MEMORANDUM
TOWN OF MANSFIELD
MUNICIPAL ELECTRIC DEPARTMENT
MANSFIELD, MASSACHUSETTS 02048
To: Electric Commissioners
From: John H. Larch, Manager
Re: Pending Items
1) Energy Conservation Program
As you know, we have been having our innings with the
Executive Office of Energy Resources. It has been difficult
trying to run an in -house conservation program with the man-
power and resources available. Regardless, we have struggled
along trying to operate our own program because of the lack
of cost effect alternatives.
It may have seemed that I have been against energy audits
but this is not actually the case. The Mass -Save energy
audit simply is not cost effective. Energy audits per se
can be a good part of an on -going program if the price is
right. We have finally found an outside concern willing to
operate our conservation program on a contract basis. It
appears to have a good all around cost effective program
even though one component of the program is an energy audit.
Craig Meadows will be making a presentation to explain the
program and I recommend that we contract out our energy
conservation program for the 1985 program year.
2) Write Off of Uncollectibles
The Department has to have a vote of the Board to write off
bad debts. As a part of our year end closing we want to get
our bad debts written off and Allan Jones will go over the
details with you.

3) Purchase of New Computer
We have reviewed this item in detail and I believe that with
a little discussion we can bring it to a vote at this meeting.
4) 10 Year Financial Plan
In order for the Town Manager to present his FY -86 budget,
the Electric Commissioners have to vote the amount that they
are willing to transfer as a payment in lieu of taxes.
We are obligated to make a committment on this issue at this
meeting.

Re: 1985 Operating & Capital Budget
Attached is a copy of the 1985 operating and capital budget
amended as approved at the December meeting.
The only changes that I anticipate making to the budget may
be some minor adjustments because of the new computer.
The last section is a breakdown of 1985 budget amounts for
specific expense accounts in detail. This reflects the
level of reporting to be implemented in 1985 to provide
better analysis of cost history as it develops.

Re: Year -End Financial Reports
Attached is a copy of the pre -audit 1984 financial report.
While this report has not been audited, we anticipate some
minor adjustments as a result of the audit and we do not
expect any changes that will have a material impact on the
1984 figures.
Needless to say, I am quite pleased with our results for the
year.
Allan Jones has raised an interesting issue regarding the
accounting treatment of forfeited discounts. The question
has been brought to the attention of Ron Moilenan who is
looking into it for us.
