Margot Jellinek - At 8:02 p.m. Margot Jellinek appeared before Board to state her reasons why the Town should not support a Towns Meeting Warrant Article to buy a parcel of land at Mill & Essex Streets owned by J. Gonsalves for use as cover material for the dump. The earth removal by -laws would prevent excavation for at least a year; also since the Board of Selectmen have gone on record to preserve recharge areas, and this site is over a recharge area, that Mansfield drinking water might be endangered. Chairman Mahana thanked Mrs. Jellinek for her comments and suggestions and stated the Board would take them under advisement. Tom Bonome - At 8:15 p.m. Mr. Bonome came before the Board at the request of Selectman Levine, to clarify snow removal procedures. Chairman Mahana suggested that a snow removal policy be written out as a guideline for the future. Mr. Bonome then explained the general practice of snow removal that he has followed. Trucks are called out by police for sanding. Plows are dispatched when there is a depth of two inches of snow and more is predicted. Duration of storm and weather predictions after storm are major factors in making judgement calls. Mr. Bonome stated that demands for priority plowing are great, however, this is an uncommon practice accept when a driver has completed his route, then he may be diverted to cover a route that has been complained about. Mr. Bonome stated that private contractors are sent out after town plows. Mostly Mansfield contractors are used, and specifically those who have proven to be dependable. Chairman Mahana suggested that a list of all contractors who have expressed an interest in town work be included in the snow removal policy. Selectman Avery feels there should be no preference given to routes on which calls have been received except in extreme emergency cases. Chairman Mahana instructed Mr. Bonome to direct any complaints of snow plowing to the Selectmen. -2- Helen Merigan - Foxboro - At 8:40 P.M. Lawrence J. Merigan addressed the Board in behalf of his mother, Helen, regarding Article #3 of the Special Town Meeting Warrants. For the benefit of the new Board members, Mr. Merigan felt a review was in order. He again requested the Board's support for Article #3, to see if the Town will vote to authorize an easement to Helen Merigan of Foxboro to provide an access to property she owns which is located on both sides of existing Town owned land. Mr. Merigan stated that just one home would be constructed on the property. Chairman Mahana pointed out the possibility that a future driveway would at some time have to be dug up to install water mains. Mr. Merigan stated his mother would take this chance. Board in favor of support- ing request for an easement. Norman Gray - At 8:50 P.M. Norman Gray, Sr.. and Norman Gray, Jr. of 6 Clark Rd., Medfield, addressed the Board with a list of proposals offered by the Flatley Co. to the Town of Mansfield, contingent upon the rezoning to industry an area south of Route #495 on South Main Street. The developer would replace the existing 6" Water Main on South Main Street south of the #495 bridge to the Mansfield/ Norton line with a new 12" Water Main. Mr. Gray stated the approximate cost would be $60,000 to $70,000; however, in reply to a question by Chairman Mahana, he stated the developer would still comply even if the cost were more. The developer would also extend 12" Water Mains through the proposed industrial area, establish a buffer zone according to zoning provision between proposed industrial site and surrounding wooded areas, and assure access through the site to Great Woods. Answering a question from Selectman May, Mr. Gray stated the site must be developed according to State specifications and that roadways would be resurfaced by developer upon completion of work. After some further discussion, Selectman Mahana suggested that the water main be extended through to the end of the proposed industrial area. He also suggested that as a common courtesy it has been the practice to notify out of town abuttors of any zoning changes. Mr. Gray then invited Board members to attend the public hearing of proposal before the planning board Wednesday, March 19th.
