ing the computer whether "extras" would be needed and they were told "no ".

Margo Jellinek, West St., met with the Selectmen to explain a way the rebates
can be handled without costing the Town any money. She said that the checks
could be picked up at the Town Hall, and the people who have moved out of Town
could have their names advertised in the local papers that this money is at
the Town Hall waiting for them to pick it up. Mrs. Jellinek also said that
the Town Clerk and Pete Saunders from the Board of Assessors should be very
happy to donate their time free of charge to correct this error.

held on Thursday, May 31, 10:00 a.m. at the Sheraton -Tara Hotel in Framingham,

wants to be able to keep abreast of the problems.,if any, in the local establish-
ments.

A letter was noted from Senator McCarthy's office regarding a meeting to be
held at the Middleborough High School on the Tax Cap Legislation. Senator
McCarthy's office was notified that we would like to be contacted when this
meeting is to be held.
A notice from the Comm. of Mass, Outdoor Advertising Division was noted re-
garding the renewal of a permit for a sign that the Cleveland Twist Drill Co.
has at the corner of Chauncy and Winthrop Streets. This was checked out with
the building and zoning inspector and he noted that it meets all the require-
ments. Selectman Caponigro moved that this be approved, seconded by Selectman
* Mahana. Voted 5-0.
Correspondence was noted from McCarthy Municipal Leasing Co. regarding the
leasing of equipment for municipalities. The Town Manager commented that he
has looked into this and one town that he has been in contact with has had this
arrangement for about 4 to 5 months, but it still is not enough time to do a
cost comparison.
N.E. Telephone Co.
A petition from the N.E. Telephone Co. to install a pole at 10 Thornton Street
was noted. Clerk Mahana read the petition from the Telephone Co. Chairman
Avery declared the hearing opened and noted that Francis Brown, representative
of the Telephone Co. could not make the hearing. Chairman Avery asked if there
was anyone present in the audience who was either for or against this petition.
Steve Reynolds of 10 Thornton St. came forward, the only abutter, and the
person who requested this pole. Mr. Reynolds noted that in the notice that he
received it said the pole would be placed "approximately 100 feet north of
Reservoir St." and he wanted to make sure that it was placed "exactly 100 feet"
because he did the measuring and a couple of feet either way would place the
pole infront of his picture window. Chairman Avery asked if there was any other
comments he wanted to make or anyone else in the audience, hearing none, Chairman
Avery declared the hearing closed.
A motion was made by Selectman Colella that the pole be installed and that it be
"exactly 100 feet north of Reservoir St." seconded by Selectman Caponigro.
Voted 5 -0.
Correspondence was noted from SRPEDD which was handed over to Selectman Caponigro
to digest, Selectman Caponigro noted that he will have a report on this for next
week's meeting.
A memo was noted from Civil Defense on the status of the Rescue- Truck. The
Rescue Truck has been taken out of service at the Fire Department and returned
to the Civil Defense Agency. Bob Buttons, Civil Defense Director contacted the
Southeastern Regional School and they have agreed to upgrade the vehicle at no
cost to the Town. Mr. Buttons would like to have the registration changed from
the Fire Department to the Civil Defense Agency and have the truck parked at the
Town Hall to be used when needed, the vehicle would be checked weekly and main -
tained' "by the Civil Defense members. The only cost to the Town would be gas and
oil. Selectman Caponigro moved that the request be approved subject to the

