erosion of the sidewalk in that area was received and noted. The Town Manager has

complaints are made.

Conley Eagan appeared before the Board to announce that the Lions Club will
donate a new cruiser for the Mansfield Auxiliary Police. Chairman Avery termed
this a "great gift" and declared that the Lions Club is to be highly • commended
for its service to the community. It was recalled that a few years ago the
Lions had donated a "jaws of life" which has been of great value to the Fire
Department Rescue Squad. Selectman Mahana moved that a letter of commendation
be forwarded to the Lions Club with the thanks of the Board of Selectmen for
# this "grand scale gift." Seconded by Selectman Caponigro. Voted 5 -0.

subject. Foxboro has a serious problem of leachate coming from both ground
and rain water feeding into the Rumford River. A representative from DEQE

if the State is not satisfied with their corrective measures.
A bulletin from SRPEDD was noted.
Town bfanager's Report
The Town Manager has received a letter from Self -Help regarding the Hartwell
School and the replacement of the heating system. He has talked with Town
Counsel regarding the present lease which runs to 1982. Town Counsel has indi-
cated he will draw up a new lease giving a five year term since Self -Help will
bear the considerable cost of the new heating system. Selectman DeLong moved
to grant such a lease to Self - Help, seconded by Selectman Caponigro. Voted 5 -0.
A letter from the Coalition for State Aid Committee and a telephone call from
Jeff Stearns of that organization regarding their membership drive has been
received. The Coalition will continue to push for their growth .formula for
state aid. The membership cost is $1,000.00. It appears that most towns con-
tribute $100 to join, with the remaining $900 made up by the business community.
They would like to meet with the Board of Selectmen. Selectman DeLong is opposed
to meeting with the group unless we can make a commitment to search for the money.
The Town Manager will .foL?mw up.
Further investigation on the situation with the Merrigan property in Foxboro
indicates that a 24" water main runs through it. Town Counsel has talked with
Mrs. Merrigan's attorney on this, and it appears that the financial institutions
would require that the Town abandon the land taken, substituting an easement for
the water line. However, any action on this would require a Town Meeting vote.
The Town Manager reported that the cost factor for granting a Papal Holiday on
October ).;t would be $7,100 for Town employees, $16,780 for the School employees

with additional funding required for payment of overtime pay to the Police and
Fire Departments. The total cost would be $26,010. IIe feels that this proposed
act of the Legislature would be unconstitutional. However, it appeared at the
moment that the legislation would not be passed.
The Town Manager has received notice of the observance of October 24, 1979 as
United Nations Day,
The Seabrook nuclear facility tour has been firmed up for Thursday, October 18th.
It is planned to leave at 11:00'A.M., with the tour lasting until 4 :00 P.M.
The Town Engineer attended a meeting on Off System Bridge Funding. It appears
that the Town does not qualify for these funds, as the program is based on Federal
system of highways and streets -- the primary system of main streets. However,
we do qualify for 75916 funding under Chapter 90 for repaving of Wave, Park, East
and Short Streets. Selectman Mahana questioned if the state will repave School
Street. The Town Manager replied that they will repave what they have dug up.
Selectman Caponigro wants to be sure the Telephone Company repai2s School St.
properly after their installation. Selectman Mahana moved that a letter be sent

Streets, seconded by Selectman Caponigro. Voted 5 -0.

by $151454.00.
Negotiations with the Fire Department have been completed, with contract language
complete. The Police have not responded to the most recent letter sent to their
Association.
Board Renorts
Selectman Caponigro reported the deterioration of the berms on the School Street
curves. The Town Manager stated that these berms will be repaved .
Selectman Caponigro questioned the appointment of a new Water/Sewer Superintendent.
He feels that a study should be conducted on separating the two positions. 4dwen
the new wastewater treatment facility is on- stream, the person in charge will
not have time to manage the Water Department. Selectman Mahana hopes the operator
at the wastewater plant will be properly licensed, and also feels it will need the
full time attention of the operator. The Board agreed that there is no need for
immediate action on this. First a study should be made of the degree of responsi-
bility and salary structure involved in breaking it down into two positions.
Selectman Caponigro informed the Board that since most of the work of GATRA does
not directly concern Mansfield, and because Selectman 246hana has been doing such
an excellent job on the commuter study, he would like to resign his position as
the Board's representative to GATRA and moved to appoint Selectman Mahana to the
# position. The motion was seconded by Selectman Colella and voted 5 -0.

Selectman Mahana moved to express the Board's appreciation and thanks for his
work to Selectman Caponigro, as their representative to GATRA. Motion seconded
by Chairman Avery. Voted 5 -0.
Selectman Mahana referred to the new Downtown Traffic Pattern which he thinks
is working out well after the initial period of adjustment. He then suggested
that consideration be given to not using salt on the roads during the winter
months ® just sanding. There is the feeling among other members of the Board
that this is too dangerous. The amount of salt used has already been reduced
to curtail the amount of run-off into the water system.
Selectman Mahana again brought up the subject of a program of recognition for
Town employees who have performed outstandingly, e.g., found ways to do a job
better, at less cost or more efficiently. This could be in the foam of an
"Employee of the Quarter" award. Chairman Avery asked how the selection would
be made. Selectman Mahana suggested that department heads submit the name of
an employee under their supervision every three months; then the Town Manager
or Board would go over the information submitted and make the selection. Chairman
Avery suggested writing this into the personnel policy (luring the discussion of
Job Classifications.
Selectman D®Long requested information on the cost of using the private landfill
In Plainville vs. current cost of running the Town Landfill. The Town Manager
will provide this cost comparison.
Chairman Avery asked for the cost of the increases on the Firemen's contract.
The Town Manager will be working on this within the next week.
Chairman Avery mentioned that the "curve arrow" at the intersection of So. Main,
Fruit and Willow Streets has been knocked down again, and requested that it be
re-erected.
After a recess of 5 minutes for setting up space for the court stenographer
and legal counsel, the public hearing on Karl Clemmey began at 8:35 p.m.
(This transcript is prepared separately).
There being no further business to come before the Board, the meeting adjourned
at 11:30 p.m.
