways and asked if funding is available for whole driveways to be repaved. Mr. Sullivan said that there is no funding available and explained the process of cutting into driveways. ".-. Board of Selectmen Minutes of March 1, 2006 2 /"". Mr. Bob Mattice, 288 Branch Street, asked about the water retention area and the elder daycare facility. Mr. Sullivan said that the design is designed to withstand the 1 DO-year storm. The resident's concern is about the wetlands coming up during big storms. Rob Markowski, 24 Branch Street, asked about overflow from Branch Street to other side streets and Mr. Alves said that it will either bypass or be the existing flow. Motion: To close the public hearing (Amoruso - McCue) 4-0 Passes Motion: To open the Branch Street Pole Relocation Public Hearing at 8:15pm (Amoruso - McCue) 4-0 Passes Mr. McCue, acting as Clerk, read the public hearing notice from the February 15th edition of The Sun Chronicle. Mr. Paul Schneider, representing Verizon, was in attendance, along with Town Engineer John Sullivan. Mr. Schneider informed the Board that 28 poles are going to be relocated, 10 of which are less than 3 feet. Mr. Amoruso asked if there will be any impacts to driveways and Mr. Schneider said that those issues have been resolved. Mr. Dolan noted that one pole is going to be moved 21 feet and Mr. Sullivan said that this move is due to a location of a tree. ,r-- Mr. Sullivan noted that Mr. Schneider has been working closely with the Town on this project. He noted that the residents were kept in mind as the plan was drafted. Mr. Amoruso asked about the size of the poles and Mr. Schneider said that some poles will be taller. Mr. Achille asked for comments from the public, of which there were none. Motion: To close the public hearing (Amoruso - Dolan) 4-0 Passes Motion: To approve the Branch Street Pole Relocation plan (Amoruso - Dolan) 4-0 Passes DPW Director Lee Azinheira was present for the discussion. Mr. Azinheira informed the Board that he has 4 months of data to report. The average drop in the 4 months (from November-February) from 2005 to the same time frame in 2006 is 8.2% in tonnage. The information is promising and he believes that it is a significant reduction. Mr. Azinheira noted that we have increased enforcement of the 3- ,-.- Board of Selectmen Minutes of March 1, 2006 3 ".- , barrel limit. Mr. Achille noted that the Board proposed this option and put the solution in the hands of the residents. Mr. Amoruso noted that the recycling rate in February was up 8%. Mr. D'Agostino noted that we are on a positive trend to head to 10%. Mr. Azinheira said that we have solicited quotes for trash collection and recycling collection and noted that he will be back in two weeks with specific information on the quotes. Mr. McCue noted that these figures are encouraging. He notices more recycling out curbside and this shows that the residents are validating that they want the trash kept in the tax rate. Mr. McCue brought up the issue of a "Spring Cleaning" week that would enable residents to put out unlimited barrels. Mr. Azinheira replied that if the Board wants to institute this, he recommends that it not be unlimited barrels - it should be an additional barrel or two. Mr. Achille suggested that we discuss this issue again in two weeks. Mr. Azinheira noted that we have been receiving positive feedback from residents on the cable show and have been receiving calls from residents who are noting that their neighbors are putting out more barrels than allowed. Mr. Amoruso added that we should thank the residents for taking the extra effort to recycle more and encouraged those who have not recycled yet to begin. Mr. Dolan noted that he would like to see more barrels with the "recycling" stickers on them. r-- The Board thanked Mr. Azinheira for the update. Postponed until a future meeting. He met with Finance Committee Chairman and the Committee requested setting the Town Meeting date for May 15, 2006. He noted that this is cutting it a little close but he concurs with the request. We are waiting for information that involves a significant amount of money. There are also a number of complex nature and the fact that the state budget number will be later rather than sooner. Mr. Amoruso suggested having a public meeting/forum to talk about the financial warrant articles. Mr. D'Agostino noted that this was a great idea and we can have it on an off-night. ,-.- Mr. McCue: . He was at meeting of the MPO and they had to re-allocate monies because the federal government didn't give the state as much money for transportation projects. He noted that the 495 southbound ramp is not even on the TIP. He noted that MassHighway still wants to do both a northbound and southbound ramp. Another member of the MPO suggested writing a joint letter with the Norton Board of Selectmen stating that we will only support one ramp. Motion: To send a letter that can be forwarded to MassHighway and copied to the EOTC Secretary and to SRPEDD (McCue - Amoruso) for discussion Mr. D'Agostino said that he heard that some state officials in Mansfield may have been talking to seniors about the need for a northbound ramp and he plans to send a letter to the state noting that that is contrary to the desire of the Board. Mr. D'Agostino noted that Norton only cares about the southbound ramp. Mr. Amoruso said that if this is true, he would like to invite them in to discuss this matter. Mr. D'Agostino said that he is awaiting confirmation of this meeting. Mr. McCue noted that neighborhoods are involved and this is unacceptable. Vote: 4-0 Passes .
