MUNICIPAL ELECTRIC DEPARTMENT
MANSFIELD, MASSACHUSETTS 02048
PROPOSED
BILL DISPUTE PROCEDURE
It is the policy of the Mansfield Light Commission that any customer
who feels that his electric power bill is in error is entitled to a
full investigation, complete explanation and, if not satisfied, has
the right of appeal to the Light Commission and /or the Massachusetts
Department of Public Utilities.
The procedure to accomplish this policy is as follows:
1) A customer who feels his bill is in error shall notify the
Electric Department in person, by phone or in writing. A
customer service clerk will review the account to see if the
consumption pattern appears normal. If not, the meter reading
will be checked and the electric meter will be tested as
required.
2) If, after the above steps are taken, the customer still feels
the bill to be in error, he may bring the matter to the
attention of the Electric Department Complaint Officer in
person, by phone or by mail who will then review the facts,
order any additional testing he feels necessary and render a
final decision for the Electric Department.
3) If the customer still feels the bill is in error, he may appeal
this decision to the Light Commission or the Massachusetts
Department of Public Utilities. If the customer chooses to
appeal to the Light Commission, he still has the right to a final
appeal to the Massachusetts Department of Public Utilities.
4) After the Electric Department has tested the electric meter,
the customer may request a meter test from the Massachusetts
Department of Public Utilities or an independent testing
laboratory. If the customer elects to have the testing done by
an independent laboratory and the meter tests correctly, the
customer will pay for the test. If the meter tests incorrectly,
the Electric Department will pay for the test.
