motion by Selectman Mahana, seconded by Selectman DeLong. Voted 5 -0.
A Revenue Sharing Warrant in the amount of $553.00 was noted. This was
approved on a motion by Selectman Mahana, seconded by Selectman Colella.
Voted 5 -0.
The minutes of July 25, 1979 were noted. Selectman Avery noted that on
page 3, 5th paragraph from the bottom(, "motion to appoint Peter Saunders"
should be changed to read, "cast a vote ". The minutes were approved with
corrections on a motion by Selectman Colella, seconded by Selectman Mahana

striken from the last paragraph on page 4. Seconded by Selectman Mahana.
Voted 4 -0 -1 (Selectman DeLong abstained.)
Selectman DeLong noted that in the minutes of July 18, it was mentioned that
Avon Co. is looking for additional sewer space. Selectman DeLong noted that
he would like a report from Avon of exactly what is going to be discharged
and the report sent to Camp Dresser & McKee, and have CDM assure us that
this discharge material will not adversely affect ourpresent.WWTFSelectman
DeLong wants to know what the chemical is that is being discharged and alert
the Town Engineer in case of future problems.
Selectman DeLong then put this in the form of a motion, that Avon's report
of the discharge material be sent to CDM, requesting thatlfr assure us that
it mill not adversely affect the effluent of the ekisting econded by Select-
man Mahana. Voted 5-0.
Selectman DeLong also noted that relative to the new police cruiser, there
was a town meeting vote to purchase it, although he did not support it. The
Town Manager and Police Chief should be the ones to tell us when it will be
manned, The towns people wanted it and it is encumbent upon us to buy it.
Selectman Mahana noted that the cruiser doesn't do us any good unless it can
be manned. Selectman DeLong asked if the Chief or Town Manager told us it
could'nt be manned_. Selectman Mahana noted that there is no assurance thatE
it will be manned.
Selectman Colella moved that we postpone indefinitely the bid on the new
cruiser, for one year, This received no second.

and Police Chief that the cruiser will be manned.

Recreation Commission - Recreation Director, Paul Split, reported on his
first three weeks of summer camp. Bus service which was instituted again
this year is handling about 71% less than last year. The only - change since
the start of the program is the operating hours of Maple Park. The closing
has been changed from 7:00 p.m. to 6:00 p.m.. Mr. Split told the Board that
everything is going along smoothly and asked if any of the Board members had
any questions. Selectman Mahana noted that the Board has been very well
aware of his monthly reports and feel that he is doing a good job.
N.E. Telephone Co. Hearing - A hearing on a petition from the N.E. Telephone
Co. covering the proposed location of conduit and manholes on School Street
was declared opened by Chairman Avery at 8:00 p.m. Mr. Francis Brown, District
Agent - Right -of Way was present and noted that all abuttors covering the petition
were notified. Mr. Brown also noted that this work is required by the state
and approved by the State Resilent Engineer for the Rt. 140 relocation, request-
ing that the utilities be put underground.
Abuttors, Robert B. Morrison, 194 Spring St. and Duncan MacVicar, 229 School
St. were present and came forward. Mr. Brown went over the plans with them
answering any questions they had. Mr. Brown noted that the Telephone Co. will
be coming down a foot & half on the harden surface within a foot of their
property and placing the wires underground. Neither Mr. Morrison or Mr.
MacVicar were opposed to the work.
Chairman Avery asked if there were any other opponents - none recorded. He
asked for other proponents - none recorded.
The Hearing was declared closed. Selectman Caponigro moved to approve the
work proposed by the N.E. Telephone Co. as petitioned on July 6, 1979•
Seconded by Selectman Mahana. Voted 5-0.
Selectman Caponigro then asked Mr. Brown if it would be possible to have shrubs
placed around the new switching box being erected on the lot near the WW -2
Monument. Mr. Brown noted that he does not see by this can't be done, the
reason for this new switching box was to beautify the area because of the
historical house situated accross the street. This new box will hold 2800
circuits. Mr. Brown noted that he will have one of the Telephone engineers
get in contact with the Town Manager.
Municipal Building Committee - Robert Saquet, noted that there are three
programs the committee is presently working on: Library, Roof for the Middle
School and the DPW /Storage Maintenance building.
On the Library, the architect has presented a time schedule for completion
of plans to be ready January 1980 in preparation for the Town Meeting.

