BOARD OF SELECTMEN /LIGHT COMMISSIONERS
Minutes of the Meeting
April 4, 1979
Present: Selectmen Robert M. De Long, Frank Colella, Lyman C. Avery, Norman
Mahana and Antonino Caponigro, Jr. Town Manager William P. Metropulos
The meeting was called to order at 7:30 p:m.
A warrant in the amount of $362,161.08 was read. This was accepted on a motion
by Selectman Mahana, seconded by Selectman Caponigro. Voted 5 -0.
A Revenue Sharing Warrant in the amount of $3,829.22 was read. This was ac-
cepted on a motion by Selectman Caponigro, seconded by Selectman De Long.
Voted 5 -0.
John Glenn - 17 Fulton Street, met with the Selectmen to discuss his applica-
tion for two hackney licenses. Selectman Caponigro noted that the reason
the licenses were taken under advisement was to see if any regulations could :,be
set regarding the upkeep and condition of the vehicles also the color. Mr.
Glenn noted that the color of the two vehicles is:white with green signs,
Mansfield's colors, also that he keeps his vehicles in good condition; cleaning
them out everyday and also does his own maintenance frequently. Selectman
Mahana noted to Mr. Glenn that the reason for the concern is that these vehicles
reflect the Town of Mansfield and if they are not in good condition it makes
the town look bad.
The Town Manager noted that the Licensing Commission does have the authority to
set conditions on the vehicles. Selectman Avery noted to the Town Manager that
he thought that he was also suppose to check in Boston on this. The Town
Manager said that he had not done this but will.
A motion was made by Selectman Caponigro, seconded by Selectman Caponigro, to
grant the two licenses. Voted 5-0.
Correspondence
A letter was noted from Massachusetts Fair Share, with a copy of their news-
paper The Citizen Advocate asking the Selectmen if they would like to subscribe
to this statewide newspaper. The Selectmen indicated that they did not want to
subscribe.
i
A memo was noted to the Planning Board asking them if they could keep the noise
down during their meetings.
A letter was noted that was sent to the Board of Health asking them if they have
done anything about excluding industrial waste from the landfill and when the
new regulations will be in effect.
A letter was noted from Thomas McMahon, Director of the Division of Water Pol-
lution Control regarding the Datel Systems, Inc. The revised plan of the
acid waste system has been approved by the Division of Water Pollution Control
however, it must also meet with other provisions that were outlined in the letter.
A letter was noted from Stephen K. Holford, 387 Willow St., requesting permission
to hook -up to town sewerage. Mr. Holford was sent a memo with a sewer permit at-
tached and told what the proper procedure is.

A letter was read regarding the Opening Day Parade to kick off the Little League
season on Satruday, May 5, 1979. Chairman Avery is planning on marching in the
parade.
A copy of the agreement between the Town and the Jaycees for the use of the
town vehicles in their Annual Clean -up scheduled for Saturday, April 7, was
noted. This agreement was signed by the Selectmen on a motion by Selectman
DeLong, seconded by Selectman Mahana. Voted 5-0
A letter from Senator Kennedy's office was noted acknowledging our letter that
there has been a change in the Chairman of the Board.
A memo was noted from the Town Manager to all department heads that the Selectmen
want to re- institute the quarterly meetings again. The first meeting is scheduled
for Wednesday, April 18, 1979.
Southeastern Regional School - Committeeman Lou Tarsa and District Treasurer Howard
F. Wallace met with the Selectmen to discuss the audit of accounts of the school
for the period , July 1, 1977 to September 9, 1978.
Selectmen Avery asked Mr. Tarsa to explain the paragraph that "consideration be
given to the possible use of the cash management system of banking in order to
maximize interest earnings and possibly simplify the reconciliation of the
treasurers daily cash balance!'. Mr. Tarsa asked Mr. Wallace to explain this and
he noted that he feels the auditor was making a general statement, that this money
is kept working at all times. Deposits are made two to three times a week, no
money is held in the office with the exception of student and employee payments,
school lunch money is deposited daily. Mr. Wallace fees] that they are in com-
pliance with cash management.
On another question by Selectman Avery regarding the balance of their Surplus
Revenue Account which shows the large amount of $892,549.05, in addition the
balance sheet shows the amount of $159,001.00 representing "State Aid for Distri-
bution to Member Communities." Mr. Wallace noted that this is a very serious con-
cern and that they do not agree with the auditor on this at all, and in fact are
planning to go in and talk with him.
