Bi- Monthly Committee Reports - 8:05 P.M.
Airport Commission - Donald Zecher
The Commission has executed the planning grant with the FAA for the Airport Master
Plan. Signing had been delayed pending report from Town Counsel of whether the
Airport Commission needed Town Meeting vote to accept Federal or State funds for
airport improvements. Rown Counsel reported that a Town. Meeting vote was not
necessary to accept the funds, however, Counsel recommended that the Airport Article
be amended to read "....authorize the Town to borrow in anticipation of funds to
be received." If the project proceeds according to schedule, there would be no
need to borrow, but this cannot be guaranteed. Advertisement for bids for new
apron and taxiway repairs were given to press for weeks of April 1st and 7th. Bids
to be opened on April 24th. Airport Commission will then execute a new grant offer
for improvements. The Town's share to be contributed by Air Charter Service will
be only 22 per cent of total cost of project. The State will assume 72 and the
Federal Government, 90 per cent.
( Airport Commission attended a Planning Board meeting and opposed the rezoning of
the Lewis property on Ware Street from industrial to agricultural because this could
open the way for building construction which would be on a direct line with the

existing grass runway, which could result in future noise complaints. The Airport
would be interested in purchasing the property, but this would be extending the
airport boundaries which the Commission had stated at 1979 Town Meeting would not
be done.
Selectman Avery requested that Mr. Zecher check on the whereabouts of the letter
of credit from the Air Charter Service which the Town must have on record before
the Annual Town Meeting.
Board of Assessors - Alfred Turinese
A new release will be forthcoming regarding the revaluation. This will take place
on a weekday basis with azW household that is missed to be followed -up on Saturday.
The Board will have an estimate of the increase of valuebe£ore the Town Meeting.
Council on Aging - Reverend Flug
Paula Kilby has been re- instated as coordinator and the Council is presently
creating a job description. When questioned by the Board as to why COA chose not
to accept the proposed library location, Rev. Flug responded that the COA felt it
was a choice between better and larger facilities or what seems to be a better
location. They felt the South Common area might not be within distance of some
North end people to walk. The COA is seeking a permanent location for the DIC and
therefore submitted the plan for $25,000 a year for five years to provide for that
purpose. Reverend Flug would ask COA to reconsider the library location if he
were to see the letter in Bob Saquet's possession from COA in support of the library
facility. Selectman Avery stated that the Board went on record to support the library
article because provision was to be made for the DIG. Board is seeking clarification
of the matter.
Selectman Mahana spoke with Representative Lombardi regarding another mini -bus.
He was told that GATRA should be contacted concerning funding for new bus and
maintenance funds for the present one. Also the funding of another bus driver
could possibly eleviate the personnel shortage.
Library Trustees - Jim Grady
Peg Bradner has learned from the Department of Elderly Affairs that funds are
available for the COA to function as an independent entity within the library
facility. The ten year time period proposed for the COA within the library was
based on the projected growth of the library and when they might require the
additional space. Mr. Grady reiterated that the request to incorporate the COA in
the library facility came from the Board of Selectmen. Library Trustees felt
they initially had the approval of the COA and were surprised when the offer was
refused. The offer will stand until Town Meeting.
The trustees have conducted 14 slide presentations showing the proposed library
addition. They will have 1500 copies of a pamphlet available at Town Meeting to
educate the public to the needs for the library expansion and funding.

