Hearino - ADD11cation for Beer & Wine License for Roscoe's Cafe
The Clerk read the advertisement of the hearing. Scott Klenk, owner of Roscoe's
Cafe, 263 No. Main St. stated that he had opened his establishment the previous
week and wished to serve beer and wine to accompany meals. He is presently open
Monday through Saturday from 11:00 a.m. to 7:00 p.m.; possibly might remain open
until 9:00 p.m. Selectman Avery noted that the previous Board had agreed that
there were enough establishments in town providing beer and wine, and asked Mr.
Klenk if he felt he really had to have this license. Mr. Klenk replied affirma-
tively. Selectman DeLong noted that although he is a family friend, he will have
to oppose granting the license for the reason stated by Selectman Avery. Select-
man May inquired about possible restrictions on the license if granted. Mr. Klenk
agreed to any type of restriction. Selectman Avery moved that the license for
Roscoe's Cafe not be granted; seconded by Selectman DeLong. VOTED 4 -1, with
Selectman May opposed.
Bi- Monthly Reports
Downtown Advisory Committee - Robert Mangiaratti
D.A.C. has submitted articles for the Town Meeting earmarking funds that the Town
may receive from the sale and development of the Fairfield site. They are also
proposing technical corrections on the downtown zoning at Town Meeting. The Fair-
field site developers are currently negotiating with private land owners. The CARD
Plan has been approved by the State Dept. of Communities and Development. Mansfield
is the first community in the state to take advantage of this low interest financing
program. Secretary Byron Matthews will come to Mansfield for the official signing
and this should generate favorable publicity for the Town.
Council on Aging
Selectman Avery read a report from the President, Linda Martinelli, who was not
able to be present due to illness. Harry Nordberg and Brad Dauphinee of the
Council were present and presented a copy of the budget to the Board. Mr. Dauphinee
spoke to the Board about the recent dismissal of Paula Kilby as the Coordinator
of the Drop In Center. He felt that Mrs. Kilby was a highly qualified person and
had done her job well. There had been a disagreement over furniture arrangement
in the office between Mrs. Kilby and Mrs. Martinelli, but it supposedly had been
settled. At last night's meeting of the Council Mrs. Martinelli had suddenly
stated that Mrs. Kilby was not doing her job, and moved for her dismissal. Mr.
Dauphinee and Mr. Nordberg had stated that they felt Mrs. Kilby was doing a good

job. Mrs. Fielding had voiced "picky" objections. With five members present,
the vote was 3 -2 to dismiss Mrs. Kilby. Mr. Dauphinee felt that the problem
was within the Council itself, and requested the Board to dismiss the entire
Council. Selectman Avery requested that the Council on Aging and Mrs. Kilby
attend next week's meeting. The Board was polled and in favor. Mrs. Levine
asked if minutes of the last two Council meetings were taken and requested
copies. Chairman Mahana noted that the Board was saddened by this occurence,
and would like to try to resolve it.
Board of Assessors - Alfred Turinese
The Board of Selectmen and Assessors will be setting percentages to be used
in the reassessment. Mr. Turinese has already attended a seminar, and there
will be a briefing class for the Selectmen and Assessors put on by the Dept.
of Revenue. The revaluation firm has started to gather data in preparation
for field work. In the next month the process should be started in Town.
Dept. of Revenue would like to have it completed for FY81. We believe we
can be ready for FY82, and are talking with Miss Maine of the Dept. of Revenue
to get the restriction lifted.

Clerk Avery. They are preparing material on land
acquisition for Town Meeting.

The Board has collected $4,355.00 for pert tests since the last bi- monthly
meeting (67 @ $65 each) Thirty-four were approved, 30 are pending in a sub -
divlsion, and 3 were rejected. There are problems with pert tests this year
due to the lack of precipitation. The water table is 3 to 4 feet low in some
cases. They have also collected e total of $1,025 for pumpers and other mis-
cellaneous licenses.
The Board received a bill from Tony Vento for $433.85 for 31 food service in-
spections. They anticipate additional food service establishments to be opening
up, particularly in the industrial park, and they want to make sure that they
are licensed and inspected. Mr. Vento has suggested having a federal inspector
come in to offer a film presentation for the local food establishments on in-
spectlon standards, etc.. This could be done at no cost to the town.
The Flint property in East Mansfield was tested at a cost of $100, due to concern
expressed by Mr. Flint. Test Was negative.
The Board has been involved in the processing of two premature births.
A report from Community Health in Attleboro has been received showing over 300
home visits in Mansfield for 100 patients. They provide a wide range of services
mostly directed toward the elderly. The Board pays $1,000 per month for Community
Health services.