Mr. Wallace noted that a study is being done now to see if there.is anyway this can
be done so that they will not have to borrow during the lean months of June, July
and August. A surplus is kept in order that they will not have to borrow during
these months because they have to meet payrolls and pay bills. Mr. Wallace noted
that the surplus is not $892,549.05 today because back in February the School
Committee voted to put $365,000. back into the budget and this leaves $525,000 in
the surplus account. Mr. Wallace noted that in the eleven years he has been
treasurer he has collected $1.4 million in interest which has been fed back into
the budget so not all the surplus revenue is from assessments. Mr. Wallace noted
that a great deal of pressure is being brought on them but they feel that $565,000.
is not an unreasonable amount for them to carry during the lean months.

Mr. Wallace noted that they are on a fiscal year ending July 1, so this means
that by June 30 all their bills have to be paid and gave the Selectmen a
rundown on what was paid out and what was received during the months of June,
July and August, and by September they were $670,000. over expended in what
was received during these three months. Mr. Wallace noted that this is not
unique with them is is also the problem with other regional schools.
Mr. Tarsa noted that in all the years they have had the school they have only
borrowed money for building projects and since they only receive their assess-
ments in quarterly payments this surplus is needed.
The $159,000. "State Aid" happens to be pass back to the towns and should 'not
be considered as surplus. Selectman Mahana noted that if they received 1.4
million in interest over the last eleven years then they must be investing
about 1 million a year. Mr. Wallace noted that they had to do two large pro-
jects and these bonds collect interest before they are expended. fir. Tarsa
noted that they carry a very lean checkbook, the money builds up interest and
then deposited into the checking account just to cover the checks written.
The next question asked was receipts for jobs and the fact that the teachers
are required to keep a permanent log of all job cards and record the date and
amount of money paid for materials before the job leaves the school building.
Mr. Tarsa noted that they(the school committee) got bent out of shape over this
and went around and tightened up procedures. Mr. Wallace explained that he thinks
what happened was that the girl in charge of this was out of work in the hospital
and when she came back she was in no position to help the auditor and therefore
he completed his part of the audit in a hurry. The next question asked was in
regards to cash advances for travel and this should be accounted for by the re-
cipient through an itemization of expenses and the submission of paid vouchers
at the end of his trip. fir. Wallace noted that what the auditor found was that
four slips had not been turned in that's all, just four slips, and this man who
claimed that he lost them was asked to sign a general release agreement saying
that he never received any money and the hotels in question were called for
varification.
Mr. Tarsa was questioned as to how many students Mansfield now has going to S.E.
Regional and he noted that there are 94 students now attending . Selectman
Colella noted that he wanted to commend Lou for the fine job that he is doing.
Bi-Monthly Meeti
Airport Commission
Rodney Stearns met with the Selectmen, representing Larry Pigion, Chairman..
Rod noted that the planned show by the Jaycees at the Airport on May 20th
requires permission by the Federal Aviation Authority also proper insurance and
a hold harmless agreement will have to be drawn up with the Town.
Ron noted that a transfer 'request in the amount of $2217. has been put through
due to bills acquired from January 1, to February 5, 1979 when the new lease
agreement had been signed. Ron noted that had the lease agreement hot been de-
layed they could have returned money to the town. So far $7000. to $10,000.
of Air Charter monies have been put into the airport for renovations. Ron
noted that the Airport Commission voted unanimously to prohibit parachuting .
at the airport, they can take off from the airport but cannot drop there.

Rod was asked how the new manager is working out and he noted that they are very
pleased with the progress being made. The Civil Air Patrol will be holding a
national air exercise test on May 19, June 9 & 10.
Board of Assessors - Al Turinese, Chairman, met with the Board and noted that his
department is now in the process of lining up their field work and should be
complete within the next couple of weeks. The girls in the office will go through
each and every card pulling out the incompletes. For the present time they are
right on schedule. Al noted a letter from the Office of Property Equalization
in which HB #2093 sponsored by Mayor Kevin White and is now in legislation, if
passed will reimburse our community $35.00 per parcel for the costs of our reval-
uation program. AI noted if this were to go through the Town of Mansfield would
come out "smelling like roses ". However, cautioned Al that this is an election
year for the Mayor.
