BOARD OF SELECTMEN
MINUTES OF THE MEETING
APRIL 2.9, 1980
At 7:00 P.M. the meeting was opened for correspendence review with Selectmen
Avery, May, and Mahana present.
At this time the three Selectmen present agreed to permit Allen Glillis to
address the Board. Mr. Willis presented a copy of a letter he received
from the Conservation Commission regarding the engineer's report on
Cabot Pond restoration. Mr. Willis also invited the Board to attend the
Planning Board meeting Wednesday, April 30th for further discussion on
Cabot's Pond. (Selectman Levine arrived while Mr. Willis was addressing Board.)
At 7:30 P.M. the meeting was called to order after the arrival of Selectman
Levine and Town Manager Metropulos.(Selectman DeLong on vacation.)
Light Director James Hall addressed the Board requesting that they set a
salary range for the position of Light Department Office Manager for which
he has been interviewing applicants. Mr. Hall felt that an equitable range
would be from $15,000 to $17,500 based on a comparison he has made with
other Tovms(Hudson, Littleto4m, North Attleboro) belonging to MMWEC. After
the proposed re- organization of the Department with the elimination of one
position, and with the proposed July 1 increase, the present manager's salary
would have been increased to $17,400. Tom Manager feels that a 15 to 20
percent differential should be kept between the office manager and next
department employee. Selectman Levine asked if Diane Dubuc would reconsider
her resignation if the salary were increased and if this had been her major
reason for resigning? Mr. Hall replied that salary played a great part, but
was not the sole reason for Diane's resignation. Chairman Mebane, expressed
his disappointment at not having the opportunity to spend more time negotiating
a salary increase for Diane before receiving her resignation. However, due
to the fact that the Board was under a heavy work load preparing for Town
Meeting, a decision on the Light Department budget was postponed in which
time Diane's resignation was received. Selectman stated that since Diane's
resignation has been accepted, it is the duty of the Board to expedite the
hiring of a new employee. Since it is necessary to have a competitive salary
range, Selectman Avery moved to approve a salary range of $15,000 to $17,500
for the position of Light Department Office Manager, seconded by Selectman May.
Mr. Hall explained that 50 applications were received. He and Diane Dubuc
narrowed these down to twelve prospects who were then interviewed. All
Mansfield applicants were interviewed. The field was narrowed to three candidates.
Mr. Hall will choose from these three based on salary requirements within
the range approved.
VOTE: 4 -0 to approve. On Mr. Hall's request, Selectman May moved to rescind
the salary range vote, seconded by Selectman Avery, VOTED 4 -0.
Selectman May moved for a salary range of $15,000 to $17,000, seconded by
Selectman Avery, VOTED 4 -0.
At 7:56 Walter Day as agent for Olympic II appeared before the Board on his
request for a Common Victualler's License which had been deferred from last
meeting. Selectman May moved to grant the license, seconded by Selectman Avery.
After some further discussion of parking facilities and the expression by
Selectman Levine that owner Charles Boudas would provide a unique and varied
menu, the Board voted 3 -0 to approve the license with Selectman Avery abstaining.

printer of this year's Town report. The printer admitted to having some
difficulties with breakdowns and manpower, however, felt that it the Town
had met the deadlines and format originally agreed upon, he could have met
the schedule. There seems to have been a communications problem between Town
Planner and printer. Also a mathematical error in the printer's bill raised
the cost by $200 which was corrected. Therefore, Town Manager recommends that
$100 a day fine not be imposed.

Selectman Levine moved to establish a Charter revision study, seconded by
Selectman May, VOTED: 4 -0. Will be undertaken on May 13 at meeting.
Selectman Mahana noted that the present sewer charge is 2 of the water bill.
When water department becomes self- sufficient(July 1, 1980) this figure
would seem to be too high. Feels sewer charges should be revised. Selectman
Avery stated that it was the Board's policy that the average rate would be
determined from the past year and would remain the same with the flat rate
system. Selectman Mahana suggested this go into effect the next billing period
after July 1 or when the water department goes on computer. It is the Board's
understanding that no sewer rate change will be made until after the treatment
plant is in operation and then billing will be at the users rate. Request
was made to ask Whitman & Howard how rates for sewer charges on new
construction were set for C.C.F. to determine charge for any new construction.

try to make changes. To be discussed further at Light Commissioners meeting
