Transfer Requests
A transfer request in the amount of $500.00 for the Wiring Inspector's Fee
was noted. The reason for this request was that work performed by the Assistant
Wiring Inspector was not budgeted and his fee was deducted from the Wiring
Inspector's Fee. The Board discussed this request in length and was the
Assistant's fee cut by the FinCom with the intent of not paying him. Selectman
DeLong felt that it is wrong to spend it and then take it from the Reserve Fund
although he was not in agreement with the FinCom's cutting it out. The Town
Manager was asked how this is being handled next year and he said that $500.
has been budgeted to cover all the Assistant Inspector's. Selectman Caponigro

* to approve the request, seconded by Selectman DeLong. Voted 5 -0.
A transfer request in the amount of $615.17 was noted for Town Manager's

the Town Engineer has been in contact with Joel Martin of the State DPW and
was told that this intersection is a low priority with the State and that no
plans have been made to do any work by the State for nova. The Town Manager
has asked the Town Engineer to have the State put this in writing to us.
Selectman Mahana noted that he would like to set up a meeting with Bob Hartnett
of the Taunton office since Rodney Plourde is willing to donate his time
and ability to rectify this problem at a minimum cost to the Town.
In a memo from the Town Engineer, he noted that in speaking with Joel Martin
to rectify the problem would encompass la-d takings and further traffic data.
Selectmam Mahana questioned what land takings would be involved. Selectman
Avery asked the Town Manager if the State has a copy of the plan that Rodney
Plourde drew up and he noted that they did. A request for a meeting will
be made by the Town Manager.
The Town Manager noted that at the last meeting of the Board a motion was made
to send Bruce Wood who resigned from the Recreation Commission a letter of
thanks plus have a plaque made up. In checking the records it was noted that
Mr. Wood served on the Commission for nine years, the policy of the Board is
that a plaque be awarded to anyone who has served ten years or more. Selectman
Colella moved that we give a plaque to both Bruce Wood and John McNair who also
resigned from the Recreation Commission some time ago but who also did not
serve the ten year period. This motion received no second and Selectman Colella
withdrew his motion.
The montny report of the Police Department was read by the Town Manager with
the list of activities handled by the department such as, arrests, robberies,
speeders, intoxicants, etc.
The Town Manager prepared a list of ways in which he would like to see the
Town of Mansfield handle an "energy conservation program ". Selectman Avery
commented that it looked good to him with the exception of having the
thermostats set at 780 degrees during the summer months and not 800.

cost during the monthof June totaled $2,574,130. , Total for the year has been
estimated at $14,566,589. Selectman Mahana asked how much has been collected in
fees,.and it was noted that $8,438. was collected during the month of June.
The Town Manager noted that he has been in contact with Whitman & Howard regard-
ing our "water rate study" and a proposal from them on the cost will be for-
warded to us next week. The Board would also like a proposal from Camp,Dresser
& McKee,
On the question of where Henley- Lundgren is getting their water for construction
of 1 -495, they informed us that they are getting it from the stream and not from
town water.
The question that was brought up at last week's meeting to pay the photographer
( for pictures taken during a fire, the Town Manager noted that he spoke to the
Fire Chief about this and he noted that this service was voluntary but with the
understanding that if the fire department requested certain pictures they would
pay for them if billed. They budgeted asun for 25 pictures a year at a $1.00
per picture, however, to date no request for payment has been received.

all Constables appointed or elected in a municipality be properly,, identified.

Board be informed of this letter and that the Board of Selectmen expect them
to be properly identified at no cost to the Town. Seconded by Selectman Mahana.
* Voted 5 -0.
The Town Manager noted that the Town Engineer and Highway Director went over
the roads schedulejfor repaving and then the three of them decided on the
following streets; at $16.50 per ton. Budgeted monies available - $80,000.
Ware Street 12,300' x 20' - $50,160. - 3040 ton
Short Street 900'x 20' - 3,680. - 223 ton
Willow Street 5,500' x 20' - 22,440. - 1360 ton
Oak Street 3,300' x 20' - 13,530. - 820 ton
Park Street 9,900. - 600 ton
East Street - Main to Park 9,900. 600 ton
Union Street Ext. 1,650. 100 ton
Selectman Colella noted that Thornton Road was missing, and the Town Manager
noted that this and two other short streets are going to be done, Barberry Road
and Azalea Road. Columbine Road which is also in that area presents a real
problem the whole length of the road needs work, and we will end up taking
people's lawns. It's a major job. It was suggested that this road just be
oiled and sealed. Selectman Mahana noted that the people on Oak Street do not
( want anything done along with Willow St. People living on these two streets
feel that if the road is upgradedlraffie will increase. Selectman Delong dis-
agreed and noted that he would like to see Willow Street done.
The Board asked the Town ManagErfor his recommendation and he noted: Ware,
Short, Park, East from Main to Park and Untion St. Extension - however, he did
note. that Oak Street was in very bad shape and in need of repaving.
Final approval was made on a motion by Selectman Mahana, seconded by Selectman
* Caponigro. Voted 4 -1 (Selectman DeLong opposed because of Willow St. being left
out) on the following streets: Ware Street, Short, Park Street, Union St. Ext.
and East Street, from Main to Park, also Thornton RBad.
Selectman DeLong moved for reconsideration of the previous vote, seconded by
Selectman Caponigro. MOTION FAILED 3 -2 (Selectman Caponigro, Avery and Mahana
opposed)
The past due bill of Alfred Sarro, Maple Street was brought up again (this was
discussed a couple of ,ieeks ago at the meeting of the Light Commissioners').
The Town Manager noted that he went over the books and had a new meter installed
which read the same as the old meter. The bill covers a period of February &
March and Mr. Sarro noted that during the time he was absent from the house quite
a bit and no one was living in the house during this time. However, :the Town
Manager noted that this period of time was during the "cold spell" and some type
of heat would have been on to prevent pipes from freezing, and the blowers would
have been operating which needs electricity. No reason to could be found to prove
this bill wrong. Selectman Colella at this time moved that Mr. Sarro only pay
$25.00 of the bill, seconded by Selectman Caponigro. MOTION FAILED 3 -2 (Selectman
DeLong, Avery and Mahana opposed)
BOARD OF SELECTMEN /LIGHT COMMISSIONERS

Selectman Avery noted that the reason he opposed the motion is that there is
a policy set by the Board of Light Commissioners' that should be followed.
The Town Manager was directed to inform the Light Department Manager to carry
out the Policy of the Board of Light Commissioners' in collecting overdue bills.
The Town Manager held another meeting last Friday with owners of gas stations
in Town and they have agreed to stay open to sell gas if they have it.

( Counsel from Foxboro ans see what can be done.
Selectman Mahana noted that on the first day of his vacation he is going to
to ride around own looking for signs and check to see if there are permits to
cover them. He also noted that he cannot understand the lack of cooperation
from town departments of a directive from the Board and further if these depart -
ment;heads fail to follow directives they should be replaced.
Selectman Mahana questioned the status of the Oak St. bridge and was told that
e Town Engineer is working on it. On a question regarding the lights at Franklin
& 106 he was told that the work has started. He also noted that he would like
to see an effort made to have all unmetered homes in Mansfield, (water) metered.
Selectman DeLong said that he would like to have the West Mansfield Fire Station
maintain tie st Mansfield Common , instead of sending the Recreation Department
out to do the work. The Town Manager will discuss this with the Fire Chief.

uti o if uti izing the Mass. Municipal Deposit Trust, might we not get a higher
return on our money and the bonds that we float.
