Diane noted that the results of the Electric Rate Study just came in today and that she has not had a chance to digest it all. Selectman DeLong did questioned Diane on some of the items in the study but Selectman Avery felt that Jim Hall should be present and wanted to wait until next week when Mr. Hall could be present. The Board was polled and it was decided to wait for Mr. Hall. Balance Sheet Selectman Avery asked how many bonds were are not floating, Diane rep lied, two, with interest rates at 4.2% and 4.80. Selectman Mahana questioned Account 923- Outside Services and would like a report as to what has been expended in this account, the cost of the rate study and the reasons for the expenditures over the past 2 -3 years. Selectman Avery questioned if the financial statment w:idl be coming off the computer and Diane noted "yes" that they have been saving this until last, +n order to tie it in with the Accounting office and accounts payable. Other accounts discussed were, 902 151 -3, 391 and Account 557. An - application -for a certificate of incorporation was noted - Live in a Freer Environment, Inc., 114 Rumford Ave. Dan Buckely, a member of the Board of Directors met with the Board to explain the functions of the corporation. -1- BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting December 19, 1979 Page 4 Joan Cutillo noted that she is at a point now where she needs anothbr girl with the need for more reports, excise tax bills, ambulance bills, etc. and with the computer she will not need anothbr girl. Herb noted that the letter has been sent to DBS telling them that we are ready to go on -line for Phase 3 and by January 15, Joan and John will sit down and make an order of listings that they want. It was noted that the coordination would be needed about 75% of the time during implementation and only 25% of the time after this, and then he will be able to go to each of the departments to ask what reports they want that they think will make their department more useful. After discussion it was noted that it would stay as it was, that the Town Manager appoint a coordinatorrfor the Computer. Selectman DeLong noted that he feels that the Computer Committee has done a good job and the Town is very lucky to have such a committee. Selectman AVery noted that the original motion should be amended to give the person named as coordination full authority over the five departments. Selectman Mahana moved that we back up the Town Manager on the appointment of a coordinator and that this coordinator have authority over the five departments dictating who has priority over the computer time. Seconded by Selectman Caponigro. Voted 4 -0. Selectman Mahana asked Herb was his recommendation would be? Herb noted that all;department heads work through this person;and complete implementation. That this person report directly to the Town Manager. Implementation and super- vision of the software and hardware, that this person should have a thorough knowledge of the town, this person'should not come from an existing town depart- ment and the reason is that if you deem someone Selectman Mahana questioned if this would mean that more personnel would have to be hired? Herb noted that someone has to be appointed for a leadership positon that someone is needed everyday to run and get information. Ed Rosenberg noted that the thing that has to be-kept in mind is that the com- puter is not a replacement for the billing machine it is a tool to help run the town more efficiently and manage properly and in other important areas. There has to be someone to dictate the use of it, one person has to be in charge of it and if that one person comes from any of the five departments there will be conflict of interest and problems with the five departments, someone has to play God and make the final decision. Joan Cutillo noted that her:main concern is security , because she was told from the beginning that she will have her own code and now finds out that the one person will have all the codes from the various departments Her noted that his concern is with the implementation of the three departments in 1981. Diane Dubuc feels that there should be one person with authority. Herb noted that each department will have their own terminals and will be able to enter anytime, it is when someone wast a report off the computer that the problem will develop. Someone has to be able to ask each department if they are happy with what they are getting, do they want more, printers can be added on but everything has to be on -line. Selectman Caponigro feels that the Town Manager would be the only one whol)will be able to handles this. The Town Manager noted that he has his mind made up a long time ago on the person . The Town Manager feels that the computer is owned by the town, it was voted at town meeting, the people raised the money for it , and also does not see a secuuity problem . The Town Manager noted that he had in mind the Town Ac- countant and that he is willing to take it. Selectman Mahana questioned if the computer can be tied in with a clock sb that information can only be taken off at certain times, Howard Heaton noted that it, is possible to shut it down (lock it up) with a key so that not just anyone can use it. Selec tman Mahana noted that he would like to look into this further. ( Selectman DeLong noted that the Board already made a motion to have the Town Manager appoint the coordinator , the Town Manager is the appointing authority. Herb noted that the problem seems to be that some departments have to answer to the Selectmen and not the Town Manager. =a BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting December 19, 1979 Page %2 The purpose of this non profit corporation will be to encourage and assist mentally and /or physically handicapped individuals to maximize their potential for indeptendent living in the community. Services provided shall include but not be limited to, community residences, supervised or cooperative apartments