The project for the Middle School roof has been approved by the State Emergency
Finance Board and the bid has been awarded to W.S. Hagan, Salem, Mass. whose
bid was $30,000 under the budget and this company-was also considerably under
the other bidders. The work will be starting very shortly and finished before
the October 10, deadline.
The DPW Storage /Maintenance building status. The last time Bob met with the
Board theytold him that they wanted more information, Bob noted that he met
with the Town Manager yesterday assessing the needs from lists submitted by
each of the departments. Bob had with him a schismatic drawning of the new
proposed building from the architect that the Board looked over.
The proposal is to put this new building 100 feet behind the existing building,
the advantage of separating the two buidings is to avoid the expense of tieing
the two buildings together , wiring, plumbing and renovations, plus the fact
that tieing the two buildings together would necessitate the loss of two over-
head doors. George Young, who was in the audience, questioned how this new
building would be heated, and it was noted that electricity would be the main
source, but hopefully solar heat could be utilized, especially for hot water.
However, before Town Meeting, a list of each of the departments needs will be
submitted to the Board to look over.
Library Trustees - Marion Horton, met with the Selectmen and noted that this
summer has been very productive. One of the things was that Peg Bradner through
her own expense attended a seminar of the American Library Association in Texas.
Marion also had with her a chart depicting the relationship of people to books
and staff to books and how often a staff person goes from one place to another
plus the public. It is important not to have the staff take too many steps,
and one idea is to have a card catalog set up just inside the entrance door
to help people find out where they want to go until someone can help them.
One ether thing that the Library Trustees have been doing, is visiting other
libraries on their own time which resulted in their having receiving many
good ideas with which to work on.
Great Woods Study Committee - Marydee Flynn sent a letter that due to vacations
a representative from the Great Woods Committee could not attend and now that she
is a member of the Planning Board and they meet Wednesday evenings she would not
be able to attend. Their committee is still working on the overpass crossing
of Rt. 495 and hope to have something to report within the next month.
Finance Committee - David Clemmey met with the Board, representing the FinCom.
Dave noted that everything is going well, Robert Powers resigned and a new member,
Roger Dotson has been appointed to fill Edward Cooney's place. Two things that
Dave wanted to make clear was that: 1. payment for flag service to have the
flags raised and taken down was never taken out of the budget and 2, relative
to the new cruiser, the Town Meeting voted for a new cruiser but did not provide
the money for service, maintenance, gas or oil.
The Town Manager again explained his reason for the cut in the flag service as
reported in a memo to the Board last week, and noted that it was his understanding
that the flag service was out when he went to the Town Meeting floor.

