Selectman Avery noted to the representative from Henley- Lundgren that if construction
of the sewer interceptor were to begin, trucking would have to stop. Selectman Levine

was asked to obtain all necessary information and contacting Town Counsel, then
return to Board with feedback.

Town Manager Report

$44,510 with a 60 day delivery.
Specs on trucks sent to Old Colony Motors, Rodman Ford, Vicino Buick, and Vachon.

and bid award for pick -up at $6,400. Motion to accept recommendation and award bids

State DPW has advised Town Manager that Williams Street bridge has been placed #324
on the priority list of 3,500 bridges in the State for re- evaluation.
Town Manager noted that four firms have been contacted for proposals on High Street
bridge evaluations and traffic signals for Rte. 106 and Main, and West Street and
South Main. So far only one has been received.
Number 2 Well was tested and analyzed by Olivera Labs. After discussion with DEQE,
they noted well could be put on line, however, it is not recommended as tests show
1.4 parts manganese the norm being .05. Therefore complaints of discoloration
and odor would probably be received. Chairman Mahana asked if this could be treated
and Bob Morrison responded that Art Stockus is looking into it. Bob Morrison
commented that we could possibly mix #2 with #3 Well to dilute. Art Stockus will
be in touch first part of the week. Town Manager noted that we are holding our own
with conservation measures at this time. However, Selectman Avery commented that
we are inconveniencing a lot of people, and if we can filter #2, we should. He also
noted that the townspeople should be congratulated for a fine job in adhering to
the water ban.
Chairman Mahana addressed Bob Morrison noting that there seems to be a discrepancy
between the amount of water pumped and amount billed. We seem to lose about 35 %.
Chairman Mahana would be looking for these figures in the future.
Town Manager noted that he discussed the water ban notification with Police Chief.
He consideres it to be a legal problem in that they have no enforcement powers as
it stands. The officers are afraid of civil action if they try to enforce the ban.
Town Manager feels police are being used only as a means of conveying information
to the public that they are in violation of a Town regulation. Selectman May feels
it is the civic duty of police to communicate water ban notification. Town Counsel
sees no legal problem with this. Selectman Avery feels a letter should come from
Town Counsel to Chief of Police with a copy to the Board.

on water ban to include police enforcement powers.
Town Manager noted that a joint salt bid is being advertised by Medfield, bids to
be opened August 11, 1980.
Garden Street appraisals have been discussed with Town Counsel and his feeling is
that we can set a figure less than appraisal as that was just a guideline.
Azalea Road parcel is being advertised with a minimum bid of $800 as appraised.
Board Reports
Selectman Avery asked for status on Ware Street stream cleaning by Bristol County
Mosquito control and was told they had been contacted but could not give a specific
date.
Selectman May asked the status of the police study. Police Chief has notified them
and was told they would be down at the first opportunity to set up procedure.
Selectman May commented that he had received a call about a report of asbestos dumping
in New Hampshire and wondered if State should be notified about National Gypsum
dumping a while ago where Rte 140 comes through.
( Selectman Levine noted she had checked on the widening of Rte 106. Mr. Gayla of
Foxboro will set up appointment soon to go over basic ideas & plans. Regarding the
lights at 140 and Forbes, she spoke to Paul Dalton. Everything seems to be going
along fine. Papers are being sent to Boston for permanent approval. Agreements
between Foxboro and C.C.F. axe being drawn up. Waiting for State papers. They hope
that the lights can be installed sometime during the month of October.