Historical Commission - Connie Johnson
Request was made for the library slide presentation to be given to Commission. A
thank you was extended to the highway department for quickly moving to protect
historical grave sites. The Commission has been working on a survey on the Card
Memorial at Spring Brook Cemetary. They are also seeking funds and a student from
Boston University to help with the research involved with the survey. The work
study program would supply a student for 15 weeks at 2,0 hours per week. The
Commission will approach various service organizations to help with the funding of
the town's portion of the student's salary which is $475.
Great Woods Study - Marydee Flynn,
Town Counsel has been contacted about acquiring a parcel of land in the Great Woods
necessary for the construction of a footbridge over Rte. 495•
Municipal Buidling - Robert Saquet
No changes have been made since last report regarding highway department building.
Town Manager met with Building Committee to review details of the $275,000 project.
An Article has been prepared for Town Meeting.
Downtown Advisory Committee - Robert Mangiaratti
The DAC appeared before the Planning Board for modifications in downtown changes.
Fairfield project continues to progress at a slow pace. MB Group has gained
control of the entire site, but at a higher price than anticipated. Therefore,
the developer has increased the number of units to 143. However, additional
parking space would be needed on the railroad right -of -way. An Article for
Town Meeting has been submitted requesting that the Town convey an easement right
to be developed for parking.
Selectman DeLong questioned the status of the downtown traffic pattern. A general
recommendation was made to the Board of Selectmen and the DAC is waiting for a
final decision. In answer to Selectman Levine's question on whether the easement
for railroad right -of -way had been checked for sewer lines, Mr. Mangiaratti
explained that the sewer line would be laid first.
Computer Advisory Committee - Herb Levine
The Committee held a meeting Wednesday, March 26th, with Digital Business Systems,
Town Manager, John McAlice and Carolyn Bregnard. Water Department will be able to
start computer billing on April 7. Approximately 4 months behind on billing, but
should be caught up to date by May 26. Light Department'to be completed by April 26.
Committee meeting on April 2 with John McAlice and assessors regarding assessors
records which should go immediately on computer. Joan Cutillo will be sending out-
line of procedures for excise taxes to DBS for estimate of length of time they will
take to program. Overall system for Accounting and Treasurer's Office and every-
thing the Town has contracted for completion deadline is July, 1981, for Town to
be self - sustaining. Advisory Committee requested that all systems be completed two
or three months earlier in order that manual and computer billing can run parallel
for a time. Herb Levine expressed satisfaction with John McAlice as computer
coordinator. John will have to learn how to operate computer, but now how to program.
DBS is under contract to train people for using machines. When the contract is
completed, July, 1981, the Town has'the option to contract on an independent basis
for programs.

Board of Health - Edward Tartufo
The Board Received a notice from the State regarding the Heimlich anti -choke law.
All restaurants having a seating capacity of 25 or more must have someone on duty
trained in the procedure. Civil Defense is authorized to teach course and will
be conducting courses on April 24, 26, 27 at the Town Hall. Letters of notifica-
tion will be sent to all area restaurants. A fee of 35 cents will be requested.
Any restaurant with a seating capacity less than 25 is still eligible to send
employees to course. Letters also have been sent to the School Committee for
cafeteria staff.
Board of Health has completed and returned form to the State regarding $600,000
grant available to cities and towns by the Department of Public Health. Board
is seeking suggestions from Selectmen for ways in which grant could be used in
order to support a proposal to be submitted for the grant.
Recreation Commission - Ed Vernon
A total vandalism loss of $1000 was reported for damages done between March 10
and 13th at Maple Park, Memorial Park and East Mansfield Common.
Civil Defense - Robert Buttons
Eight members of Civil Defense unit enrolled in first aid instruction course, four
members in advance course. The eventual goal is to offer first aid courses to the
Town at no charge. Civil Defense will aid in conducting anti -choke courses. Ten
p ple attended Civil Defense seminar. A. Pierce has completed a six -day radio-
logical course and will become certified. He will also be able to teach course.
All department heads are requested to attend a table -top emergency operation
simulation to be held at Valley Steak House in Braintree on May 8, 1980, 9:00 a.m.
to 4:00 p.m. with no charge to the Town. CD will be offering first aid assistance
to various service organizations for scheduled upcoming events.
Conservation Commission - Diane Royale
ConCom will have had seven wetland hearings between March 12 and April 210 1980.
One hearing concerned the developing of a new pond, another the restoration of
Cabot Pond, another a house lot, and several on the subdivision on Ware Street.
This is a concern because of serious water problems in that area. Commission could
possibly ask for a drainage study of Ware Street area. The concern over the Cabot
Pond proposal is that the area in question seems to be larger than the original pond.
The Lions Club has been given permission to allow 100 people to camp in Maple Park
overnight with no vehicles allowed. Campers can be parked at Town garage. Portable
johns and trash recepticles have been requested. P.M. Club has donated $135 to
Commission for signs. A hand carved sign has been ordered for Gilbert Street,
Sweet property. Selectman Avery asked Diane to request more specific information
from the Commission regarding the letter to Board concerning Compo Industries.
Planning Board - Marydee Flynn
The Board is reviewing Town Meeting Articles. One subdivision plan is being
considered. The plans for Cabot Pond have been reviewed.
Calleen Cheney - 9:40 P.M. Ms. Cheney appeared before the Board for support of
Town Meeting Article concerning drainage on Tremont Street. John Dunn Engineering
is doing a cost estimate. The total cost for 1,500 feet of pipe, 4 manholes and
four catch basins, including engineering fees is $39,000. If Town does their
own engineering, the cost would be approximately $33,500.

