for, re- roofing of the Qualters Middle School. Tot-in Counsel was in the
audience and noted that this did not have to be done, the article that is already
in the special will just have to be amended to change the amount of money.
Selectman Avery wanted to know who will be handling this project, the MBC or
the School Committee. The Town Manager will investigate.
A letter was noted from the EPA in reference to the Wastewater Treatment Plant.
Light Commissioner's Meeting
Director James Hall and Office Manager Diane Dubuc met with the Light Commissioner's.
Commissioner AVery asked how far we are as far as the billing and are we getting
there? Diane noted that the department has made great progress, the last of the
February bills went in the mail today. The March bills will be out within a couple
of weeks and at that point they should be almost current, hopefully May is the
month that they hope to be right on line.
Commissioner Avery noted that some people feel they are being billed higher than
usual. Diane said that this is because they are getting their higher usage bills
now, the months of January and February, also no posting has been done so
people are getting double bills. Mr. Hall noted that the computer is running
smoothly and they are not experiencing any down time, however they do have a
problem with static and will need to purchase an air- conditioner. Also they may
have to extend the walls of the computer room to the ceiling and keep the room
separate from the rest of the Town Hall. Mr. Hall noted that he questionedrthem
in the past about any special equipment and he was told that it would not-be

needed, but the static caused by walking across the rug throws the computers
off when touched. Jim noted that they are also considering installing a
tile floor in there and taking out the rug.
Jim noted that he needs equipment to pull the large cables on the 1 -495 project,
and he is in the process of getting 4 quotes , he noted that legally he does not
have to advertise this and go out for bid as long as he gets four quotes. When
he receives the four quotes he will present his recommendation to the board.
This is all 100% funded by the State. Mr. Hall noted that this will have to
be done by May 1, because Henley- Lundgren, contractors for the 1 -495 project
want to put in their steel by May, 1.
The Department of Public Utilities yearly report is being done by the Bookkeeper
Geraldine Lemieux, and she noted from the audience that this would be ready to

by Selectman Colella. Voted 4 -0

MEETING WITH DEPARTMENT HEADS
The Town Manager reported to the Board and the audience the reasons some of the
Department Heads would not be able to attend this meeting. Treasurer /Collector
Joan Cutillo, is out of work with a back problem, Town Clerk, Arthur Remillard
is attending a Town Clerk's dinner in Whitman and Ted Robinson, Parks & Commons
had a prior commitment tonight.
John McAlice, Town Accountant, John noted that it is a little too early to give
a.report as far as his department's problems, etc. however, he is workingcvery
closely with the auditors that are in and it is a good learning process for
him since he came into the job without a knowlege of municipal accounting. John
noted that the .auditors will come up with a series of recommendations as to
what should be done, can be done. Everything is posted and up to date, warrants
are done on a weeky basis, end of month balance reports are given to each depart-
ment as close to the beginning of the month as possible so they will know where
they stand with their budget balances.
Selectman Avery asked John, looking to the end of the year if he foresees much
trouble in budget balances, and John noted that percentage wise lit does not
appear to be so, however being new at the job he does not know how much each de-
partment spends. Selectman Colella commented that John is doing a fine job
because of what he came into.
Al Turinese- Board of Assessors , Al noted that most of the field work is done,
they are in the process of getting change'forms ready for the computer. Thirty -
Two maps have been updated with eleven more to go, hopefully they will all be done
by next year. Al also noted that he received a letter from the Department of

