Board Reports Selectman Avery noted in that in last week's minutes Town Manager had noted while he would be on vacation from July 7 to July 11, Town Clerk Arthur Remillard would sign purchase orders, etc. Selectman Avery commented that it has been known for some time that Arthur Remillard would be on vacation at that time. Selectman Avery also asked what had been the final decision on the unpaid bills and was told that Town Manager & Treasurer indicated they did not feel an emergency should be declared. Selectman May disagreed, feeling that there would be no harm in trying to obtain funds immediately rather than asking vendors to wait until Town Meeting for their unpaid bills. The Proposed water service charges were presented and discussed. On a motion by Selectman Avery, seconded by Selectman Levine, the Board voted to approve and adopt as part of the Water Rules & Regulations the service charges as presented. VOTED: 5 -0. Selectman DeLong requested a correction in the Minutes of June 25, first paragraph, BOARD OF SELECTMEN MINUTES OF THE MEETING JULY 9, 1980 Page 3 last line, to read Ed Morrison and Bob Tighe be representatives. On page 4, paragraph three under Board Reports, third sentence should read: there would be approximately a $10 increase to tax rate. Selectman Levine asked whether boulders had been replaced on Spring Street and was told they were. She also asked whether the Board could meet as Water Commissioners to discuss problems which Bob Morrison has been experiencing. Selectman Mahana suggested that Bob Morrison prepare a report and submit it to Tom Bonome and Tom should discuss with Town Manager. Chairman Mahana suggested that a letter be sent to Bureau of Census to report the Town's opposition to the 1980 Count estimated at 12, 708 persons, when the 1980 street listing conducted by the Town Clerk shows 13,466. Since the Bureau indicated a ten day deadline in registering opposition, the Board agreed letter should be sent. Selectman Levine asked Boardto accept her resignation from SRPEDD. Selectman Avery moved to accept, seconded by Selectman may. VOTED: 5 -0. Selectman Avery moved that Mrs. Levine seek her successor, seconded by Selectman May. VOTED: 5 -0. Minutes of June 25, 1980 accepted with corrections noted on a motion by Selectman Avery * seconded by Selectman May. VOTED: 4 -0 with Selectman Levine abstaining. Minutes of July 2 postponed until next week. Work Session Chairman Mahana asked if Board would be interested in bringing in a former Town Manager from another area to assist in appointment of Town Manager. General opinion of the Board is that this would be unnecessary. Chairman Mahana would rely on the opinions of Selectmen Avery and De Long since they have had prior experience with interviewing. It was noted to the Board that there are residents in Foxboro and Norton using Mansfield water and not billed for it. The Town of Foxboro reimburses Mansfield $6 per household for Mansfield water. This has been in effect at least 20 years. Water Department to check if there is an agreement with Foxboro to this effect. If not, Mansfield should bill out of Town users directly. On a motion by Selectman DeLong, seconded by Selectman Avery, the Board voted to bill unmetered water usage at the average consumption figure plus 20%. VOTED: 5 -0. The Board then reviewed applications for Town Manager selecting those to be scheduled for interview. There being no further business, the meeting was adjourned. i