Since Tremont Street has been re- surfaced, the ground is too high and water cannot
go into the Wading River. The backyards of 10 or 15 houses in the area are
constantly flooded. There is no where to pump the water but out to the street,
which causes icy conditions in the winter. During the winter season the leaching
fields for these homes are also a problem due to ground saturation. Calleen Cheney
personally has spent $19370 on the water problem and is reluctant to finish cellar
until the water problem has been relieved. Although admittedly the homes in the
area were purchased knowing there would be some concern with water, Ms. Cheney
feels the problem has been exagerated due to the relocating of Route 140 and the
additions to Cabot, Cabot, and Forbes. Selectman May questioned whether monies in
the drainage account were earmarked for anything in particular. There are three
other projects to be considered for drainage funds. Selectman Mahana would like
Town Engineer's comments on project.

Town Manager reported that the Annual report and warrant is to be in the Town Hall
by Friday and will be delivered Saturday and Sunday. Annual Town Meeting cannot
be held until April 14th. He suggested that the meeting be opened on Monday,
April 7th and then be adjourned until April 14th. Selectman Avery moved to post-
pone to April 14th the Town Meeting with the Chairman, Moderator, and Town Counsel
meeting on April 7th to postpone special to same date. Seconded by Selectman

Shuttle Bus - Mr. Connors contacted concerning costs. One bus for four morning
and four afternoon trips, at 10 miles per trip would amount to $100 a day or
$25,000 per year. Would need 200 riders per day. Some money could be recouped
by charging 50¢ for a one =way trip. Public hearings and detailed reports would
be necessary to implement. Industry might be able to subsidize cost if they are
interested.
Mr. Metropulos reported that a Water Rate Hearing would be held April 8th at 8:00 P.M.
Town Manager contacted Joanne Colella of the Mansfield Housing Authority regarding
State takeover of housing authorities. They are aware of the two bills, but are
in opposition because of wording. Action proposed is not limited to Boston Housing
Authority which seems to be having the problems. Town Manager will support
authority's opposition and will send letter to Leon Lombardi. Also Ms. Colella
assisted in responding to Housing questionnaire. Mansfield has 90 subsidized
elderly units, 19 low income. Housing problems are caused by cost of purchasing
houses, high interest rates, high down payment requirements. It is recommended
that the State take a look at these problems and develop a formula for assisting
those of low income.
In answer to Selectman Levine's question regarding purchase of toilet tissue and
paper towels from local variety store, Town Manager reported that 16 rolls of
tissue paper and 12 rolls of paper towels were purchased by the Parks and Recreation
Department. This supply should last them 2 or 3 months. Because State purchasing
requires a minimum purchase of 5 cases, storage of this quantity would be a problem.
Town Manager reported that CPR training is being done on a volunteer basis by the
Fire Department and is not State mandated.
JayCee cleanup - no written notice, but we have been assured of no problems in
obtaining military trucks for some)Saturday in April.
Board Reports
Selectman DeLong requested clarification of Diane Dubuc's job description of
duties on computer. Selectman Avery asked whether Diane is still hands -on
coordinator or if John McAlice is going to be coordinator? Selectman Avery also
questioned whether Town Manager was involved in determining Light Department job
classifications. These were prepared by J. Hall and Diane Dubuc. After some
discussion, Selectman Avery suggested that Town Manager meet with J. Hall and come
( back to Board with some recommendations.

out into the street along Willow Street. Also requests a reminder to Highway
Department for guidelines on snow removal.
Selectman Avery questioned the position of Foxboro on Sanitarian. Town Manager
reported Foxboro may be thinking in terms of going it alone. No financial aid
would be available if Mansfield were to go alone also. Town Manager to prepare
figure analysis.
Willow Street residents are concerned about trees that had been slashed

this.
Selectman May requested that the sand left from the installation of a new
