Chadwick Maurer, Jr. Manager, Municipal Light Department i BOARD OF SELECTMEN MINUTES OF THE MEETING OCTOBER 15, 1980 Page 4 Town Manager's Report A written prepared report was handed out to the Board by Town Manager detailing the effects Proposition 21z would have on Mansfield. He noted that the Mass. Municipal Association showed that Mansfield would be in good shape, however, they were going back to an appropriation from two years ago which were really not accurate figures for a base. A discussion of the submitted report ensued. Selectman Levine asked for Board's opinion to conduct an open forum next Wednesday With other Town government officials present in order to present both pros and cons on Proposition 22. Selectman DeLong noted that if Prop. 212 passes what is proposed will not happen. It will only force a different Way of raising taxes. The legisla- ture can amend Prop. 22 after passage. Selectman DeLong would support an open forum but would not require Town employees to attend. Ted Volante of the JayCee's was recognized and expressed the opinion that if the amount of money Prop. 22 would save the taxpayers on a $1,000 basis were known, then there would be no need for an open forum. Selectman Levine moved Board of Selectmen hold an open forum next Wednesday at 8:30 p.m. to discuss how Proposition 2'z will affect Mansfield, seconded by Selectman Avery. * VOTED: 2.- 2with Selectmen Levine and DeLong in favor. WATER Town Manager met with Whitman and Howard to go over status of water situation and various contracts with the Town. They have completed plans for installing water mains on South Main St and portion of Fruit Street and Willow Street. Ash Property was tested and it will yield about 400,000 gallons per day based on 16 hours of pumping per day. No results yet on testing for quality. Also discussed involvement for a long -term maintenance contract. Town Manager noted, however, that when field trips or inspections occurred in problem situations, Whtiman and Howard has not billed the Town and telephone and staff service has been good in this area. The test well program and what would be involved was also discussed, along with the condition of th water ban and the present water situation. As a result of the lack of rain, the water is dropping quickly and the wells are way below safe pumping levels. Town Manager reports that the wells are overworking and not producing and we are having a problem in maintaining the level of Foolish Hill because of lack of rain and groundwater. The water ban cannot be eliminated at the present time and we have started to contact industries to further curtail heavy water use wherever possible. Town Manager is checking with the state to see what we can do to restrict commercial water use particularly with regard to automatic car washes. Town Hall Roof Tony Caponigro is confident he can repair the leaking roof. He would oversee the project to be completed by another contractor with no charge for himself. He estimates repairs at $1,000 with difference to be returned to Whitaker. Selectman DeLong feels Town should accept this alternative, subject to approval of legalities by Town Counsel. MOTION: To authorize Town Manager to have Tony Caponigro repair the leaks in Town Hall roof for a figure not to exceed $1,000, on the condition that Town Counsel reviews k motion with Town manager, Avery /May, VOTED: 4 -0. Police Resignations Town Manager received two resignations from patrolmen, one effective tomorrow, and the other a week from tomorrow. The Police have requested list from Civil Service.