Selectman Avery asked Al if he has any reaction to the equalization of rates for
residential and industrial. Al noted that until some of the classification
gets squared away and from the meetings that he has attended, everyone is on
the "wait and see" basis, with the new Governor.n Al feels that no one is rushing
into anything. Al noted that the article is in again this year for revaluation
and it has been fifteen years and maybe we should think about it.
Civil Defense - Bob Buttons met with the Board and noted that the surplus material
truck that is down at the highway probably won't be released for another 2 months.
The federal government has told us that we are beyond our five year limit of use-
fulness however we still have two more months and the truck can just be store down
there for now. Also under the surplus material program we still have as a number
one priority a 4 -wheel vehicle for the fire department but will not have any in-
formation on this until before June 1, however this vehicle will be free. Bob
noted that on June 9, a test exercise for hurricane precautions will be held and
feels that this would be a good time to put the emergency plan into effect. The
Code Name for this simulated hurricane will be "Beauford 79 "•
In April a series of briefing sessions are planned to explain the scope, conduct
and expected goals of the above test exercise. The one that this community is
being invited to is being held in Fall River, on April 27.
Bob noted that it looks like Civil Air Patrol will be a reality here in Mansfield
and will be taking shape shortly, a search and rescue . mission is being planned
on May 19.
Bob noted that regarding the nuclear incident in Pennsylvania the state is going
over and reassessing their nuclear plans. There is no middle of the road for 'us
her in Mansfield we.'are right on the border line, about the only place we would
have to go is the ocean.
A motion was made by Selectman Mahana that the Town Manager direct the various
department heads involved with Civil Defense to attend these meetings, seconded
by Selectman Caponigro. Voted 5-0.
i
Conservation Commission
David Devenew met with the Selectmen and noted that boys and girls from the fish
hatchery are cleaning along the banks of the Canoe River and that brush is being
piled up and he hopes that the highway department will be down to clean up the brush
and haul It to the landfill.

Dave noted that some of the Conservation members met.with the Recreation
Commission on setting up a diamond for a baseball field and there was also
talk about leasing land out to farmers for raising hay, this would be land
out in West Mansfield. Dave noted that he has heard rumors that the Rumford
River is polluted.
Dave also brought up the question on trees being cut down on roads in town
because of houses being moved. The one in question is a house that had been
moved recently from School St. to Jewell St. Selectman Mahana asked Dave
if the Conservation Commission had been notified and he noted that they had
not and they never are. Selectman Mahana then made a motion that the Conser-
vation Commission be notified when an application for a house.moving permit
is requested , the motion was amended to incude the Planning Board also,
however after further discussion with Ken Parsons who was in the audience
the Planning Board only needs notification if it is a senic road. The motion
was seconded by Selectman Caponigro. Voted 5-0.
Gino Cinelli, member of the Recreation Commission who was in the audience
noted that one of the problems is , that the Tree Warden oversees the cut-
ting of:trees and actually it should be the Deputy Tree Warden because heiis
licensed.
reat Woods Committee
Marydee Flynn met with the Selectmen and noted they are still meeting with
owners of Great Woods land to negotiate, also they are negotiating for 3
parcels of land. A friendly meeting is being held with a particular owner
that was discussed with the Selectmen in Executive Session . Marydee noted
that the Great Woods meets in conjunction with the Conservation Commission
and the Natural Resource Trust . A Conservation Fair is to be held on
May 12 at the South Common and all are invited to attend.
Library Trustees
Marion Horton met with the Selectmen and noted that the Trustess are disturbed
with the FinCom. The Trustees met last Saturday and discussed this in length
and are meeting again this coming Friday night . They hope to meet with the
FinCom next week. Marion Horton noted that the FinCom wants to take money
away from them that they receive from federal funds, although this is legal
but the Trustees feel that this is a "no no ", that these funds have already
been turned over to the Municipal Building Committee. At their meeting wibh
the FinCom they hope to discuss with themArticle 8 whi.ch is in the Special
Town Meeting.
On another note, Marion noted that this is National Library Week and they have
something very interesting at the Library, a bird's eye view of Mansfield
in the year 1 ®79. This map has been mounted and reframed and is hanging in the
Library to be viewed.
Marion noted that there is a puppet show at the Library on .Saturday and the
tickets have to be picked up at the desk.