Downtown Advisory Committee - Norman Mahana, noted that nine proposals for the
Fairfield Optical Project were opened and all seem very attractive. Starting
next Monday night three of the firms will be interviewed with the other six
interviewed the following two Monday's. Hopefully a decision will be reached
by the end of August.
Council -On -Aging - Harry Nordberg met with the Selectmen as the Council's repre-
sentative. The Council nows has 2 regular employees paid by the Town and is
currently in the process of hiring a new Assistant Coordinator. CETA kids are
also working at the center doing yard work, and housework. Services provided
are a Food Bank available to people of all ages who find themselves in an
emergency situation, hot lunch program, recreation programs, and educational
programs held at the center. The Jaycees have started a fix -up program
and will do window repairs, tree pruning, fixing doors and minor electrical
work, painting, etc. A donation of $25.00 was received from the Newcomers
club of Norton and lastly, there is a problem of cramped space at the DIC.
The Council will work with the Planning Director to incorporate a new DIC into
the Fairfield property.
Selectman Caponigro asked some of the council members if the $2500. that was
raised for the new mini -bus was the result of the spagetti suppers. They noted
that some of this money did come from dinners sponsored by the Council, also
from donations from people in Town and $25.00 donated by the Friends of the
Library. Selectman Caponigro noted that he would like to make a motion to send
a letter to the DIC commending the people who helped to raise the $2500. Seconded
by Selectman Mahana. Voted 5-0.
Civil Defense - Bob Buttons met with the Board and reported to the Selectmen the
status of the following projects: Slide Projector /Recorder, Rescue Truck,
Trailer Mounted Generator, Air Warning Siren, Auxiliary Police Cruiser, First
Aid Training, Emergency Operations Plan, Civil Air Patrol update, and finally,
several of the programs which Mansfield participates in have been temporarily
"Frozen ", ie: the excess property program where we obtained vehicles has been
frozen until mid October. However, we will not lose those materials we have been
slated to receive. Copy of complete report will be on file in Civil Defense file.
Board of Assessors - Al Turinese noted that he received a letter from the Dept.
of Revenue congratulating them in their supporting the citizens and raising the
money for revaluation. At the present time they have interviewed six revaluation
teams and are picking their brains to see what specifics would be the best for
Mansfield and where we have our computer if it would be better to have the dif-
ferent pieces of property coded and indexed and they seem to feel that there is
no problem in having this done before revaluation.
Planning Board - Bob Leseur noted that they are working on pond development and
gravel removal permits. The Henley- Lundgren gravel removal permit was granted with
restrictions numbering sixteen, the major one of which will cut down the size of
the operation in volumn, signed statements from owners of the land that Henley -
Lundgren is the developer and hours of operation. Bob also noted that there are
no sub- divisiorsin the future so farfthat the Planning Board is working on.
The Board adjourned at 8:50 for a two minute recess.

paper. It was noted that written approval from the Fire Chief was not attached
to the application as required, however, the application had been signed by the
Fire Chief. Hearing no opposition to the application the hearing was declared
closed. Selectman Delong moved that the application be approved subject to writ-
ten approval from the Fire Chief, Seconded by Selectman Mahana. Voted 5 -0.
George Young, met with the Selectmen to discuss: town employees using town
vehicles to go to and from work. George noted that with the shortage of gas
he feels very strong about this subject. Selectman Avery noted that George's
point is well taken but beat him to the point, this was a subject that he intend-
ed to discuss with the Town Manager. After further discussion it was decided
to have all the town employees with town vehicles in to meet with the Board and
discuss their need for such usage.

Selectman Mahana asked if we could approach Owens - Illinois and ask for containers
to put at the Landfill where people could drop off their glass and when filled
turn them into Owens- Illinois. The Town Manager will look into this.
A bill in the amount of $200. was noted from Town Counsel, Charles Mulcahy for
a case of a residents car that was damaged during the 1978 blizzard. The Town
won the case because the plaintiff could not identify if it was a town vehicle
that did the damage. A motion to approve the bill was made by Selectman Mahana,
seconded by Selectman Caponigro. Voted 5 -0.
Selectman Avery feels that in cases like these, the Town should estimate what
the cost will be before litigation is ensued. Selectman Mahana said that he
agrees with this but the Town has to take a stand, that the Town will not
honor any little claim that comes before them.
A letter was noted from the Recreation Commission regarding the vacancy of
Bruce Wood and urging the Selectmen to expedite their choice. Selectman
Caponigro noted that this is a joint appointment and necessitates the majority
of all eligible members to vote. However, the way the letter reads, the Recreation
Commission is leaving the appointment up to the Board. The Clerk read the list
of applicants.
The voting went as follows:Selectman Colella; P. O'Brien, Caponigro; F. Corliss,

The Town Manager noted that he received a letter from the Fire Chief relative
to GASAHOL. The storage and blending of Gasahol is not allowed according to
the State Fire Marshal Ps office . Also, the present licenses for the storage
of gasoline do not allow the holder of the license to store gasahol without
a change in the license.. Gasahold may be stored with a change in license
if it is blended prior to delivery at the storage site. Guidelines are being
developed with regulations relative to gasahol. The Town Manager will notify
Ron Montaquila of this problem.
The Town Manager noted that the traffic lights
blinker and he would like to reduce the speed
lights from St. Mary's Church to East Street f
now approaching the lights doing 60mph. State