(Board of Health continued)
Selectman May inquired about enforcement of suggestions and corrections for food
service establishments. At present the Board of Health does not have help avail-
able to follow up. This is one of the areas where a sanitarian could really
assist. There are 31 food services licenses now; could be 40 at the end of the
year. The Board reviews inspections and follows up with a letter but cannot
follow up personally. Any major problems are followed, however.
Selectman Avery inquired about the possibility of having Nancy Roncetti and
Howard Winsley of D.E.Q.E, attend the Town Meeting to try to sell the idea of
a sanitarian. Foxboro is still interested.
Selectman Mahana asked if a major violation in a food service establishment could
cause it to be closed. The Board of Health has this authority.
Recreation Commission - Edgar Vernon
The Park Department has been cleaning commons, parks, etc.-, placing ladders at
ponds and .keeping them I ' n repair; also removing rubbish from the Library, Town
Hall, D.I.C.; setting up voting booths for election and repairing them afterwards;
repairing mowers, assisting Recreation Director in moving equipment; sanding, etc.
They were unable to remove snow from Fulton Pond, as there are too many rocks.
Vandalism is low at the present time. The Recreation Program shows a full
schedule of activities for all age groups. The Commission is happy with the
progress of the ADHOC Committee and their plans for working downstream at the
school property.
Selectman Levine asked why the Park Department moves voting booths. It is because
they have the time to do so during the winter months.
Computer Advisory Committee - Howard Heaton
The Light Department has taken delivery of the last program in the billing series.
It ran right the first time.. The Water Department has all data base loaded and
the accounts keyed in. Data Business Service must now build indices.- This will
take about a week. The Water Department should be able to use the computer the
first weeks in March. On Phase 3 Data Business Service has been given a list of
reports. The printer is still running. Complaints have been forwarded to Data
General by DBS. There has been no response from Data General as to what action
they will take. John McAlice is functioning well as computer coordinator.

Conservation Commission - Stuart Sweet
They are currently looking for a new secretary. Presently about five wetland
situations are in various degrees of activity. Two members will go to a con-
ference in Boston tomorrow on the Henley- Lundgren operation on So. Main St.
The Conservation Commission issued an order of conditions which were appealed
by Henley- Lundgren. The state over -rode the Conservation Commission and gave
carte blanche. Conservation Commission got Henley- Lundgren to accept the
original conditions, at which point they tried to withdraw the appeal but the
state would not allow. It now appears to have been settled.
A member went to Stony Brook lecture last week on the wetland law and proposed
changes to it. If passed by the legislature it could become much looser than
at present. There has been no development of the Sweet property as yet by
Little League. Conservation is looking into the possibility of developing a
green belt along the Wading River.
Selectman May inquired about the figure of $60,000 in the Capital Improvement
Program, and what plans are for this money? This is the amount the Capital
Improvements Committee agreed could be spent on an annual basis by the Great
Woods and Conservation Committees.
Registrars of Voters - Arthur Remillard
The town now has a total of 6,492 registered voters, an increase of 396, with
more Independent voters than Democrats or Republicans. Mr. Remillard questioned
the scheduling of the Special Town Meeting to be held within the Annual. Select-
man DeLong moved to hold the Special Town Meeting at 8:00 p.m. on the first night
of the Annual Town Meeting (April 7, 1980); seconded by Selectman May. VOTED 5-0.
The Elections Expense account has been depleted by the recent Saturday election
because of food costs, custodian's overtime, etc. This account will require a
transfer of funds. Mr. Remillard mentioned that the purchase of voting machines
should be considered. Selectman Avery questioned whether this is really necessary
in view of the small voter turnout in recent elections. Selectman Mahana suggested
that costs be gathered for presentation to the Capital Improvements Committee.
Planning Board - Ken Parsons
The Planning Board will present for Town Meeting a petition for acceptance of
six streets. The public hearing will be held in March. There are also four
petitions for changes in the zoning belaw. One has to do with rezoning So. Main
St. section from agricultural to industrial; also area at Fruit and Short Sts.
from industrial to residential.
The League of Women Voters has a petition to eliminate pond development; the Down-
town Advisory Committee has changes proposed in business and commercial classifi-
cations.