Revenue citing a case of the Town of Andover that is now in court fighting the
state takeover of revaluation. The decision will be handed down on May 20, whether
or not the state can proceed with revaluating towns if they fail to do so. If so
the cost of the revaluation will be taken off the cherry sheet. Selectman Avery
asked Al if the Assessors would have their figures in time for the town meeting
as far as property evaluation. Al said that they will be pretty close and will
have a general ideal as to how much it will be.. Selectman Mahana asked that
after approval at town meeting for the revaluation how long will it take for
the assessing to start and will the Board of Assessors take part in it.
Al noted that the Assessors will screen the companies and then come before the
Board with their recommendation. Al noted that these people are experts in their
field and they will work with them on a minimal basis. Al noted that the only
problem he can foresee is in land valuation, farm land etc.
Bertram Cook - Building Inspector, Mr. Cook noted that Mansfield is growing slowly
but surely, the industrial parkiis starting to pick up and in the past,,week his
department received request for 7 new home permits. Selectman Mahana asked Bert
if he has any trouble enforcing zoning laws and if he has enough help. Bert
noted that he tends to let zoning slide until he has the time, building is the
first priority , sometimes inspections in the park take more time than normal.
Selectman Mahana asked Bert if he could use an assistant to enforce the zoning
and Bert said that the assistant doesn't want to get involved in zoning either.
Bert clarified what he said by "letting the zoning complaints slide" as meaning
that he does not get to them immediately. Selectman Avery asked Bert if he
has any sizable backlog and Bert noted only on certification of public buildings.
DPW - Al Capeno (Thom Bonome is on vacation) - Al noted that his department is
involved in doing pipe work, hauling fill to the dump, repairing fences and
street cleaning. Al noted that the landfill is getting short of cover material,
right now he is hauling cover from in back of the garage. Selectman Mahana
asked Al if he could use cover material from CC &F and he noted that he could.
The Town Manager noted that Karl Clemmey was suppose to get in contact with
the people in chargeiof it and he has not heard from him yet. Selectman Avery
feels that Al could bring some of it down in the town trucks.
Another point that was brought:up by Selectman Mahana was whether or not the
town can get reimbursed by the insurance companies of the people who hit the
concrete planters along 106. Al feels that we could, only one planter is 'left..
The Town Manager will look into this.
On the storm drain at Otis and School St. Al, noted that he repaired the pipe
two weeks ago and roto the pipe to get the sand out of it, 50% of it is now
working. Selectman Caponigro asked Al about Union St. Ext. and he noted that
this is pending waiting approval from the owners.
Fire Department , Chief Thomas Leonard reported that the men have hebuilt the hose
rack for a larger storage capacity, he attended a hazardous material course in which
he sent a report on to the Selectmen, some of his men have been doing maintenance
work on the trucks saving the town money, they have retired the rescue truck,,whihh
will go back to the Civil Defense, the base station radio.at the West Mansfield
station has been replaced and the old one turned over to Civil Defense, mutual
aid with surrounding towns has been revised, they are now in the process of doing
hydrant inspections and by Fall, hopefully they will have hit all the hydrants.

Maintenance problems with hydrants are turned over to the water department.
The Chief noted that he is in the process of mapping all the streets in town
to show where the hydrants and fire alarm boxes are, alarm testing is a
continuous thing, lockers have been ordered which were a capital outlay item
in the budget and since the beds have been removed from the upstairs he is in
the process of moving his office to the upstairs and the men intend to take
over space downstairs to promote a physical fitness program. Alarm box testing
is being done over an 8 -week period broken down into districts in order to
prevent a shortage of men at the station. All the men have been recertified
in the CPR course and they are also giving instructions to residents and in-
dustry to date about 400 people have made use of the program and have been cer-
tified. Five of the parttime men have taken EMT courses at the Sturdy at their
own expense . The Chief noted that he is working on a equipment reorganizational
program so that each piece of equipment will have the necessary machinery on it.
The fire investigation unit is going well and they are working with the police
department. Lately they have been having a problem with bomb scares which
are very expensive but they have been working with the police and school de-
partment to decide how they are going to handle the situation.
One of the major problems is the high cost in fuel. They are hoping to get a
4 -wheel truck through Civil Defense and this truck should cut down on the
capital improvements cost , they will have to purchase pump, tank, plow frame
and radio for it. The Chief noted that he is working on an on -duty training
program for the on -duty men, seems like there are jySt -not enough hours in the
week especially with the industrial park and inspections to be made up there.
He has received several request from industry for an in -plant fire brigade
program.
Selectman Mahana. asked the Chief if the Bristol Arms Apartments is still having a
problem with their fire alarm . The Chief noted that it is not as high (the
calls) as in the past, he is working with the building inspector and they are
trying to get the owner to change the system over. The number of runs is down
compared to 6 months ago.
Selectman Caponigro told the Chief that the Board appreciated his report that he
submitted last week on the seminar he attended.
Library - Librarian, Peg Bradner informed the Board of the happenings at the
Library. They have a complete supply of tax forms for filing federal income and
state tax, which people have been taking advantage of. Peg also present copies
of best sellers that the Library have . The Children's department is very active
and this week during the school vacation, this department was utilized daily.
Films are constanly being borrowed from the Boston Public Library and.she noted
that the cost of an 11 minute film runs $165.00 which is way beyond her budget so
this is where "state aid" helps The Library recently held a pupper show in which
75 people attended.
Under a Special Federal Grant a girl has been working at the Library setting up
an index file to prevent duplication which will tell where the most expensive
material is kept. These index cards will also be on file in the Robinson,
Middle and High School Libraries . Also being implemented is the use of the