The Town Managernoted that the JayCees have approached him and would like to use
the Fairfield Optical building for their "Haunted House" . Materials that are
stored in theke, will be moved by the JayCees and stored in trailers while the
show is on. Selectman Mahana questioned if these materials will be covered by
the town insurance while stored. Selectman DeLong noted that he would like
to have the building inspector check out the building before approval is granted
to make sure that amongst all the joy we don't have a fire trap.
Selectman Caponigro moved that before approval of the Fairfield Optical Building
for the JayCees "Haunted House" It be approved by the Building Inspector.
Seconded by Selectman DeLong. Voted 5 -0.
The Town Manager noted that Thom Bonome wants to try a new system of repairing
bituminous concrete roads and sidewalks by an Infra -Red Heater method. He would
like to try this on a small section of Franklin St. Small "cut" sections at a
time. This experiment would not exceed $1000. Another method he wants to try
out is grouting expansion joints on the Chauncy Street underpass. The money for
this will come from the highway repair program. On the Infra -Red process, if the
project is successful they will then proceed with the bidding process.
Reports of water testing at Maple Park were read by the Town Manager. The water
quality is testing excellent. Selectman Caponigro noted that he would like to see
a letter sent to Rolfe Camp, former Town Manager who now lives in Franklin, N.H.
regarding the sucess of Maple Park. Since this was one of his concerns during
the proposal to develop Maple Park.
On State Aid for cities and towns, Mr. Metropulso noted that he discussed this with
Representative Lombardi and Albert DiGregorio, representing the Coalition for State
Aid Equity. The House proposal uses the lottery formula and Chapter 70 version.
The CSAE is promoting the "growth factor" formula, which is 3.55% of local expen-
diture of page 2 on the "tax recap sheet ". Representative Lombardi noted that he
does not have enough information on it , however, Leon was not in favor of the
House formula.
Selectman DeLong made a motion that we support the "growth factor formula" and
send a letter to the Chairman of the House Ways & Means, also the Administrator
of Finance of our stand. Seconded by Selectman Caponigro. Voted 5 -0.

Mr. Metropulos noted that he received a call from a Mr. George Sisson, promoting
Cable TV. They are to schedule a meeting with him to discuss it. Have not heard
as to the exact date of the meeting.
Mr. Metropulos noted that Margaret Heckler's office has requested permission to
park her van here at the Town Hall parking lot on Friday, August 10, 1979 at
noon. Mr. Metropulos granted this permission.
The Town Manager noted that there may be problems at the Industrial Park due to
some of the firms going through expansions. Avon is looking for a sewage dis-
charge increase of 7200 gallons. CC &F is down to approximately 25,000. gallons
and would prefer to use this for initial tap of new construction. The Town has
approximately 40,000. gallons, and is considering the Town picking up the expansions
and rehabilitation of existing plants. In addition to Avon, Raytheon and T.I.
is considering expanded their facilities. Because of the apparent little or no
new major housing developments he is recommending that the Town pick up the ex-
pansion of sewage use.
Selectman Mahana asked if we can get accurate figures on just how much capacity
the Town has left, and the Town Manager noted that he is trying to research this.
Selectman De Long moved that we compromise on 5000 gallons for Avon subject to
( approval from Camp Dresser McKee as to the effluent being dis- Seconded by
Selectman Caponigro. Voted 5-0. charged.
The new radar equipment received at the police department is ready for use and
all but two police personnel have been certified to use it.
Board Reports
Selectman Mahana noted that he would like to suggest that on nights when not all
three meeting rooms are engaged that boards, committees and commissions not use
the Selectmen's meeting room due to the fact that if inhibits people from attend-
ing due to the lack of space.
Selectman Colella wanted to know how often the drinking water in Mansfield is tested,
and he was told that it is tested bi- monthly and results of the test show that
Mansfield's water is excellent.
Selectman Colella noted that on the 1 -way traffic pattern, he has been opposed to
this all along, did not vote for it, but will wait awhile before giving his com-
ments on it.
Selectman Mahana asked the Town Manager the status on hiring a new Water Superin-
tendent. The Town Manager noted that he is still getting applications, and has
about six resumes, but will have someone by the end of the month.
Selectman Mahana asked what the status is on the Oak St. Bridge, and the Town
( Manager noted that he has a meeting tomorrow afternoon with the State DPW to dis
cuss this and also the intersection of Fruit and So. Main and 106 & Forbes. The
Town Engineer is still looking into off - system bridge monies.
Selectman Mahana wanted to know if the horn at the fire station that goes off
in the middle of the night is necessary.