Planning Board
Ken Parsons, Chairman noted the memo sent to them regarding the noise from their

board which meets in the next room. Presently the board is reviewing sub-
divisions in preparation for the coming Town Meeting, and a number of articles
regarding the zoning by -laws. The board has just received the site plan for
the new motel and it appears to be in good order. Selectman Avery asked
Ken about the vacancy on the Planning Board and Ken noted that this is the
Selectmen's appointment, Selectman Belong asked Ken if the board has a re-
commendation and Ken noted that he will speak with the board.
Recreation Commission
Gino Cinelli, met with the Selectmen and noted that the future looks very bleak,
the FinCom never contacted them until the warrant was outon their budget they
have no maintenance cost budgeted.
Registra of Voters
Town Clerk, Arthur Remillard met with the Selectmen and noted that the census
has been done and if there is enough money in the budget new street list
will be ordered. No more elections are to be held this year.
End of Bi- Monthly Reports
Recreation Commission - Gino Cinelli, Edgar Vernon, Bruce Wood and Ralph Sarro
met with the Selectmen to appoint a new member to the board due to the vacancy
of John McNair. Clerk Mahana read the list of applicants and the voting went
as follows: Ronald E. King of 200 Union St. Ext. received eight votes and
Selectman Mahana voted for Robert F. Lynch of 382 Elm St. Ronald E. King
was appointed on the first ballot, his term to run until January 1, 1980.
A letter of appointment will be forwarded to Mr. King.
Correspondence
An open letter to the Selectmen from Margot Jellinick was read by Clerk Mahana
in reference to the error found in setting the tax rate. In the letter, Margo
refers to Selectman Avery making the statement that this money is not lost and
is deposited in a bank and collecting interest. Selectman Avery noted that he
spoke to Margo about this and told her that this article did not come from
Allan Johnson but that he was called by the Sun Chronicle itself and what he
said is that " this is like having money in the bank" he also told her that
it is sometimes dangerous to use newspapers as- feferences. He further went on
to say that the Town Manager and Town Clerk spent most of Monday in Boston
with the Bureau of Accounts and Taxation, and asked the Town Manager to comment
on this.
The Town Manager had with him a prepared statement signed by him and the Town
Clerk which is attached. Selectman Avery asked the Town Clerk if he agrees
with what has been read and he noted yes, that he signed it. The Town Clerk
noted that if the Board of Selectmen wishes to call a Special Town Meeting,
some of that money can be used to reduce FY 80 tax rate, he was told that they
will take our balance sheet out of rotation and certify it right away.
Selectman AVery asked them (the Town Manager and Town Clerk) if they asked about
SS
( An error was made in the FY79 budget and Town Meeting{ however, the tax
rate was nevertheless stabilized at $69.60 without the use of the proposed free
l
cash amount of $914,442 as recommended by the Finance Committee and approved by
the Town Meeting as the needed sum to maintain or lower the tax rate. The
$914,442 was not spent, it remains in free cash.
Recertification is not possible for FY79 as stated to Mr. Remillard and
myself by Commissioner Grosso and Mr. Seifert at the Bureau of Taxation and
Corporations. Certification will not take place until after all figures are
in to the respective state offices of Taxation and the Bureau of Accounts after
the close of the Town's books on 6- 30 -79. When this is accomplished, the Bureau
of Accounts will certify the free cash,
The recommendation from the Bureaus was that the FY80 Town Meeting be
scheduled as planned. After 7 -1 -79 when an amount is certified we can then
schedule a special town meeting at which time the Town can determine the use
of the certified amount. It was further recommended that the free cash not
be "zeroed -out" as was intended in FY79 because of possible unforeseen emer-
genies which may occur such as destruction of public buildings, tornados,
hurricanes, flooding, blizzards, etc.
In continued discussion it was agreed that the error is a "blessing in
4isguise" because of the "caps" being discussed by the governor and the
legislature. Had the tax rate been reduced to the level as stated prior ($77.80)
and the tax levy reduced to approximately $5 million from $6 million to be
raised in FY79, the Town would really be hard pressed to again reduce the tax
rate and tax levy even further for FY80 and still provide the services of the
Town, including the schools, and to improve upon them as sought by the people
of Mansfield.

