problem of illuminated signs. The Building Inspector is notifying anyone
who has one to remove it. Selectman Mahana noted that the one he would like
to see removed is the one on Rte. 140, the Mansfield - Foxboro Town lines,
because the Town of Foxboro does not permit these signs either. The Town

will do what he can to reschedule the work.
The traffic signal at the corner of So. Main and West Sts. has been replaced.
Regarding the traffic signals at 106 and Franklin St. , the reason for the delay
is because the materials have not arrived, they were expected by the middle

Board Reports
Selectman Mahan asked if any results have come back on the So. Main St. problem.
The Town Manager noted that the Tosco Engineer has been in contact with the State
DPW and he has also given them Rodney Ploude's address and telephone number.
Selectman Mahana questioned the status of the Oak St. Culvert. The Town Manager
noted that the Town Engineer is ready to start designing it and will begin this
as close to July 1 as possible. In the meantime he (the Town Engineer) is working
on the Back Bay Brook.
Selectman Colella questioned the Town Manager on Union St. Ext. (drainage problem)
The Town Manager told him that they are doing the best they can because they are
not allowed on private property and are doing some work to take care of the pro-
blem for how.
Selectman Mahana questioned the sign that was put on the North Common advertising
the barbecue for the Airport. The Town Manager noted that he received a call
on this from Air - Charter Service and told them that they would have to come to
the Town Hall and take out a permit and pay the fee of $10.00, which they did.
However, this was also with the understanding that the sign would not be lite.
Selectman Mahana questioned who gives them the authority to put the signs on
town property. Selectman Delong feels that the Town Manager should have the
authority to make these decisions.
Grace Genatossio, Mansfield's representative to the 128 WRRC (West Resource
Recovery Committee) gave the Selectmen an update on the meetings that she has
been attending. The main purpose of these meetings was to draw up a proposal
to begin a public information committee. This committee will work with the
43 communities involved in the 128 WRRC. The final proposal drafted consisted
of two committees; one is to educate the townspeople of Stoughton since that
is the planned host town of the plant and second a committee to educate the
other communities. There was a great deal of discussion about the pros and cons
of Resource Recovery. Local towns have to weigh the cost involved in being a
part of this committee and the alternatives that are available when their
landfill closes. As of May 23, there were three main factors that were resolved:
1. no contract has been drawn up; 2. no financial data has been set and 3. no
site has been agreed upon.
A motion was entertained by Selectman Avery to go into Executive Session with the
Conservation Commission to discuss possible litigation against the Town. The
Board was polled: DeLong, yes; Colella, yes; Avery, yes; Mahana, yes and Caponigro,
yes.
The Board will not return to open session.
