HomeMy WebLinkAboutLarch Updates 9/10/1984September 10, 1984 MEMORANDUM TOWN OF MANSFIELD MUNICIPAL ELECTRIC DEPARTMENT MANSFIELD, MASSACHUSETTS 02048 To: Light Commissioners From: John Larch, Manager Re: Pending Items 1. MMWEC - Extended Weekly Studies Program Bill Dunn, Manager of the Power Management Division of MMWEC, will be here to explain why this program was developed and answer any questions you have about it. 2. Computer Mapping Contract We have received proposals from three CAD /CAM service bureaus to provide primary feeder maps and transformer secondary main maps for our system. I recommend that we accept the offer of the low bidder, E.D.A., Inc. of Foxboro for $9,500.00. 3. Budget Balancing Since the last meeting, we have been trying to identify budget items that could be cut or postponed to achieve a balanced budget. We still have a long way to go, but there are some items we can discuss tonight. 4. Depreciation Fund Transfers For the last five years or so, it has been the practice to have the Commission vote on annual lump sum transfers to and from the Depreciation Fund. Prior to that, as I understand it, the Director authorized transfers from time to time as he saw fit. Our auditor takes issue with the former approach and I feel there is a lack of control with the latter approach. I recommend that we vote a lump sum transfer for the 1983 amounts and vote to make automatic monthly transfers from January, 1984 and beyond. Allen Jones will explain the ramifications of this recommendation. 5. Creation of Administrative Assistant Position The Electric Department Office has been anything but stagnant in the last few years. The average tenure of an Office Manager seems to be about two years (probably just long enough for most people Light Commissioners September 10, 1984 Page 2 to learn the job). In the last fifteen months, there has been a 50% turnover in office personnel. In the last five months, Allen Jones has been systematically analyzing and documenting the various functions and associated tasks performed in the office. This analysis has identified weaknesses in the operation and, in order to eliminate these weaknesses, a number of additional tasks have to be performed. The net result is that the workload has increased and the talents of the incumbents in some positions have changed. We are in a position to take advantage of this situation by increasing job responsibility, rather than adding positions. I recommend that we eliminate a Clerk's position and add the position of Administrative Assistant. Allen's memo and pro- posed position descriptions are attached.
