In attendance: Mr. Lee Azinheira, DPW Director, and Mr. Mark Cook, Highway
Operations Manager.
Mr. Azinheira and Mr. Cook presented proposed road work for calendar year 2006.
Mr. Cook will do the overlay on Angell, Morini, Senecal and Summit Streets. With
respect to West Street, the area from 1-495 to Tremont Street is starting to fall apart and
next year, DPW will grind, binder, and overlay that stretch. Mr. Cook will address the
pothole areas now. Cracksealing will continue next spring for the balance of the East
side and center of town. The Town will spend $40,000 annually after this. Mr.
Azinheira added that cracksealing extends the life of the road. On Branch Street, the
town will install new drainage and will need to realign the curb. The well line is only 6
inches and has asbestos and an article was placed on the Town Meeting warrant to
replace the line before the road is redone. The water and sewer will be done next year
and we intend to do the utility work next year. On Forbes Boulevard and Cabot
Boulevard, from the town line to Cabot Boulevard, this area is starting to go. Cabot
Boulevard is a candidate for a mill and overlay.
Mr. Azinheira said that the town will begin chipsealing. It works well on secondary
roads, including portions of Franklin Street, Maple Street, Fruit Street, Reservoir Street
r and West Street. DPW will not chip seal in subdivisions. Mr. Azinheira said that DPW
has started spending some things out of the road bond - we have done a few of the
worst catch basins already and hope to do more before winter.
Mr. Azinheira noted the West Street Bridge repair. Town Engineer John Sullivan has
designs and is getting quotes from contractors; he has received a waiver from DCAM
for emergency procurement. Mr. Amoruso asked about the process of working on the
bridge; Mr. Azinheira said that it is providing new structural beams for the bridge. This
is a temporary repair and MassHighway is going to put it on its list. This temporary
repair will allow emergency vehicles to cross over the bridge. We may need to shut it
down for one week for construction - there will be a lot of notification, but we need to
move fast before winter. The Engineering Department has been working diligently to
move this along and Chapter 90 money is being used.
Mr. McCarter asked how a determination is made on what streets to do first. Mr.
Azinheira said that a study was done and Mr. Cook and the Engineering Department
sat down and ran the numbers. Some roads need to be done sooner than others and
other projects are preventative maintenance. DPW tries to do a combination of repairs.
Mr. McCarter asked if widening improvements could be made to River Street so that
more commuter parking could be provided. Mr. Azinheira said that he would need to
talk to Engineering. Mr. McCarter asked if Chapter 90 money could be used and Mr.

Cook replied that it likely would qualify. Mr. D'Agostino said that you would need to
weigh that versus improvements to such roads as Fruit Street, which many people
travel.
Mr. Azinheira warned that the Chapter 90 loan just doesn't do it and in a couple of
years, the town could be behind again. Mr. Azinheira said that with Branch Street, we
will have new water line, new sewer line and then it will be repaved. He said that
utility work is being done first and then the roads will be repaved. Mr. D'Agostino said
that part of the rationale of having an engineer in house, we get the utilities done before
the road is repaved. Mr. Dolan asked what the no-cut policy is and Mr. Cook said that
it is five years, unless in the case of emergency. Mr. Dolan asked why the Williams
Street bridge is listed as ongoing work.
Mr. Achille thanked Mr. Cook and Mr. Azinheira for their presentation.
Present was Lou Andrews, Commissioner for the discussion.
The Commission has two articles on the warrant. The first one, Article 4, will transfer
r our earnings from one year into their capital account. Mr. D'Agostino asked what the
total amount of retained earnings in the capital account. Mr. Andrews said that it is
somewhere in the $80,000 - $100,000, but some of that is committed.
The second article, Article 5, is regarding the recent lease the Commission signed for
Quadrant 4 for the construction of much-need hangars. It is standard practice at
Massachusetts airports to form a condo association so individuals may own their own
hangar. The condominium association has to be a minimum of 60 years. This is
consistent with what other airports are doing. In a town, the Airport Commissions are
only allowed to sign 20-year leases, so they have to go to Town Meeting to extend the
lease from 20 years to 60 years. Mr. McCarter asked what the financial impact would be
for this. Mr. Andrews said that the hangar could be taxed. Mr. Achille asked what
would happen if the lease was not extended. Mr. Andrews said that the hangars would
need to be rented and not all of them would be built.
Mr. Andrews said that the Airport Commission is meeting with the Finance Committee
next week. He noted that the Commission did put a stipulation in the lease so that
every 20 years, the town can go back and look at the lease.
Motion: To support Articles 4 & 5