school Libraries during school hours by the public. Peg also had with her tonight
a book from 1890 on tax assessments. Another thing that Peg wants to implement
is a local history file on documents from the Town of Mansfield. This will in-
clude anything pertaining to the Town that is published in the newspaper, hearings,
etc. She would like duplicate copies made with one of the copies forwarded to
her, this is from any of the departments in Town. These documents will be kept
in acid free boxes, indexed as to what it contains. As an example, Peg had a
box with papers and documents pertaining to the Town Manager, this also includes
his budget FY78/79, FY79/80, and a clipping from the Boston Herald in which the
Town Manager was quoted.
One last item that Peg brought to the attention of the Selectmen is the. .increased
price of the best sellers from last year. she noted that at one time the highest
priced best seller was $10.00 and this has now jumped up to the $15.00 bracket.
She noted that this is attributed to the cost of paper, labor and printing.
Town Planner, Chad Maurer, noted that the major project now is the Wastewater
Treatment Plant and that he and the Selectmen will be hearing a report on this
when they go into meetwith Camp,Dresser & McKee on Monday, April 23. Along
with the Wastewater Treatment Plant we are waiting for a grant from the EPA in
the amount of $17,000 to study the interceptor out in the Henry and Alden Street
areas. The grant for the infiltration basin was received last week. In addition
Chad noted that he is working with the Planning Board on subdivisions, three
articles will be in the Town Meeting submitted by the Planning Board and four
articles by petition. Gravel removal permits are being reviewed that were sub-
mitted by Clemmey and Vazza, also an application for a pond on Ware Street is
being reviewed.
Chad noted that he is involved with the Recreation Commission on the Memorial
Park project and the Hutchinson Property. He noted that this committee was
set up to study the project and hopes to have an article in the town meeting
to raise funds for grading work which is estimated to cost around $80,000. for
a rough grading job.
Regarding the meetings of the 128 WRRC, Chad noted that these are held on a Wed-
nesday night and he will not be able to attend. Diane Mangiaratti and Grace
Genatossio, members of the League of Women Voters were in the audience and of-
fered to attend these meetings between them. Chad noted that he was told
whoever it is that attends the meeting to make sure that they have good com-
munication with the board and keep them informed. Selectman Mahana moved that
Grace Genatossio and Diane Mangiaratti be appointed as their representatives to
this committee, seconded by Selectman Caponigro. Voted 4 -0.
Chad was asked by Selectman Mahana if he has sent out the letter to the 128 WRRC
informing them of our interest in this facility, he noted that he had not and that
it will be done first thing tomorrow morning.
Police Chief, Larry D'Afile, informed the Board that he has a civilian dispatcher
now working and that he is doing very well however, the pay isn't much. This is
a CETA employee. All of the policemen have been certifed in CPR. Saturday,
April 21, all but 2 of the policemen are taking the Sergeant's exam at the Library.

