representatives from Canada, Australia, England, Germany and Ireland. I-Ie felt this conference to

Mr. Ross is asking for a 2% increase to his base salary, which currently is $145,860. He is asking
for no increase with regards to the vehicle allowance or the amount paid to him for managing
MMED.
Mr. Kozlowski has always admired the way Mr. Ross tracks what he asks for and keeps it in line
with Town employees. Mr. Kozlowski has no issue with the 2 %.
Mr. Aptowitz had no issue with 2% and felt Mr. Ross sets a patent with "eating with the troops ".
He felt his review was excellent.
Mr. DelVecchio has been quite pleased with his interactions with Mr. Ross during his short tenure
as Selectman. He referenced his quick response time and great attention to detail. As he was not
involved with the review process Mr. DelVecchio felt it fair to abstain from the vote.
Mr. Annino noted Mr. Ross' excellent evaluation and stated he holds Mr. Ross in high regard. Mr.
Annino felt 2% was the least they could do.
Chairman Dentino felt Mr. Ross to be one of the few. He felt Mr. Ross done a magnificent job
since he has been here particularly watching contracts and ensuring things have been done fairly
across the board. He has appreciated the way he has handled the situation with his pay raise and

In
Mr. Ross met with Rick Alves, Town Eneineer and Shawn Burke, Town
previous BOS meeting question of the Lincoln Place subdivision streets. Mr. Ross noted the work
will be completed when the final lift of asphalt is put on the streets this fall. Mr. Alves and Mr.
Burke both indicated that when that happens the crossing will be in compliance. It will be watched
carefully.
Mr. Ross informed the Board that the Maple Avenue water main installation is virtually complete.
Franklin Street east has all been pressure tested and connection to houses is currently in process.
The project will now move to the Electric Conduit work which will be a lot of digging.
Mr. Ross explained the phone system change -over will not take place as anticipated as there was a
miscommunication with Verizon our current supplier. Mr. Ross has had a discussion with a
representative at Government Affairs at Verizon and felt them to now be responsive. Mr. Ross
noted it is a complicated switch over which you do not want to go into without having everything
in line. Mr. Ross noted that the switch over will be communicated via Facebook, Twitter, Cable
and the Town's website informing residents. There will be no involvement of the 911 system. In
addition, the waste water plant (because it is in Norton), the animal shelter (no fiber) and the
emergency management building (no fiber) will also not be involved with this switch over. A
decision was also made to have all IP phones within the classrooms where if there is a need to call
911 that will be available with programming from the classroom.
Mr. Ross distributed to the Board a status update on the Town's Capital Projects for FY15. He
reviewed a portion of the list with the Board. Mr. Ross noted that the prior year's project list is
down to 10 items and the Town has made substantial progress on getting those closed.
Mr. Ross noted that Franklin Street has been ground down and anticipate that the base course will
be put down some time next week. In walking the area, Mr. Ross and DPW Director, Lee
Azinheira, concluded that the sidewalk should be replaced as well and noted it would be done with
asphalt to match the street.

Mr. Ross distributed to the Board a memo from Lee Azinheira, DPW Director, in regards to the
roadway maintenance for the Town. The memo includes a cost analysis for various roadway
procedures (grinding, asphalt, overlay and chipsealing), and additionally includes a timeline of
service and work to be done for Town roadways for FY15 — FY17. Mr. Ross felt this is an
organized program based upon a grading system of analyzing the conditions of streets, curbsides
and gutters.
Mr. Aptowitz felt the memo was excellent and appreciated the schedule but noted it is subject to
change. He felt the DPW has been doing its best with regards to keeping an inventory and
classifying the issues. Mr. Kozlowski asked if this could be made available online and also sent to
any person who has inquired about their street.
Mr. Ross noted that in terms of the Mural, Nancy Wall has reported that the artist is back working
and the anticipation of completion is the end of August.
Mr. Ross distributed to the Board an email he received from the MMA outlining the status of major
bills before the Governor's office.
Mr. Ross would like to schedule on the next agenda a suggestion from Mr. Aptowitz on a proposal
providing tax relief for small businesses.
Mr. Ross reported that the gas company has approached Lee Azinheira, DPW Director, regarding a
major problem on Bird Road (north of Maple) which would require digging up the roadway to get
to the gas main. Mr. Azinheira made the restriction and the gas company has agreed to grind north
of Maple to Bird Road (one foot past trench location) and then overlay in order to match the
roadway. Mr. Azinheira and Town Engineer, Rick Alves, has found this to be satisfactory.
Mr. DelVecchio noted it has been almost a full quarter since the election and he would like to see
an agenda item outlining goals and objectives for the Board. Chairman Dentino would like to
schedule that for the August 20t" meeting. Mr. DelVecchio would also like to see the measurement
system which the Board evaluates the Town Manager and to also review Mr. Ross' most recent
evaluation.
Mr. Kozlowski noted the progress with respect to the North Common redesign. Mr. Ross spoke of
the timing of finishing the project which he anticipated to be early Fall.
Mr. Kozlowski received a message from Detective Sergeant Crossman about the Fire Truck Pull to
benefit the Special Olympics. He would like to put a team together if there were any interest.
None.