Selectman Mahana suggested writing a letter to the drop -in- center and housing
for the elderly to see if any of the elderly would be willing to serve as jurors,
but he was told that jurors have to be picked, state does not want professional
jurors.
Selectman Mahana would like to know if some type of a system could be set up to
keep the Town Hall open till 8:00 p.m. on Thursday evenings to conduct business
for residents who are not able to get to the Town Hall during the regular working
hours. He suggest compensating the extra hours by time off another day. The
Town Manager noted that he will poll the department heads on this.
Selectman Mahana also said that he would like to see if some system can be worked
out to have the Dog Officer call in periodically to the police station to check
out calls that may have come in.
Selectman Mahana noted that he would like a list of the locations of all town
own property, also that the Town Engineer found a piece of ground and no one
can find who owns it. Selectman Mahana noted that he would like to congratulate
and commend him for the help he has given him.
Selectman Avery asked the Town Manager if there were any repercussions from the
1 -way traffic pattern that went into effect today. The Town Manager noted that
there were problems this morning due to the fact that the police were suppose to
j be there and were'nt, however, he went out with the highway director and town
engineer and put horses up. Other problems are coming up but as they come up
they will be taken care of, it is expected that there will be problems for awhile.
Selectman Avery noted that he would like to have the Water Rate Study put on
the agenda for next week to take action on.
Selectman Avery wanted to know if the issuing of a town vehicle to to the employees
that have them is part of their hiring and he was told that it is, this is so that
in case of emergencies, they can go directly from their homes to the area in
trouble. Selectman Mahana noted that he is opposed to town vehicles being used
to transport any employee to and from his home other than the Fire Chief and Town
Mananger and that if this is part of the hiring policy that it be rescinded.
Selectman DeLong said, "what if the guy is on- call " ?. Selectman Caponigro noted
that he would like to have the employees who have town own vehicles come in and
explain the need for the car.
Selectman Mahana made a motion that we prohibit the use of town own vehicles for
transportation to and from work other than the Fire Chief and Town Manager.
Seconded by Selectman Colella. MOTION FAILED 2 -3
A memo will be sent to those town employees with town own vehicles to meet with
the Selectmen at their meeting of August 15, 1979 for discussion on this subject.
Selectman Mahana noted that he met with GATRA today and voiced his concern on the
parking situation for commuter rail. He felt the meeting was favorable and the
Commuter Rail Committee will meet tomorrow night and draft figures for funding of
all the parking lots plus the work that the MBTA want us to do on the lots that
they are willing to lease to us.

Selectman Mahana noted that he would like to see a forum held for the public on
nuclear power. The Town Manager noted that he will get in touch with MMWEC to
see if this can be arranged.
Cal Vizedom of So. Main Street, appeared before the Board again to voice his
concern regarding the people who congregate on Selectman DeLong's wall in
front of his house. Selectman DeLong was not present at last week's meeting
and Mr. Vizedom was told that it would be better for him to come back when
Selectman Delong is present. Mr. Vizedom repeated what he said at last week's
meeting and Selectman DeLong felt he should answer him.
Selectman DeLong noted that he felt strongly as a child and he still does
about not painting everyone with the same brush. There gre good kids sitting
on the wall as are problem ones and just because they are on private property
it does not prohibit the police from doing their job if someone is violating
the law.
After some further discussion it was decided that this was a matter that
should be discussed with the police chief. The Town Manager will discuss this with
the police chief.
Karl Clemmey Ssked.i'f he could come before the Board. Mr. Clemmey asked if
the Board had approved his sewer permit that came before them tonight. Mr.
Clemmey was told that the Board had tabled it until the site plan is approved
by the Planning Board.
Selectman Caponigro made a motion that the Board reconsider the sewer connection
permit for Mr. Clemmey. This received no second.
Their being no further business, the meeting adjourned at 11:15 p.m.
