Board of Health - Ed Tartufo reported the Board has taken a look at fees schedule.
There were two which were losing money. All fees were reviewed and it was decided
to raise Perc tests to $100 effective January 1, 1981, and food service fee will
be increased to $75 upon expiration in May. The $100 on pert tests will be the
approximate break even point. Ed noted that on Perc tests, the more that are done,
the more cost effective it is.
A fee system for the landfill to put everyone on a user fee basis will take some
research.
Mr. Tartufo reported that both he and the Board of Health feel the town should have
a sanitarian. Now that there is no longer a town engineer, there is no one to do
perc tests. Board of Health is not willing to go along with Town Manager's suggestion
for temporary solution until a permanent one is provided. Town Manager responded
that he made the suggestion that the Building Inspector be involved in witnessing
perc tests and leaching fields that are installed. Board of Health felt this
might be a conflict of interest, however, Town Manager reported that in many other
towns the building inspector doubles as health agent. Town Manager noted that
utilizing the building inspector in this manner would be an interim solution. He
would postpone a long term solution on replacement of the engineer and how it will
be handled until budget is completed.
MOTION: That Board of Selectmen ask Board of Health to use building inspector
for leaching fields and perc tests, DeLong /May. After further discussion motion
was voted 5 -0. Ed Tartufo commented that he would still like to sit down with
Town Manager to work out a permanent solution.

nomination papers were being prepared.for Library building to National Register.
IDFA - Town Manager noted that Ralph Seifert had called that he would be unable to
attend tonight's meeting but that he had nothing to report.
Cable T.V- Ed Morrison noted that the commission has readvertised for proposals
with a new deadline set for January 20, 1981. He requested a budget for
telephone and advertising bills and Town Manager suggested an estimate of expenditures
be submitted. Chairman Mahana asked if the CATV committee would be in need of
legal counsel? Ed replied that Town Counsel would be needed at the hearings after
January 20.
Elwyn Atherton addressed the Board regarding SRPEDD appointment of Richard Curley.
He noted that in the last year of his service he had been unable to attend all
meeting because of illness, but had not requested to be replaced. However, he
noted that he was still receiving correspondence concerning Joint Transportation
meetings and would like to know if he or Mr. Curley was the representative to that
commission. It was explained to Mr. Atherton that since Mr. Curley had submitted
an application for appointment to SRPEDD, and because Mr. Atherton had been ill
and could not fulfill his committment, the Board appointed Mr. Curley. However,
there was no official appointment to the Joint Transportation commission.
MOTION : That Elwyn Atherton be appointed as town representative to Joint
Transportation Group, DeLong /Avery, 5 -0.
