Post, President of Bristol Arms Manage- ment Co., Inc requesting a meeting with the Light Commissioners to discuss individual metering of apartments. The Town Manager however, noted that in checking with the light department it was found that they are in arrears for the months of August and September. A motion was them madekby Selectman Mahana that before any meeting is held with the Bristol Arms Management, the arrears be * brought up to date, seconded by Selectman Caponigro. Voted 4 -0. A letter was noted from the Town of Walpole extending an invitation to the Board to attend a meeting on October 16, 1979 to discuss potential regional interest in a solid waste transfer facility. A flyer from the Library was noted of a slide show on China to be held, Friday, October 12, 1979 at 8:00 p.m. A letter was noted from the Foxboro Board of Selectmen notifying the Board that a hearing on the application of Bristol - Norfolk Development Trust for gravel removal permit will be hold, Tuesday, October 16, 1979 at 8:00 p.m. Selectman Avery asked the Town Manager if he could get in touch with Paul Anderson of the DEOE in Lakeville because he has a concern that this type of gravel removal will affect our water shed and would like a state engineer to look at the proposal. Benjamin from the Mansfield Nevis noted that he thought Paul Anderson would be attending the meeting. Selectman Avery then asked the Town Manager to call Paul Anderson. A letter was noted from the West Bridgewater Board of Selectmen regarding school aid for the Southeastern Regional School District for the 1979/80. The West Bridgewater Selectmen are asking our support in reducing each quarterly payment by one fourth of the anticipated increase in State Aid. Any short -fall can be adjusted in the last quarter. Selectman Avery suggested turning this over to the FinCom for their recommendation. The Town Manager noted that he spoke to Mr. Wallace, accountant for the S.E.R.S who said this increase does not affect small toxins that much and if they do not receive their money on time they will have to go out and borrow, paying interest. Their payments are received on a quarter- ly basis and if held back they will be in a bind.. This will be turned over the the FinCom . Correspondence was noted from the Tourist -I -95 Information Center for the month of September. Attendance is up 5% over last year. Correspondence was noted relative to Cable Television,' However, it was noted that before the town could join in on anything like this it would have to go before a town meeting vote. ( Two members of the VFW asked if they could discuss something with the Selectmen since they were not on the agenda. What they wanted to know is how much money there is in the budget for patriotic holidays and they were told $500. This $500. is for all holidays, however they indicated there is enough there for the November 11th holiday. Selectman Mahana noted that he would try and get a speaker for them. The Town Manager and Selectmen were invited to march in the parade, 0* BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting October 10, 1979 Page 3 WRRC- 128 Discussion Selectmen's representatives to the 128 West Resource Recovery Center (WRRC) Diane Mangiaratti and Grace - Genatossio met with the Selectmen and Faye N. Siegfriedt from the Bureau of Solid Waste. Ms. $iegfriedt noted that the reason she is here tonight is to find out the Board's feelings on this project. The status at the time is interviewing the firms that have submitted bids. Out of ten bids received the list has been narrowed down to three. Stoughton is still the selected site and favored by Stoughton Selectmenalthough there is opposition from the residents in the area Stoughton -is felt to be the best site because it is situated right off Rte. 24 and a proposed industrial development area, Ms. Siegfriedt noted that she is not looking for any real commitment right now just asking that their representatives continue to attend the meetings which is Very important, without representatives there to vote, it weakens the vote. Once the process of eliminating and choosing the firm to run the operation is over, the contract negotiations will start and the final process will be that the state will asked each of the towns for a 20 year commitment financed by tipping fees. At their next meeting, October 24 a negotiating team will be named with briefing sessions to the firm picked and also the firms not choseny. at this meeting they will choose the final firm, Ms.. Siegfriedt noted that it will be about five years before the plant would be in operation. Asked what will happen when towns run out of space, such as ours in about another three years, she noted that the state is looking for a landfill that towns can use until the plant is in operation. One site in No. Andover has a contract printed with eight communites who have already made a commitment to join and have received approval from a town meeting vote to join, some of these