BOARD OF SELECTMEN /LIGHT COMMISSIONERS
Minutes of the Meeting
April 18, 1979
Page 7
The Chief noted that he is still short 2 men, he is operating with 16 men plus
himself and the force should be 18. This year in the budget he requested 4
patrolmen but has been advised that the Board wants to fill the two vacancies
first and the civil service list has been frozen.
A list of investigations, arrest, etc. for the month of March was read and
presented to the Town Manager. The Chief noted that some of the accidents
listed occurred at the intersection of Forbes Blvd. and 106 and he feels that
the only reason these accidents are happening is that the people operating the
vehicles are not coming to a complete stop it is not because the view is ob-
structed , right now the radar unit is broken down and they are waiting for a
second unit. The Chief further noted that anyone not stopping for the flashing
yellow light will be cited and have to go to court.
Arson, the Chief noted is a big item and number one crime throughout the country,
Mansfield had two arsons last month and two people have been charged.
The Chief noted that he does not like the CAP program and spent a couple of
hours on this last week with the Town Manager going over, the budget looking
for ways and places to cut down. The Chief noted that the Town Manager wants
to cut back on services and wants to know how he can do this, if a call is re-
fused both he and the police will be subject to charges and he wanted to know
who will take the blame for refusing to answer a call. Selectman Avery noted
that in reducing personnel] services will be cut it is not a case of refusing
it is that you don't have the personnel.
The Chief informed the Selectmen how the new law changing the drinking age from
18 to 20 will work and affect them. Applicants not having a driving license
20 years and older will have to come to the police station and fill out a form
with proper identification, birth certficates, etc. in the presence of a police
officer to be signed by that police officer, then this form has to be taken to
the registry to have a picture taken.
The Town Manager noted to clarify on what the Chief said regarding the cutting
back on services, what he wants to do is cut down on overtime due to sick leave.
A man will not be called in to cover for anyone out sick. This will require a
review of patrol plans and scheduling of manpower, he does not mean a cut in
services as a response to calls, etc.
Veteran Agent, Gladys Cross, noted she was very happy to report that she only
has 18 active cases, it appears that the employment picture is better. Many of
the veteran's are applying for schooling because they only have 10 years after
discharge in which to do it, they are all Vietnam veterans. Glady'.s noted that
she is very busy now wirth pensions of WW2 veterans, she also noted that she will
not have any trouble living within her budget.
Water /Sewer - Ron Dubuc, noted that he is busy with new services, had a good winter,
detected a large number of leaks but only had one broken main. His men are busy
painting hydrants and there are no major projects going on other than the Waste-
water Treatment Plant. A new gate has been installed at Cate Spring Bids were
opened today for "water stock "and Ron noted that there were two parts to the bid.
The two parts were for Mueller Products and an Open Bid. Ron recommends that
the bid for the Mueller Products be awarded to Hilco Supply, Inc. of Sudbudy, Mass.
with the low bid of $6322. This was approved on a motion by Selectman Mahana,
seconded by Selectman Caponigro. Voted 4 -0.

Ron recommends that the bid on the Open Bid section be awarded to Municipal
Services, Inc. of Shrewsbury, Ma. with the low bid of $6165.00. This was ap-
proved on a motion by Selectman Caponigro, seconded by Selectman Mahana. Voted 4 -0.
Ron noted that in the Sewer department the equipment is holding up pretty good,
he has had to do a few repairs hnd right now he is in the process of having the
Leonard St. lift station changed over. Ron feels that this was never installed
right in the first place, that one of the pumps never worked right, it has to
be rebuilt properly. Ron also feels that if the people living in that area
intend to finish their cellars they should have check valves installed at a
cost of $30.00. Selectman Caponigro agrees with Ron and feels that if people
have had their cellars pumped out once, they should be told to install a sump
pump, we are the only town around who pumps out cellars.
Town Counsel, Charles Mulcahy, informed the Selectmen that he meets with the
Town Manager and Town Planner every Friday morning to discuss and go over any
problems they may have. Right now he is busy getting ready for the Town Meeting,
and wanted to take time out now to endorse a booklet that the League of Women
Voters have printed up as a guide for the Town Meeting that they intend to pass
out. The next item to be discussed is the rebate question and an article to
be presented at the Town Meeting.
Selectman Mahana noved that the warrant for the second Special Town Meeting be
opened, seconded by Selectman Caponigro. Voted 4 -0.
An article to see if the Town will vote to acquire by direct purchase of eminent
domain three easements off Fruit Street for the purpose of installing and main-
taining a sewer interceptor lines was read. This was voted to be put in the
special on a motion by Selectman Mahana, seconded by Selectman Caponigro. Voted 4 -0.
The next article to be submitted for the second.Special was read by Selectman
Avery as follows: To see if the Town Meeting will vote to authorize the Board of
Selectmen to petition the General Court for legislation authorizing the Town of
Mansfield to refund a portion of the real estate and personal property taxes
assessed in the year ninteteen hundred seventy -eight raised in excess of the
correct tax rate, said total funds to be determined after July 1, 1979 and certi-
fied by the Bureau of Accounts, or take any action in relation thereto. The Town
Counsel noted that nothing can be done until after July 1, however the intent will
be there: with this article and at least the Town Meeting will have the chance to
discuss it.
Selectman Mahana made a motion to reconsider the vote at last week's meeting on
the article that was inserted which isf4 "page 2 in the minutes of 4/11/79. Seconded
by Selectman Caponigro. Voted 4 -0.
Selectman Mahana made a motion to withdraw that article , seconded by Selectman
Caponigro. Voted 4 -0.
Selectman Mahana made a motion to insert the new article which was read by Select -
man Avery on the rebate question, seconded by Selectman Caponigro. Voted 4 -0.
Selectman Avery noted that he wants it indicated to.the people here tonight and to
the Board, although he is in favor of this article he hopes that at the Town