rebates and they said yes, they were told no, because the tax rate was set at
$89.60 and we collected at $89.60, Had the tax rate been set
at $77.00 and we collected at $89.60, then there could possibly a rebate.
The Town Clerk noted that Commissioner Grasso apologized that they did not
pick up the error.
Richard Devine, Morgan Way noted that we have his money, and that the Town
should not have his money and he does not consider this as a blessing in
disguise.'
Edward Lambert, Maverick Drive, asked if the Selectmen could make a decision
on what to do with the money and Selectman Avery told him that according to
law they cannot. Selectman Avery explained to Mr. Lambert that the money will
not be certifed until after July 1, then a Special Town Meeting can be held
and the taxpayers will decided what to do.
Mr. Devine asked what corrective measures or action has been taken against
the person who made this error. Selectman Avery explained to him that the
position of Town Accountant /Town Clerk has been separated and the Town Ac-
countant at that time is now the Town Clerk, and the present Town Accountant
was not here at that time. Selectman Mahana noted that it has also been re-
commended that the FinCom be invoa:ved in this in the future,:whm the figure
goes to the Board of Assessors before the tax rate is set. Ia<
The Town Clerk told the two gentlemen that he will see to it that this does
not happen again, that he intends to teach the new Town Accountant what has
to be done so that it will not happen again and he apologized for the error.
Mr. Devine asked what happens now to people who have moved out of town and have
sold their homes, Selectman Mahana noted that he sold his house,:And will not
be receiving any rebate, the only thing they can do is move back to town.
A letter from Self -Help was noted asking that a town employee be designated
who will assume the responsibility for accepting all Self Help related material
and distributing it. Selectman DeLong moved that the Town Manager be appointed,
seconded by Selectman Colella. Voted 5 -0.
Water Rates
Ron Dubuc, Superintendent of the Water Department alongrwLth Arthbr.Stockus and
Joseph Murphy of Whitman & Howard met with the Board.
Selectman Avery noted that the question was raised that we should have some
expert in on the proposal to raise the water rates and to discuss a rate study.
Mr. Murphy noted that he brought with him tonight a typical rate study and what
they would do is get involved with the records that we have and work with Ron
to program the operations and maintenance cost and look at capital improvement
programs for the water department and then work out a rate structure with a
fire protection charge.
-7-
BOARD OF SELECTMEN /LIGHT COMMISSIONERS
Minutes of the Meeting
r April 4, 1979
Page 8
The rate study will be structured so that enough money will be coming into the
general fund, it will be based on meter consumption and the quanity of water
that each consumer uses. The cost of pumping the water will be the same for
everyone, it will be in the distribution that will be different. Another
possibility included will be fire protection charges based on the value of the
property being protected, for example a lumber yard that has a line out there
just for fire protection. In this way money will be allocated for this rather
than as a user charge. Mr. Murphy noted that the cost of a rate study like
this could be in the area of $10,000.
Mr. Murphy noted if they are only involved in updating the present structure
it would cost anywhere from $3000 to $4000. They would present six to eight
different structures which could also include capital improvements for the
future. This study would not include justification of the increase it would
just be a percentage over what we are now charging.
Ron noted that as far as he can see there has never been a rate study done,
but we should have something in which to back us up.
Selectman Mahana questioned Ron on the amount of water being lost daily, the
percentage not being billed, and Ron noted that what he presented was a ball-
( park figure and he feels that he could be off 5%. Ron noted he feels that 35%
isn't that far off because of fire protection, blow-offs, under registration of
meters, cheating and the fact that we have an old system.
Selectman Mahana asked Ron how many homes in town are not metered and Ron noted,
under 100, these people are sent an average bill for homes there size. Select-
man Mahana asked Ron if he thought we would be better off not having meters,
and Ron noted he did not thing this would be fair to everyone.
Selectman Mahana questioned Mr. Murphy on the fire rate charge and he noted that
this would be a public fire protection charge with large water mains and storage
tanks, 25% of the cost for revenue should come in with fire protection. Mr.
Murphy noted that what he is talking about is allocating the cost where it should
be and also that most communities outside of this area are paying for water pro-
tection.
Selectman DeLong asked how long it would take to do a study like this and Mr.
Murphy noted about 3 months.
Ron noted that to increase revenue he feels a meter testing program would help
and he would like to institute one especially for the large meters.
