Town Manager Report
In reply to the question on Workmen's Compensation insurance relating to Fire Department,
Police and Fire Departments are not covered under general policy. They are covered
by individual policy of the Town, for $500 medical and $500 in salary. After that
Town pays 100% in costs. This is superior to Workmen's Comp. of general employees.
Mr. Metropulos reported that Jimmy Mei cannot be spared for Library custodial services
but that DPW is sending worker three full days a week.
Supervisor for Bristol County came in to talk with Tom Bonome about stream that crosses

Ware Street. Town Manager advised Tom that he and Town Engineer want to be present
for inspection.
On Ware Street culvert, Town Engineer met with Conservation Commission and recommended
that nothing be done until stream is cleaned. Town Manager suggests that some of
the residents can do some cleaning themselves where stream is running through their
own property. He stated that citizens and residents should try to do some of these
things themselves to save tax dollars. Government cannot provide more services with
fewer dollars. Selectman DeLong replied that with so many rules and regulations in
force, many property owners are afraid to take matters into their own hands. Chairman
Mahana felt they should have received better response from Bristol County Mosquito
Control. Tom Bonome stated that Bristol County was looking for a hold harmless
agreement from abutters. Town Manager to contact property owners.
Town Manager reported that he received reply from the State in response to traffic
signals at North Main and Rte. 106. We were told that delays in ordering materials
that are needed to upgrade the intersection would probably cause postponement until
opening of I -495. State indicated that intersection does not meet current standards
and is in need of upgrading. A representative will be in touch with Town Manager.
Reply received from Camp, Dresser, McKee to E.P.A. regarding the offer of used equipment
for WWTP. Their reaction is not to recommend purchase as used equipment has almost
reached its life expectancy.
Letter from Whitman & Howard regarding AC water mains. A completed survey shows that
mains are of cast iron or ductile iron pipes.
Complimentary letter received from Edward D. Beggs of XTRA, Inc. relative to recent
incident en Town where his car broke a heater hose and passing motorist called in a
"car on fire" report. Thanked police and fire departments for quick response.
Selectman Avery suggested copy be sent to police and fire departments.
Town Manager reported that he spoke with O'Malley regarding the C.C.F. material for
landfill. Contractor transported 24 loads in two days at a cost of $1.50 per cubic
yard if he were to charge. There would be no cost for fill. Also spoke with Paul
Dalton of C.C.F. and was told Town could remove material using Town equipment and
manpower. C.C.F. would not object to this being done over a two or three month period.
Contractor is in agreement. There might be approximately 10,000 cu. yards available.
Using four trucks with a capacity of 320 cu.yards, it would average about 30 days to
move 10,000 cu. yards at a cost of between $10 - 13,950 as opposed to $15,000 to pay
contractor. Town Manager also bhecking other possibilities of acquiring materials.
Will contact Henley- Lundgren and others in Town. Tom Bonome will attempt to obtain
as much as possible. Material on hand good for 30 days. Chairman Mahana noted that
Board does not want to wait unit last two weeks to call special Town Meeting if necessary
for cover material. Selectman DeLong questioned how much money Town needs for another
year of cover material. Selectman May questioned the effect on other DPW projects
if four trucks and men are committed to move cover material. All other projects would
have to be deferred. Selectman DeLong suggested that monies needed for cover material
be determined before tax rate is set. Chairman Mahana requested Town Manager to obtain
comparative cost figures from two or three Clean Communities contractors for transporting
out of Town.

Board Reports
Selectman May suggested that all other Boards be notified that Selectmen's room is
in use on Wednesday's.
Selectman May noted that the Town Hall summer hours usually go into effect on July 4th.
Suggested that this might be extended from Memorial Day through Labor Day.
Selectman DeLong moved that Board institute policy for summer hours of closing Town
Hall at 4:00 P.M. from Memorial Day to Labor Day with same number of hours to be
worked each day, seconded by Selectman May. This year will commence summer hours on
June 2 through Labor Day. VOTED 4 -0.
Selectman May questioned the status of Police Dept. study. Town Manager noted that
someone was contacted to come in and make an on site inspection for cost estimate.
Chairman Mahana asked whether there might be another institute available to do this
study. Town Manager felt this one would be least expensive. He will find out how
soon after cost figure is given, study can be initiated.
Selectman Avery asked about status of Back Bay Brook. Tom Bonome, responded that after
about 200 feet more, they would be crossing Rte. 106 which is last section. Should
be completed in a couple of weeks. Selectman Avery also suggested that Tom Bonome
check into an area behind Vickery Motors where at one time there was a pit which might
have some cover material.
Selectman Avery questioned whether financial statement had been received from Air
Charter Services as per recent request. Town Manager reported this has not yet been
received. In answer to Selectman Avery's inquiry on Garden St. appraisal, Town Manager
reported this due in any day.
Chairman Mahana asked what action was being taken to correct the dangerous situation
at Oak St. bend. Town Manager reported that in Tom Bonome's opinion a guard rail
might be more dangerous. More reflectors would be put up. Chairman Mahana was told
by Town Manager in response to his questions that the status of Woodpile on Oak St.
and the gatekeeper at landfill is still unchanged. Chairman Mahana reported that the
sign` at Foxfield Plaza was gone. Chairman Mahana asked Town Manager to check into
insurance coverage for MBTA parking lot. Also to ask Chief of Police to give report
on speeding situation on Morrow St. This is a U with no other exit. Neighbors are
speeding into this area. Police report necessary before State can be contacted for
reduced speed limit.
Chairman Mahana asked for Board's pleasure relative to Charter Study Commission. One
application received. Art Remillard suggests that former commission was never disbanded.
Town Manager to obtain brochures for Christmas decorations for Jim Hall to review fbr
determining any difficulties in setting up.
Painting of MBTA station to be followed through.
At this time Selectman May requested permission of the Board for Steve Quinn of the
Auxiliary police to approach Board since he had been of the opinion that he was to
have been on Agenda for tonight. However, Town Manager responded that he spoke with
Steve and told him the matter in question was not a matter to go before the Board unless
all other alternatives failed to resolve problem. Auxiliary Police should go to Police

Chief. Town Manager would act as mediator if necessary. Selectman Avery feels that
this is an administrative dispute and involves Police Department; therefore, Board
should not take any action at this time. Selectman DeLong feels that all normal
procedures should be exhausted before Board is approached. Steve Quinn then replied
that his primary reason for going before the Board was to ask their opinion on how
to resolve the problem. Board's pleasure will be followed by Auxiliary. They will
return at a later date if the situation cannot be resolved. Would ask Town Manager
to act as mediator and set up meeting at his convenience.
Selectman avery noted that the guard rail has been knocked down at culvert on Willow
Street. Tom Bonome to check.
At this point Town Manager left meeting and the Board held brief discussion for
Town Manager advertisement. Decision was made to close resume responses as of
July 16. This should be included in ad. Selectman Avery suggested the following
educational institutions be contacted with advertisement: Harvard, Boston University,
New York University, Chicago University, and University of Michigan. Also the Fed.
and State Employment Agencies, ICMA, etc. Chairman Mahana suggested a written contract
be prepared for Town Manager.
There being no further business, the meeting was adjourned at 9:30 P.M.
