Southeast Regional Planning notice of meeting Wednesday, June 25, 1980 in Taunton.
At 7:55 P.M. Chairman Mahana recognized Ken Bedrosian, Manager of the Sheraton -
Mansfield who had been scheduled on the Agenda for 7:30. Mr. Bedrosian stated
he felt there might be a discussion on the water ban and only wanted to be present
for this purpose. A discussion then ensued during which Chairman Mahana commented
that according to dailey pumping rate, wells are up to capacity. Selectman DeLong
asked whether specific exceptions might be made for watering with automatic sprinklers
for new lawns only. He asked Bob Morrison whether this could be done without
adversely effecting water system. Bob Morrison noted that since the wells were
pumping 24 hours per day anyway, this could be on a trial basis for new lawns only.
He noted that Dustin Well is heating up. If this is lost it would be necessary to
close car washes and impose further water restrictions. Chairman Mahana commented
that vie cannot endanger the health and well -being of all residents in order to make
exceptions for industrial use. Ken Bedrosian noted that Sheraton's problem was in
keeping the new sod, installed a month ago, watered, as once it is lost, nothing
can be done. Selectman DeLong asked Bob Morrison what the next step would be on
the water ban, to which Morrison replied the closing of car washes and banning all
outdoor watering. Selectman Avery questioned B. Morrison on his recommendation to
allow the sprinkling of new lawns in view of the seriousness of the present situation.
B. Morrison responded that he would like to try the suggestion for a few days.
Selectman Avery then moved that watering of new lawns only be allowed by sprinklers
between the hours of 5 - 7 a.m., seconded by Selectman DeLong. Selectman DeLong
amended the motion to add with written permission requested from Bob Morrison.
Selectman May opposed any exceptions. If wells are not recharging completely,
then fire protection is endangered. Chairman Mahana asked for report from Whitman
and Howard on the possibility of well cavity expanding. Selectman May requested
that Bob Morrison report to him in two days with results of sprinkler watering.
* A vote was then taken on the motion resulting in a 3 -1 decision with Chairman Mahana
opposed.
It was suggested that an ad be placed in the paper to the effect that the ban is
still in effect. Also notice to be published for total ban on July 2 & 3. Request
made that press try to make it clear that wells are in jeopardy. Chairman Mahana
asked Ken Bedrosian if the Sheraton had considered sinking a shallow well and he
replied a study is being made. He noted that they would like to tie washing machines
and dishwashers into this but it will require the addition of additives to the water
that is heated for sterilization. This could be costly, but is being considered.
Ken Bedrosian commented that from a potential resident's point of view, he feels
growth has to be checked. Ed Stevens of Codex asked if they could count on the ban
being lifted for two weeks when Merckens shuts down. He was told by Selectman Mahana
not to count on it and if grounds have not already been seeded, to postpone doing so.
I Joanne Wood asked if any large industries will be closing down for a period of time?
Chairman Mahana asked that the twenty top users be contacted. He also requested that
Town Manager and Bob Morrison contact Foxboro to make arrangements for use of their
water if necessary.

At 8:30 P.M. Ed Morrison of the CATV Committee addressed the Board. He noted that
he had attended meeting in Norton relative to going regional which will provide
better service and be less costly, and better companies will be interested because
there will be more subscribers. Plainville, Norton, Mansfield are all accepting
applications at this time. Permission of the Board is needed to go regional. He
noted that all three Towns will have to coincide with licensing procedure. Chairman
Mahana noted that he understood that at least four area towns were necessary. Ed
stated that if he had Board's approval, these three communities would then invite
other towns to join. Selectman DeLong moved that the Board approve the Regional
concept for hiring Cable T.V. Companies and that Ed Morrison and Bob Tighe act as

present. There was no one invited from the State. The only thing resolved was
that all three communities indicated interest in the project. Foxboro will set
up meeting with State DPW and let us know. They recommend that each community
hold public hearings to get feedback. Chairman Mahana felt he would be opposed
to the project if lights at intersection of Rte. 106 & Forbes are not included,
and this was the consensus of the Board.
In response to our request, the State DPW will increase the length of timing on
green light on Rte. 106 at Franklin St. from 30 seconds to 40 seconds. A meeting
is schedAled for tomorrow to discuss Rte. 106 and Main St., and 106 & Forbes signals.

effective July 1,1980. Chairman Mahana asked how this figure compares with last
year's and was told by Town Manager that Town paid $22,109 last year. On a motion
by Selectman May, seconded by Selectman Avery, the Board approved the awarding of
automobile contract to low bidder, New England Security. VOTED: 4 -0.
Board Reports
Selectman May asked Town Manager to check into reasons for delay in moving house
on Casa Drive and the other one located on Chauncy Street which have been on blockeL
Selectman May also asked for sign on Fulton Street for no through trucking to prevent
trucks going through to avoid lights. It was noted that we would have to apply
to State for permission for signs.
Selectman Avery asked to hear from Al Turinese on the Cherry Sheet. Al told the
Board we are short $100,000 compared with last year. There would be approximately
a $10 increase to tax mate. The distribution formula under Chapter 70 is figured
on the cost of $1,800 per student. Mansfield does not spend that much, therefore we
may gain a little in that area.
Selectman Avery questioned the status of Back Bay Brook and was told by Tom Bonome
that the Brook was open and water running through. He is following up on complaints
of unfinished work by the contractor.

It wab noted that rubbish collection was beginning before contract time and
complaints had been received.
Selectman DeLong noted that he felt consumers feel Light Commissioners are trying
to put something over on them by separating the fuel adjustment charges from the
base rate. He asked if the Light Department could extend the cost per KWH on top
of bill including the fuel charge, then at the bottom, breakdown by rate and fuel
charge. Town Manager to check with Light Department.
Selectman DeLong noted he had received a request from Don Zecher to allow him to
use parking spaces on Torn owned land which abutts his property. In exchange
he will blacktop and maintain the area, but he would like to be exempt from any
liability. Torn Manager will discuss with Mr. Zecher and report to Board.
In the absence of Selectman Levine, Chairman Mahana asked for her why ware St.
and Hope St. did not have a finish coat on top of base coat this year. Town Manager
replied this was done under the direction of the State DPW.
Chairman Mahana also noted complaints from residents of Pratt St. of excessive
speeding. Also requested that water ban violators be reported to Town Manager.

Selectman DeLong noted that there were no building or liability restrictions on
the deed for easement to be granted to Mrs. Merrigan of Foxboro. Requested
verification from Town Counsel.
After a brief discussion of the Camp, Dresser, McKee report, Selectman May suggested
that G.D.M. be asked to come up with some percentage rate to explain costs so
non users are not paying same as users. Chairman Mahana felt that it has been
understood that the costs would be supported in the tax rate, and that this has
been brought out at Town Meeting. Selectman Avery felt we should go with capital
costs on the tax rate as has been presented at Town Meeting. Selectman Delong
would vote for user charge or would not oppose separating costs, with user to pay
operation and maintenance and taxes would support capital costs.
There being no further ;business the meeting was adjourned at 10:00 p.m. on a motion
by Selectman Avery, seconded by Selectman May, voted 4 -0.
