Adjournment * * ** HAPPY THANKSGIVING * * ** BOARD OF SELECTMEN /LIGHT COMMISSIONERS MINUTES OF THE MEETING NOVEMBER 26, 1980 PRESENT: Chairman Mahana, Selectmen Avery, DeLong, May, Levine, Town Manager W. Chadwick Maurer, Jr. Meeting called to order at 7:00 P.M. for correspondence review. At 7:30 P.M. Red Cross representatives addressed the Board with a donation of two benches to be inscribed with the words "To those who served" in memory of those who voluntarily served their country in times of war, and whose names do not appear on the Veteran's Memorial. Mrs. Bailey, who was spokeswoman for the group, noted that the Chapter was desperately in need of support from the towns- people, especially by way of working members. At 7:35 Jim Hall for the Light Department presented an explanation of the Financial Reports which had been prepared and provided for the Board's review. He explained that it appeared as though there might be a 7 per cent net profit. After some questions from the Board, Chairman Mahana asked that in the future, if the costs happen to exceed the planned expenses by 15% or more, a footnote be provided for explanation. Jim Hall also noted that the new radio system had been installed and that lie would have some surplus radios. He also noted that he would have three bucket trucks and operators available for installation of Christmas lights on Saturday. Chairman Mahana commented that there has been quite a bit of vandalism at the railroad station parking lot and asked if we could have some security lights installed. Selectman DeLong commented that the town cannot afford to do anything in light of Prop. 2i. He noted that we are going to have to cut back, not add. Chairman Mahana said lie would defer his request until next week, in order that Light Department Director or Board members could inspect the area in question. Selectman DeLong asked Light Director Hall about the status of cutting back the trees in town, especially those on Otis Street. Mr. Hall replied that 1/3 of the town has been done, and expects to do 1/3 each year hereafter by a contractor. Mr. Hall stated that lie could do Otis and Gilbert street and any other troublesome area in town now, to prevent any winter problems. * MOTION: To survey worst parts of town as far as trees are concerned and go out to hid as soon as possible. Minutes of November 12, 1980 - Selectman Avery asked that the word Providence be inserted on page 2 where it is noted that Mansfield has tried to join the labor market. Selectman Avery questioned the definition of the gray area referred to by the Recreation Commission as noted on page 3 where it seems the Town Charter conflicts with State General Laws. Town Manager pointed out that under Chapter 4S hiring authority is given to the Recreation Commission and in our Charter it is stated that if there are any inconsistencies between the charter and state laws, we follow state law. The recreation commission has left appointments to the Town Manager in the past, but they do have the authority. It was also requested that any Boards or Committees that did not meet with the Selectmen at the bi- monthly meeting, be rescheduled to appear. Town Manager was asked to appoint a hazardous waste coordinator as noted in the minutes. MOTION: To approve Minutes of November 12, 1980 with correction noted, Avery /May, S -0. Minutes of November 19, 1980 - Selectman Avery noted that on page 6 the originator of the motion to communicate with Senator Locke was not named. This should read motion by Selectman DeLong. * MOTION: To approve Minutes of November 19, 1980, Avery /Levine, 5 -0. Selectman May commented on the fact that it had been reported by the local press that he had remained silent during the discussion of a license for the Goal Post Arcade. Referring to the Minutes of November 19, Selectman May noted the pertinent questions he had asked of Mr. McKee and requested the press to refrain from printing only their opinions but to include the facts also. Town Manager's Report Town Manager reported on the progress being made in the reorganization of the Police Department, with a complete report to be made next week. One permanent sergeant has been appointed from the ranks of the men(Arthur O'Neill), and two patrolmen have been appointed provisional sergeants(V. Guerrini and Earl Weeman.)The two provisional appointees would have to take the state exam. We have three transfers coming into town, and the department is also looking at the possibility of having two patrolmen come to Mansfield after being laid off from other towns. This would be with the condition that employment would be only through the end of the year, with no guarantee that they would continue. Some of the people Chief Earls is considering have been trained and some have not. -4- BOARD OF SELECTMEN MINUTES OF THE MEETING NOVEMBER 26, 1980 Page 4 Torn Manager reported that the piping for the new well will be completed on Friday. There has been a delay in getting some conduit for the electric work. The 24 hour test will be run starting over the weekend. The well will be completed by the end of the weekend and then we will have to wait for the electrical power. Board Reports Selectman Avery recalled an offer to donate benches for the Veterans' Memorial which came from one of the Veterans' organizations and asked that this be checked. Selectman Levine presented a chart which she had prepared on water consumption showing the top twenty users who had consumed over one million gallons per year over the past several years. She found that most industries are showing an increase in their water consumption. Selectman Avery suggested that she discuss her findings with the Town Manager and DPW Director to check and take action if necessary. Town Manager explained that metering of the individual industries was only done for one week since it was taking toomuch time and was too costly. fie noted that the flat rate system was instituted to control water consumption. Selectman Levine asked whether the Board could set a limit for the amount of water that can be used for cooling purposes without recycling? Selectman Avery feels this should be an administrative function. However, Selectman Levine feels it should be a policy decision that the town require water conservation and see to it that the policy is ( enforced. Selectman May thought perhaps Town Manager could go back to industry to see what if any steps they have taken or are in the process of taking to conserve. Chairman Mahana stated that when industry is invited into town, it is the town's responsibility to provide services. He noted we are building two new wells to meet the demands, but that we cannot require them to reduce water consumption by 50 %. Chairman Mahana feels that a better approach might be a building moratorium. Selectman Avery feels that we are partly to blame for the problems the town is having because the five year water program was not followed. Selectman Levine asked then if we do anything about 10 years down the road. Town Manager explained that with the projections Whitman & Howard have made, we will go through the year 1990 if we develop all the known sources of water. The $60,000 that has been appropriated will enable us to look at further water supplies to get us beyond 1990. Selectman Avery suggested that Selectman Levine let administration have her figures and any other information and they can come back to the Board if anything is found. There being no further business, the meeting was adjourned, Avery /May, 5 -0.