because he does not feel there is enough information, he would like to know
what the truck had been used for and what the Civil Defense intends to use it
for , also a list of the complete parts installed. Selectman Caponigro with-
drew his motion.
Municipal Building Committee
Bob Saquet, discussed the reroofing of the Middle School. Mr. Saquet noted that
the Town Counsel, School Committee and MBC feels that this should be handled
by the MBC and the funding left uD to the Finance Committee. Mr. Saquet noted
that the MBC will make the motion on the Town Meeting floor.
Storage and Maintenance Building - Mr. Saquet noted that a meeting was held with
the School Department and Thom Bonome and that the School agrees to store their
vehicles with the Town also to be included will be Parks /Commons, so one central
building will serve all the needs. Mr. Saquet noted that he has a meeting with
an architect tomorrow and will discuss with him all the various inputs received
from the departments involved. Mr. Saquet noted that the needs seems to be
a building to house indoor, all of the Town's vehicles, approximately 50 vehicles,
and the reasoning is that because of the expense of these vehicles they will last
longer if kept out of the weather. The maintenance area will also be increased
so that the mechanics will have a larger area to work in . The cost of the pro-
ject is estimated at $200,000 to $300,000, also involved will be fencing, lighting,
and the design of the building with proper exits. Mr. Saquet noted that he hopes
to have all the information by next week. The DPW project is currently listed
as a Capitol Improvements project. However, Mr. Saquet noted that the FinCom
may look differently on it if a bond could be floated to included the school roof
and maintenance building.
Selectman Delong noted that for the life of him he cannot believe that they want
to build a building to house 50 vehicles and does not see why a truck has to be
left inside every night, also he cannot believe that they want to build a build-
ing that big for that amount of money. Mr. Saquet noted that the present build-
ing will be incorporated either by adding onto it or building in the same area.
Selectman Avery noted that he does not see that much damage done to the vehicles
by the weather,l:he can see damage being caused by vandalism and feels that a
fence would suffice. Selectman Mahana would like to see an area for flammable
materials and possibly a hydraulic lift . Mr. Saquet noted that he wants an
article in the warrant for the Town - Meeting and then the mechanics of it can be
discussed then. Selectman Delong noted that he will find it hard to support
such an article without all the necessary information because as a Selectman he
has the responsibility to fullfill and carry out the duties of the office ac-
cording to what the townspeople feel. Mr. Saquet notedthat with the article
they will at least have a chance to discuss it.
A motion was made by Selectman Caponigro, seconded by Selectman Delong that the
warrant for the third Special Town Meeting to be held Monday, May 14, 1979 at
* 8:00 p.m. be opened. Voted 5 -0.
Selectman Delong asked if it would be wiser to push this off a little bit to
have more information from the architect. Bob Saquet noted that the MBC will
not have the total design of the building by Town Meeting time but once the
needs are established, the Town Meeting can,if they want to,vote for the money

to authorize the project. The money would not be spent until the whole project
is down in black and white.
Selectman Caponigro then made a motion that an article be placed in the third
Special Town Meeting to be held, May 14, 1979 at 8:00 p.m. to see if the Town
wants to appropriate monies or float a bond for a storage, maintenace garage
to house vehicles for the DPW, School and other Town departments, seconded by
Selectman Mahana. Voted 5 -0.
Selectman Caponigro made a motion to close the warrant for the third Special
Town Meeting to be held on May 14, 1979 at 8:00 p.m., seconded by Selectman
Colella -. Voted 5 -0.
Selectman Caponigro questioned Mr. Saquet on the status of the high school roof
and Mr. Saquet noted that $20,000 is still being held as final payment, there
have been no problems this year with leaks.
Town Manager's Report
The Town Manager noted that he attended the third session of the Governor's CAP
session which dealt with getting more out of the public safety dollar. The main
item to come out was that proper training of police and fire personnel could
minimize additional personnel. All personnel should be trained in all aspects
of police and fire work, therefore, eliminating the need for "specialists ".
Another recommendation was the use of "civilian" personnel in such areas as
dispatching and clerical work. Performance standards should be established,
five year planning programs should be developed. Combined departments is being
considered by an increased number of municipalities, fire personnel are used in
the housing inspection and code enforcement in other states. Regionalization
consolidation, and centralization is effective in purchasing, personnel, contracts,
dispatching , fire prevention, inspections and other services. The last of the
seminars is on Thursday, May 3 at the Sheraton in Lexington and the topic will
be "Making Public Works More Effective."
The Town Manager noted that tomorrow he is attending a Mass. Manager's Association
meeting in Millbury to discuss the Equal Employment Opportunity Act and the need
for affirmative action, also a discussion on the State Ethics Law which covers
Conflict Of Interest, Financial Disclosure and will include the extension of these
laws to the municipal level.
The Town Manager noted that Friday, April 27, he will be attending a meeting in
Fall River on Civil Defense procedures and preparation for a simulated hurricane
to be staged in June.
The Town Manager noted that he has been informed by Jim Hall that the DPU report
will be ready, Monday, and it will need the signatures of three of the Selectmen.
Regarding the MDC septage facility in Walpole, the FinCom questioned who is using
the facility. Of the nine firms licensed in the Town to use it, a telephone call
to all of them informed us that seven of the firms utilize it.
Three quotes were received by Jim Hall to pull large cables needed in the West
and School street areas for the 1 -495 construction. Selectman Delong made a

