Chairman Mahana commented that the only other concern was the condition of culverts. Paul Fleriel of Henley Lundgren stated he looked at these with Town Engineer and does not see any problems. Selectman Avery asked if Henley - Lundgren Company had consulted with Town Counsel. Mr. Fleuriel stated two counsels ( were putting together a contract and as soon as Hold Harmless Agreement was prepared BOARD OF SELECTMEN MINUTES OF THE MEETING AUGUST 6, 1980 Page 3 and signed that work would proceed. Motion by Selectman Avery, seconded by Selectman May. VOTED: 5 -0. Town Manager Appointment Selectman Avery noted that last week the Board's two choices for the position of Town Manager were Mike Brown and Chad Maurer. As of August 2, 1980, Michael Brown withdrew his name as a candidate. Therefore, W. Chadwick Maurer, Jr. is the only logical appointee. At this time Mr. Maurer was asked to approach the Board to discuss appointment and employment contract. Chairman Mahana informed Mr. Maurer there will be a formalized contract agreement between him and the Town for the protection of both parties. Mr. Avery stated the contract would provide for a three year term of employment with beginning and ending dates, provision for oral and written evaluation, severance pay in certain instances, and termination notice. Mr. Maurer was given an opportunity to add a list of items he would like to see included in contract. 1 BOARD OF SELECTMEN MINUTES OF THE MEETING AUGUST 6, 1980 Page 4 Mr. Maurer felt that most of his major items had been included in the contract. However, it is his feeling that the Town Manager should be paid at a rate higher than the highest employee under him. He proposed $28,500 to start for the first six months of the contract, and upon a favorable evaluation, this would be increased up to $31,000. Selectman DeLong suggested that after six months, if Mr. Maurer is satisfactorily fulfilling the position of Town Manager, the salary would be increased to $31,000 rather than trying to settle on something in between. The Board was polled by Chairman Mahana and all were in favor of Selectman DeLong's proposal. The $31,000 would then be the base rate for any incremental increases. After a discussion of some of the other contract requests by Mr. Maurer, namely regarding the retention of benefits incurred as a 10 year town employee, and severance pay and notice, the Board agreed to changes in the preliminary contract where necessary. Selectman DeLong then announced he would be proud to move to appoint W. Chadwick Maurer, Jr. as Town Manager and Manager of Electric Light Department effective August 18, 1980 subject to signing of employment agreement, seconded by Selectman May. Selectman Levine noted that in voting on this motion she would retain the option to make changes in the wording of the final contract draft next week if necessary. * VOTED: 5 -0. There being no further business Selectman May moved for adjournment, seconded by Selectman Avery. VOTED: 5 -0. I