communities were with 128 have left, Bedford, being one of them and have gone into the No. East because of transportation costs, 128 will not have transportation costs because it was felt that it would not be economically feasible for the distance to travel. Selectman Mahana asked if there was a set cost per ton. Ms. Siegfriedt noted that until the proposals are more concrete they will have to estimate the tipping fees. The cost will decrease when the plant reaches its capacity. Selectman Avery asked if we can look doyen the road to one specific time when this town will be asked for a commitment. Ms. Siegfriedt noted this won't be for about three years. Ms. Siegfriedt noted that what she is looking for now is a commitment from the Selectmen to the process going on, it is very important that the Selectmen like the process going on and how it is being done. Ms. Siegfriedt noted that she just joined the WRRC 128 and found that attendance at the meetings is not good because some of the representatives from the towns were not attending the meetings and this is the reason that the Bureau of Solid Waste is going out to meet with the Selectmen , the more people attending the meetings, the faster this process will progress. Selectman Avery asked her what is more important, the number of communities or the amount of tonnage. Ms. Siegfriedt noted that tonnage is the most important Ms. Siegfriedt was asked if Boston had committed themselves. She noted that Boston is just an observer and they have enough tonnage to have their own plant. Grace noted that she was told that it would depend on the up- coming election whether or nor Boston would join. Ms. Siegfriedt noted that they have enough tonnage from the interested towns to run the plant. -3- BOARD QF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting October 10, 1979 Page 4 WRRC 128- continued Selectman AVery noted that speaking for himself both Diane and Grace have ex- pressed a desire to be their representatives and if this is the kind of support they want there's no problerp.and also asked if the Plainville site has been looked into. Ms. Siegfriedt noted that Mr. Cousins of the Bureau could best answer this, he was suppose to attend this meeting tonight but had to attend one in Franklin. Ms. Siegfriedtnoted that she Is aware of the problems towns are having, especial- ly with the new regulations coming down from the federal level, she met last night with Canton Selectmen and they are having the same problem vie are. Selectman Mahana noted that he would like to see the continued participation of Mansfield in the process and moved that Diane and Grace be reimbursed for * the cost of gas. Seconded by Selectman Caponigro. Voted 4 -0. This will be taken out of Selectmen's expense. A motion was also made by Selectman Caponigro to send a letter to Richard Kendall Department of Environmental Quality Management that the Board of Selectmen continue to support the concept and participation of the 128 WRRC. Seconded by Selectman * Mahana. Voted 4 -0. Board of Assessors Assessors, Al Turinese, Peter Saunders and John Prescott met with the Board to keep them abreast of the revaluation process and presented a draft of the specs . The Assessors have spoken to seven firms and have asked them to send a copy of their proposal and from these they have pulled out things that they feel are important. Having their own computer, and they have been told that there is sufficient space for therg they will be able to do what they want to. This draft will also be reviewed by Town Counsel to stake sure that it is phrased right. They also feel that something should be budgeted annually for up dating due to inflation. Classification is a reality and a lot of problems go with it so they will to have a team that will be able to do classification also. Selectman Mahana noted that he hopes that when they do the field observations the Assessors would be kept up to date. Al noted that the teams will have to use one of the rooms in the town hall and also will need a phone probably for about a year. Also another thing felt important by all the firms was release of a public information notice to inform the people that this will be going on. After the Town Counsel reviews the specs it will go out for bid. Mr. & Mrs. Andrade- , whose children worked under CETA for the Council -on- AGing this past summer. Mr. & Mrs. Andrade noted that the reason they are meeting tonight with the Selectmen was because they both feel the way this problem con- cerning Mrs. Benson and CETA was handled was unfair and that an injustice has been done. Mrs. Andrade was also upset that she received a phone call from Mrs. Benson telling her not to come down to meet with the Selectmen because she had an attorney was going to sue. Mr. Andrade went into the background of the events surrounding his children and doing work on Mrs. Benson's property and property of others not eligible. BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting October 10, 1979 PAGE 5 Selectman Avery asked Mr. Andrade "if you felt that strongly about it, why did you not take your children out of the program "? Mr. Andrade noted that the work was good for his boys, it gave them something to do and spending money, also they were suppose to be working for the elderly. Selectman Avery asked Mrs. Benson who was in the audience if she had any comments. Mrs. Benson noted that she has no comment to what the Andrade's have said be- cause she has legal counsel and can't. She feels that the matter lies with CETA and CETA. has taken care of the problem , this has gone on since August and she can't take anymore Selectman Avery asked the Andrade's if they have discussed this with CETA and Mr. Andrade noted that he spoke to Neil Metera when this first happened and he told him that he would try and fit them into another pro- ject which he did and they worked for the rest of the summer. Mrs. Andrade noted that she has called Hank Texeira at CETA and he has never returned her calls. Mrs. Andrade noted that the first she heard about the $104. being paid to CETA was when she read it in the paper . Selectman Caponigro asked the Andrade's if they are aware that a representative from CETA was here and said everything was okay. Mrs. Andrade feels that "it is -a slap in the face that CETA would accept the $104 for work that .their sons did,.this work was suppose to be done through the Town of Mansfield ". Mr. & Mrs. Andrade both feel that they should have been at the meetings that were held. Mr. Andrade noted that no one has approached them in any manner to see if any injustice was done and he just feels that at the time this was going on their two sons were being used. Selectman Avery noted that as far as the Board is concerned they are glad that they came in but it should be taken up with CETA. Selectman Avery asked the Town Manager to call Mr. Texeira at CETA and have him get in touch with the Andrade's. Orlando Souza, Pratt Street Mr. Souza noted that he was here tonight regarding the recent hearing with Karl Clemmey, and his name being broughtinto the allegations. Mr. Souza noted that during the first hearing he was out of the Country and when he came home he was informed by his son who was very upset and called Selectman Avery on Sunday morning and tried to contact everyone on the Board and dial contact Selectman DeLong and Caponigro . Mr. Souza who awned the piece of land in questioned noted that he took the necessary steps required before building on this piece of land. He filed his applications, met with the Board of Health, had the perk test approved, also made about four trips with the building inspector and feels that the letter of the law was followed . Mr. Souza feels that an injustice was done to him and his family. He has served this Town in many capacities and has served on the Board of Selectmen where similar occasions: like this have come up and he took precautions to protect someone's identity Selectman Avery noted that on the second nightof the hearing he publically stated that neither he nor his wife were involved with the matter . Mr. Souza noted that he appreciates that but he did not read it and feels that he had a right to come here tonight. -5- BOARD OF SELECTMEN /LIGHT COMMISSIONERS Minutes of the Meeting October 10, 1979 Page 6 Selectman Avery noted to Mr. Souza that as he told him on the phone he would feel the same way especially coming back from out of the country and reading it in the paper and knows of nothing that he has done in this Town but give it credit. Selectmen all noted that they feel the same tray. Selectman Mahana noted that he apologizes and echo's Selectman Avery's comments. Town Manager Report The Town Manager noted that the Oak St. Culvert work is ready to be done, but today they ran into bad weather so as soon as the weather clears it will begin. The people will be notified door to door of the water being shut -off. The air - conditioning for the computer room is still not resolved and still being discussed with the different air- conditioning experts. A locksmith was in today to look at the files and will come back with a cost estimate. The Capital Improvements meeting is scheduled for tomorrow night at 7:30 p.m. Chad Maurer noted to the Town Manager that he did not want to be on the ADHOC Committee for the Recreational Study but will be glad to work with them. Selectman Caponigro moved that John Todesco be appointed to replace Chad, * seconded by Selectman Colella. Voted 4 -0. The Town Manager noted that he has a letter out to the various land surveyors for surveying the land in Maple Park for a well site. A report on the water study from Whitman & Howard is expected any day. Town Clerk Arthur Remillard informed the Town Manager that the election in March will conflict with the primary because it comes within 30 days of the primary. He would like to know if April 7th would be alright for the election and April 14th for the Town Meeting.