motion that Power Line Constructors of Reading, Mass. be awarded the bid at the
low price of $6478. Seconded by Selectman Caponigro. Voted 5-0. (The two
other bids received were in the area of $15,000. each)
The bid for Sodium Hexametaphosphate for the Water Department was noted. Only one
quote was received on this from, Ti- Sales, Inc. of Sudbury, Ma. at $40.30 in
2000 lb. lots, of 100 lb. bags . However, the Town Manager notes that this can
be purchased from E.F. King & Co. through the State Purchasing Sytem at a price
of $34.70 delivered to destination . The Town Manager is recommending that we
purchase it from them at a savings of $1200.
Article 3 of the Second Special Town Meeting for Wednesday, May 9, was discussed.
This article refers to the tax error and the question as to whether it can be
refunded. The Town Manager had a work sheet figured on what it would cost the
Town to do this. The figures the Town Manager had were based on one person doing
the work involving the Assessor's office and Treasurer's office, also it was
estimated that it would take about 10 months to complete the work with an esti-
mated figure of $10,000 to $12,000. The work could be completed in a shorter
time with more help but then the cost would increase.

Board Reports
Selectman Delong noted that Operation Friendship wants to be put on the Select-
men's Agenda for August 1, 1979•
Selectman Colella noted that he had a call that the lights went out at the Tennis
Courts at 10:00 p.m. and that he would like to see them stay on until 11:00 p.m.
The Board then discussed having meters put on the poles so that the groups using
the courts would be responsible for paying them. Selectman Delong made a motion
that meters be put on poles at Memorial Park, seconded by Selectman Mahana.
Voted 3 -2 (Selectman Colella and Caponigro opposed.)
Selectman Caponigro discussed the Honor Roll in West Mansfield and noted that the
person who was going to do the brick work cannot do it. Selectman Caponigro noted
that he will try and find a volunteer or get prices on the cost of the work.
He noted that he will report back next week on what he has found out.
Selectman Avery questioned what the status was on the Honor Roll at the South Common,
and said that it would be nice to have it completed by Memorial Day. The Town
Manager will look into this.
Selectman Mahana noted that last year during the "blizzard" some homeowners sus-
tained damage to their property and wanted to know if there is an article in this
town meeting to raise monies to pay the claims and was told that there is. Select-
man Mahana also asked how Joan Cutillo was doing and the Town Manager noted that
she is improving and will be back for a couple of hours next week. Selectman
^ Mahana moved that flowers be sent to Joan from the Board, seconded by Selectman
Caponigro. Voted 5 -0.

Personnel salaries were discussed and Selectman Delong moved on a 6% increase
across the board on non -union employees, seconded by Selectman Caponigro.
Voted 3 -2 (Selectman Colella and Mahana opposed, they are in favor of depart-
ment heads receiving only a 3% increase because he feels that the spread be-
tween department heads and those that work under them is far toogreat.)
Discussed also was the request of Joan Cutillo for an assistant Town Treasurer,
this was not approved by the Selectmen at this meeting.
Selectman Delong noted that he wanted to amend his motion on the 6% increase
across the board to include that this does not include the Town Clerk, Town
Accountant and Town Engineer, because they will receive this 6% increase
as of their anniversary date. Seconded by Selectman Caponigro. Voted 5 -0.
A motion to adjourn was made by Selectman Caponigro, seconded by Selectman
Colella. Voted 5-0 at 10:15 p.m.