Meeting they have all the necessary facts and figures as to what this will cost
and the fact that it may not be the $900,000. as previously discussed, that we
may end up with a deficit and we may have an increase in taxes next year, how-
ever this should all be presented to the people as to whether they want a rebate
or not.
Joanne Wood asked Selectman Avery what he meant by a deficit and he noted that
some of the money may have been used for expenses during the year, plus the ex-
penses involved in doing the rebates . Selectman Avery wants a cost estimate
on this from the Town Clerk, Town Treasurer and Board of Assessors before the
Town Meeting. It was noted that the Finance Committee feels that there may
only be $798,000. and it also depends on what the state certifyes,
Correspondence- continued- A letter was noted from Town Counsel to the Planning
Director on an opinion regarding the "abandonment of accepted streets ".
An invitation was noted from the Bristol County Home Care for Elderly, Inc.
to Selectman Caponigro to attend the annual meeting of the corporation to
be held on April 20 in Taunton.
A letter from Representative Leon Lombardi was noted thanking the Board for
their letter regarding the pay raises for upper echelon employees.
A motion was made by Selectman Mahana, seconded by Selectman Caponigro to close
the warrant for the second Special Town Meeting to be held, Wednesday, May 9.
Voted h -0.
A letter was noted from Self -Help, Inc. on a free summer lunch program, this will
be forwarded to the Recreation Commission for their summer program.
Town Manager's Report
The Town Manager noted that he received a letter from a resident regarding the
proposal to charge a fee for parking at the railroad station, the letter is op-
posed to the parking fee.
A booklet was noted from the Mass. League of Cities and Towns with a list of
Town Meeting quorums throughout the State.
Tomorrow the Town Manager is attending the 3rd session of the CAP program which
will focus on the police and fire budgets, the Fire Chief is planning on attending
this with Mr. Metropulos. The Police Chief is unable to go along.
The Town Manager noted that fire department negotiations have met with a drawback,
the fire department union declared an impasse after rejecting another meeting
requested by the Town. The matter will now go to mediation upon the filing by
the fire department union. The light department, DPW and Town employees are still
in negotiations. Briefs have been filed as far as police with the fact finder
on their negotiations and a report is bxpected the end of May.

The Town Manager notes that the past couple of weeks have been very busy
reworking figures for the budget, he has gone over it several times and if
current figures hold true we should be able to come in under the 4% CAP by
approximately $1200. However, this does not include the school department
budget and this is also dropping off the exempt items. It it does not meet
the 4% CAP figure it will have to be reviewed again.
The Town Manager noted that he received a letter from a 14 year old girl from
Mansfield, England who is looking for a pen pal from Mansfield to correspond
with.
The Town Manager noted that at the next meeting of the Mass. Municipal Manage-
ment Association which will be held on April 26, discussed with the financial
disclosure law.
The Town Manager noted that comments were made on earned interest. In Fy78,
$82,800. was made and the first 9 months of FY79, $118,140. has been made in
earned interest.

evening with Camp, Dresser and McKee.
There being no further business, a motion to adjourn was made by Selectman
Mahana at 10:10 p.m., seconded by Selectman Colella. Voted 4 -0.
