Arthur Remillard - Town Clerk - Arthur noted that the reason he requested this meeting tonight was to discuss the upgrading of Principal Clerk, Hazel Maxwell to the position of Assistant Town Clerk. The proposed 80/81 salary in this year's budget is set at $10,784. He discussed this with the Town Manager who is going to recommend $11 000. and Arthur would like to see her receive $12,000. Arthur noted that Hazel will have 25 years with the Town in January 1980. As Principal Clerk she can't get more money actingias Assistant Town Clerk and will have to get out of the Union for this new position. Arthur noted that in looking over the budget he noticed that'::the Assistant Town Treasurer and Water Dept. Manager have a proposed salary of $12,000. Selectman DeLong asked Arthur if he thinks that Hazel has as much responsibility as these other positions? Arthur replied, yes, that it is very important to put out a correct Birth Certificate and Marriage Certificate as well as the vital statistics record keeping._ Arthur noted also that the knowledge, experience and expertise that she has in the department enables him to be able to take a vacation attend meetings and not have to worry , that she knows more than he does. In conclusion, Arthur noted, that he just wanted to make the Board aware of his feelings before they met with the FinCom to discuss budget matters. Also, he: feels that a raise may keep her from retiring. Correspondence A report from the police department noted that there were three Iiquorrdisturbances in local establishements during the week. A, letter from the Town Counsel was noted with copy of a Release and Agreement for Judgment on a case pending with the Town regarding damage to a person's motor- cycle as the result of a defect in the street. A request in the amount of $127.33 is being settled upon as an out of court settlement. A letter from the Department of Public Works, Commonwealth of Mass was noted in- forming the Town Manager that work required for the Relocation of Rte. 140 will BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting December 26, 1979 Page 5 begin on or about May 1, 1980 and request that we alert oUr Fire, Police and School departments of this. The Board noted that they would like the Town Manager to notify these departments. Another letter from Town Counsel was noted regarding the Roland Beland property on 347 Pratt St. . As a result of court action on this case, the court is allowing Mr. Beland to have cars come on his property on a day -to -day basis, however, there is not to be more than 10 cars on his premises at any time. Town Counsel recommends that the Building Inspector inspect this property again sometime around February 15, 1980 to make sure that the defendant is in compliance with the Order. Copy of a letter from the Town Manager to a resident regarding a request for an abatement of his water bill was noted. The request is being denied because of the fact that the resident neglected to say that he has a large in-grourid swim- ming pool which would tend to indicate that the large consumption of water was indeed used.' Copy of a letter from the Planning Board to the Board of Health and Conservation Commission was noted inviting them to a joint meeting on January 9, 1980 to dis- cuss development procedures of each Board. This invitation was not extended to the Board and Selectman Caponigro feels that the Selectmen should also be in attendance at this meeting, however, oiiithis: date a hearing is being held on Cable T.V. A memo was sent to Royal Patriquin asking him if there were any funds available for landscaping the World War ll Monument? Mr. Patriquin replied that he will probably have a report in January. A memo to the Board from the Town Manager was noted on the question of whether or not parking tickets are being issued for violators at the slot on Thomas St. and Old Colony Way. The Town Manager checkW this out with the police and was told that the area continues to be patrolled with the issuing pf parking violation tickets.. It is not until the third offense that a fee has to be paid , the first two times are "warnings ". The Board discussed this and feels that a fee of $3.00 should be paid after the first warning and would.'like to have the Town Manager check this out. Selectman Caponigro noted that in Attleboro there is a $3.00 fee for the first violation, and that he 'received a ticket one night when he palked in Mansfield to go into Boston, and had to paid $3.00 on the first offense. Copy of a_letter from the Town Manager to Margo Jellinek was noted responding to her letter regarding the Town Planner and alleged violations of Chapter 268A, Section 23, subsections c,d, & f under the heading Standard of Conduct. Copy of a letter from the Town Manager to Anthony Farinella, Sannie's Inc. was noted in answer to his letter regarding the Downtown Traffic Pattern and problems with parking lot on Old Colony Way. A list of equipment missing or destroyed in the recent break in at the office of Recreation Director, Paul Split was noted. The total loss is valued at $269.50. Because of a recent house moving by D.R. Betts of No. Attleboro and the cutting of limbs from trees on private property, the Board is requesting that Mr. Betts, the Haske'll.s of Spring St. (property bwners) and someone from the Planning Board met with the Board next week to discuss the?i5roblems that developed. -S- BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting December 26, 1979 Page 6 Board Reports Selectman Caponigro referring to a recent case pending with the Town, necessitating an out of court settlement (damage to a motorcycle, jcaused by a catch basin) ;,hbk has noticed in riding around the Town other areas where the catchbasins are 4 -5" down and should be raised up. The Town Manager will be asked to instruct the highway department to look into this, and where needed raise them up.. Selectman Avery, said that he has noticed the parking lot next to Jimmys Pub is littered with broken glass, and request that the Town Manger sen a letter to the owners requesting that they have this cleaned up. Selectman Avery noted that he would like to start on the budget review at next week's meeting. There being no further business, the meeting adjourned at 8:15 p.m.
