r
Mr. Goldberg noted that he is just finishing up his first term and is applying for a second term.
Mr. Achille asked how the Committee has evolved. Mr. Goldberg noted that everyone is
assigned subject areas and he noted that he worked with Mr. Lazzara on the Light Department
budget, and came up the suggestion for the Light Department to go online with the Town's
budget. He added that if he is re-appointed, he will likely work on the School Department's
budget. Mr. Achille noted that the Finance Committee is a lot of work. Mr. Amoruso asked Mr.
Goldberg ifhe would like to change anything or improve anything. Mr. Goldberg said that
communication could be a bit better, but we are a volunteer group. He noted that we have a
well-run town with competent people on town boards. He doesn't see any dramatic changes that.
need to be made and looks forward to advising Town Meeting. Mr. Dolan asked what the
learning curve is. Mr. Goldberg said that his background helped him with financial matters, but
the municipal aspect of how things operate is learned. He noted that the Committee has people
with varied backgrounds. Mr. McCarter noted that Mr. Goldberg does a great job on the
Committee.

Board of Selectmen Minutes of December 14,2005
. ,
,.,,- Kurt Gaffney, Water Operations Manager and Lee Azinheira, DPW Director were present.
Mr. Amoruso thanked them for re-wording some of the language. Mr. Azinheira noted that they
added a chart comparing Mansfield to local communities. Mr. Gaffney noted that we are in line
with local communities. He added that most of the fees are for contractors, not for homeowners.
Mr. McCarter said that he assumed that the costs for the fees are commensurate with the work
being performed. Mr. Gaffney said that they hired Woodard & Curran to come up with the fee
schedule. He added that when a person calls for service, they will be told about the fee and new
homeowners will receive this information as a packet.
Mr. Dolan asked about checking the fire hydrants. Mr. Gaffney said that we have 1,000 hydrants
in town. We have a maintenance program for hydrants and we will be sending a letter out to
residents with the next water bill to explain the program. Mr. McCarter asked about the fines for
the unauthorized use of hydrants - is this something that Town Meeting needs to vote on because
it is a fine. Mr. D'Agostino doesn't think that it needs to be a by-law provision. Mr. Gaffney
said that we fined several people last year

Gaffney said that the Water Department will reverse the flow in the spring and will get rid of the
dirty water.
Charlene Lavin, 19 Freedom Trail, candidate for re-appointment
Mr. Achille thanked Ms. Lavin for applying for re-appointment and noted that she is finishing up
her second term. Ms. Lavin said that we have had some turnover, but at least four of us have
remained for a while. Mr. Achille asked Ms. Lavin if she has passed the learning curve and Ms.
Lavin replied that it took a term to learn things. Mr. Dolan thanked Ms. Lavin for reapplying.
Mr. Amoruso asked Ms. Lavin ifthere is anything that she would like to see improved. Ms.
Lavin replied that she believes that the Finance Committee has a good relationship with the
Board of Selectmen and the Finance Committee takes direction from the Board. She noted that
the Finance Committee has a good relationship with the Town Manager. She said we work well