Selectman DeLong asked Arthur Stockus if he knew whether or not bonds could be
floated if they were on a self - sustaing basis, Arthur said he did not know that
he would have to look into it. Selectman DeLong noted that a lot of things could
be done in the water department that have to be done but he does not want to have
to compete with other departments, revenues could be used to pay off these bonds.
Mr. Murphy noted that the only problem with a self = sustaining basis is that you
build up large surpluses and this is one thing you don't want to do,improvements
should be made whenever necessary so that your surplus does not build up.

Selectman Delong noted that if we decided to go with a rate study this would
mean that we cannot institute new rates before the fiscal year. Ron noted that
this would be no problem because he could'stall sending out the bills until
September. Mr. Murphy noted that he thinks the study can be done sooner than
3 months it depends on the shape of the meter cards. Ron noted thc4t the cards
are in good shape and he will give him all the help he needs. Selectman DeLong
noted that we would need a transfer to put an article in for a special town.
The question went around the table as to who would be in support of the new
rates. Selectman Mahana noted that he cannot see voting for a 75% increase
in rates, and what he cannot understands is that the more you use the less
it cost. Mr. Murphy noted that the rate study will allocate the cost on what
is being pumped and distributed.
Selectman Caponigro noted that he feels we should have the rate study to justify
increasing the rates.
Selectman DeLong said that the way it is being done now is not fair and the
people who are using the water should be paying for it.
Selectman Avery feels that the rate structure as it is, is inequitably and the
unfairest of any of the towns that he has ever been in.
Selectman Colella is not in favor of an increase.
Selectman Mahana noted that he is ._convinced that the rate structure
for heavy industrial users penalizes the small users like himself.
Ron then asked if everyone agreed that we need a 75% increase in revenue to
become self- sustaining.
After some further discussion on the matter, Selectman Delong made a motion
that we support the article in the Special Town Meeting, Article 6, Ron
noted that he felt the word sewer should be stuck out, Selctman Delong
amended his motion to include this. Seconded by Selectman Caponigro. Voted 3 -2
Selectman Mahana and Colella opposed.
Dave Devnew who was in the audience asked what consideration is being given to
the people on fixed incomes and he was told that they are probably paying more
now than they should and that their bill will probably go down.
Another motion was made later on in the meeting to open the warrant for the
second Special Town Meeting by Selectman DeLong, seconded by Selectman Mahana.
Voted 5-0. This Special will be held May 9, 1979 8:30 p.m.
Selectman DeLong moved that an article be placed in this Special Town Meeting
to see if the Town willtransfer monies available from the Dustin Well Account
and the Well Cleaning Account to do this rate study, seconded by Selectman
Mahana. Voted 5-0.
Selectman Delong moved that the warrant for this Special Town Meeting be closed,

The Town Manager noted that the freeze put on purchasing has been lifted since
there has been an improvement in the cash flow.
The Town Manager noted that he met with some members of the Board of Health
regarding the landfill and they will compile some use regulations and a fee
schedule, it will probably consist of four different certifications, industrial,
business, residential and commercial. The Town Manager feels that they should
discourage commercial and industrial.
The Town Manager noted that he is still waiting to receive the sample contracts
to review regarding the health agent and sanitarian. He spoke today to Mrs.
Sorley of the DEQE on this program and we will need a vote to show good faith
in the way of appropriating this money and then it will be reimbursed to us by
quarterly payments. Mr. Metropulos noted that he has a meeting with Frank Corliss
on the 9th of April to go over figures.

week.

and also on 106 near Bay Bank and the police have been instructed to enforce
the "no parking" regulations and to start ticketing the violators.
A CETA worker has been placed in the police department as a'dispatcher and two
more CETA workers are now working for the parks & recreation department.
As of April 2, CETA's ceiling is now $6725. therefore any salary greater than
that will have to be picked up by the Town.
The Landfill has been mostly encircled with a snow fence hoping to cut down on
papers being blown out of the area. It was noted that the area does look a lot
better.
The question regarding Phase 3 of the Back Bay Brook is as follows: Only the
physical layout has been done so far. Design work was placed aside due to
insufficient funds and the town engineer leaving. A recent computation of the
Federal Revenue Sharing funds shows that we could be short $27,953.95, the next
Federal Revenue funding due is after July 1, 1979 which should provide us with
enough money to do the job. As soon as the new town engineer is appointed
he will begin the design.