and day activity,,programs . The maximum nuinberiof clients to be housed will be eight (8) ' At this address formerly was a cooperation known as PACE (People's Alternatives for Community Environments, Inc.) a private non - profit corporation. In October PACE received endorsement for a state -wide facility , but have since expierenced financial difficulties with the state -wide operation, so if was felt that it would be better to have a smaller program here which will be a private non-profit operation. They have applied for funds under Chapter 501 and also have a close relationship with the State Mental Health. This particular change in cooperation will have more grass roots and input from people in the area, there will be no change in staff. A list of the Board of Directors was handed over to Chairman Avery, and two of the people on the list were present at tonight's meeting; Ann Perry and Mike Cadero the rest of the ,members were hosting a Christmas party for residents. Another change will be incorporated into the by -laws, changing the wording mentally retarded to mentally ill. Selectman Mahana questioned why no one from Mansfield is on the Board of Director's and Dan noted that Ed Fitzpatrick of Lord's Pharmacy is interested and has been to two of their meetings, Ed Sullivan and Donald Fontaine live at the house. Dan noted that they want to include people from Mansfield and hopefully through advertising,in the Mansfield News they will get interested people to attend the first annual meeting to be held in January. They can have up to 21 people on the Board of Director's, at present they have 9. After discussion a motion was made by Selectman Caponigro, seconded by Selectman Mahana approving the new corporation "Live In A Freer Environment, Inc." Voted14 -0.: Computer Advisory Committee Herb Levine, Howard Heaton, John Magnarano, Joan Cutillo, Diane Dubuc and Ed Rosenberg were present for this meeting. Herb went into the problems that the Computer Advisory Committee has been running into. Herb noted that a 5 member committee was established in 1977 on a motion by Selectman DeLong and then increased to a 7- member committee in April 1978• The Light Dept. bought the computer and in August of 1978 work was started on it and it took nearly ten months due to the fact that this was all catch -up work due in the meantime of a breakdown in the billing machine. The billing portion of this in the light department is complete. The water department started on the computer in August 1979 entering data with the hopes of having data coming off the machine by January 1980. The next departments to be phased in are Town Clerk's, Town Accountant's and Treasurer's- The Light Dept. Manager feels that the light department owns it and should be able to control it. Selectman DeLong noted that the Town Manager was told to appoint a coordinator and asked if Herb was thinking of something else. Herb noted in regards to the security of records, whoever runs this computer, that is the one person who will have availability of knowing the whole town's information and security code, that person has to have the complete authority of all five departments on the computer. -2- BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting December 19, 1979 Page 5 A letter from the Town Manager to the Municipal Building Committee was noted, on the subject of needed space for the Council- OnAging. Selectman Avery noted that he spoke to Peg about this and she noted that there is space in the present Library and could be used but does not think that the Trustees share this same view and that the Board of Trustees will take it up at their next meeting with the MBC. There is federal money available but there is a space limitation. A memo was noted from the Town Manager on his appointments to the Industrial Development Commission and the Historical Commission. A letter was noted from Sannie's Inc. on their feelings regarding the new one -way traffic pattern. The letter mentions that there is a parking problem, that commuters are parking all -day in the public parking area. Selectman Mahana ques- tioned the Town Manager regarding a tagging system and fine. The Town Manager noted that the police have been tagging for illegal parking. Selectman Avery questioned if the State has been requested to d a study? The Town clanger noted that this is one a priority list and the state has to approve it. We have also requested them to study other places in Town but this one area is #1 on the priority list. Selectman AVery requested that the Town Manager draft a letter to Sannie's in- dicating to them our appreciation for their comments and that we have petitioned the State to do a study and are concerne&%Sith the parking problem. A request was granted that the fees be waived for the Boutique to be ran by - 77 Mental Health. Motion to waive the fees was made by Selectman Mahana, seconded by Selectman Caponigro. Voted 4-0. Town Manager's Report Back Bay Brook - As of December 13, the large pipe is 100% complete, the job is moving along fine and the work will continue as long as the weather holds out. Selectman DeLong then questioned if this work will included Garden St. and felt that if this is so, he would like to submit an article worded by Town Counsel to sell Garden St. to the abuttors at an appraised value, cost of appraisal to be added to the value of the land, also subject to the cost of the drainage work being added to the value of the land. DeLong - Caponigro. 4 -0 -5- BOARD OF SELECTMENA IGHT COMMISSIONERS Minutes of the Meeting December 19, 1970 Page 6 A letter was sent to the Town Manager from Delta Projects updating him on the work being done and their program. We were only give three weeks to make the appointments. Selectman Avery questioned what the cost was for the damage done to the police cruiserti. The Town Manager noted that the final figure is $2000. and that he has given his approval to go ahead with the work and it should be ready by Friday.