of St. Mary's Catholic School.
Mr. D'Agostino said that a resident has raised the issue. He thought we addressed the
issue as best we could. Mr. McCarter said that is a local road, according to Mr.
Azinheira, so we wouldn't have to deal with the state. Mr. D'Agostino said that the
town would still need to meet warrants by the state. Mr. D'Agostino said staff met with
the Parish on this issue as well as the resident. Mr. D'Agostino said that the concern is

that there are a lot of walkers. Mr. McCarter wondered if they have a school crossing
guard. Board asked that the letter be sent to DPW and Officer Lawson for comment.
. Memorandum from the Town Manager regarding DRA Services for Mansfield
Community Center/Council on Aging study.
Mr. McCarter said that this money would come from the Deutsche Bank Championship
and we could allocate the funds to anything. Mr. Dolan wondered if the Town
Manager's vision is in sync with the School Department. Mr. D'Agostino said that our
vision was to have a multi-purpose facility. Facilities like this are emerging throughout
the state. Mr. Dolan's concern is that what we are asking for, is that what we are
studying. Mr. Amoruso is concerned that after the study is completed, that the project
won't work. Mr. D'Agostino said that we are hoping to achieve a multi-purpose
facility. Mr. McCarter thinks that we should wait to see if town meeting approves the
school department's warrant article. Mr. Amoruso said that we are approaching build
out. Mr. D'Agostino said that part of the community use plan is that additional land
would need to be purchased. We are trying to fit it onto land that we currently own.
Mr. D'Agostino said that he will talk to the Superintendent.

Mr. Amoruso noted that there are some lots that are large in size. Mr. D'Agostino said
that we can establish guidelines, such as if there are buildable, vacant lots, that the BOS
must approve prior to any action taken on that parcel. Mr. McCarter said that we
should establish some policies. Mr. D'Agostino said that he will work on the policy
before the next meeting. Mr. Amoruso said that we have to appoint someone

Town Manager's Report
The commuter parking plan along Old Colony Way will be available to the Board in the
next two weeks. Mr. Amoruso noted that some renumbering will need to take place.
Mr. McCarter asked how long will that take and Mr. D'Agostino replied that it will take
two weeks.
We have made contact with Cable Access Director Jack O'Neill to establish a
trash/recycling program. The Town Manager, DPW Director Lee Azinheira, DPW
Office Manager and Recycling Coordinator Betty Amicone, Kathi Mirza of DEP and a
representative from the BOS will participate in the show. Mr. D'Agostino said that we
will lay out everything that can be recycled, and will show how to use the recycling
sticker. Mr. Dolan said that if the tonnage is not reduced, we may need to restrict the
number of barrels. Mr. D'Agostino said that if want to do a "spring cleaning" pickup, it
may impact us financially. We need another month of data to determine how well the
3-barrellimit is working.
Rep. Patricia Haddad is hosting a workshop on Chapter 70 at the Norton Middle School
on December 7th at 4:30pm. Growth will also be looked at in the new formula. Mr.
Amoruso hopes to balance some sort of regionality in the new formula. Mr. D'Agostino
said that the median family income is approximately $78,000. Mr. McCarter said that
.~ our growth hasn't been accounted for in the formula. Mr. D'Agostino noted that
Mansfield gets reimbursed a year later for the charter school students we send to
charter schools.
On November 19th from 1-3pm at St. Mary's School, Personal Best Karate is holding its
annual turkey brigade, where they prepare Thanksgiving food packages for those less
fortunate. It is a phenomenal community effort.
The Train Station TOD public meeting is scheduled for Monday, November 21st at
7:00pm in 3AB. This meeting is very important for commuters, abutters, and merchants
in the area. Mr. Amoruso asked if we could put out flyers at the train station informing
them of the meeting. Mr. D'Agostino said we will take care of that.
Mr. Dolan:
· Motion: Send letter to Verizon informing them that we have projects out there and
that they need to set the poles and send a copy to their regulatory authority
