Board's main concern was how the department would pay for the new
computer system. Mr. Jones noted that he had spoken to Ron Moilanen
and explained how the payments would be made. It was suggested they
either give it to the schools or sell parts to other Data General
users. Mr. Jones had a letter from DSI which mentions that they will
still be supporting the equipment after its useful years. Another
concern was the impact on the rates and retained surplus. $1,833
per month would be taken out of retained surplus to pay for the
computer. A 60 month lease payment would not be taken from retained
surplus.
* MOTION: To approve the purchase of the DSI computer system at
$110,000 plus interest and various maintenance and license
fees financed over a 60 month lease payment period.
McNair /D'Onofrio VOTED: 5 -0.
Energy Conservation Proposal
Craig Meadows from EACI and Steve Cowell from Community Energy
Partnership were present to go over their energy conservation
package for the Town of Mansfield. CEP is affiliated with Self
Help and has access to low income people in the town. They go out
and do energy audits and while they are in the home, install low
cost items which will save the consumer up to $100 per year on
energy. Cost of the audit are around $100 and they are proposing
to do 230 homes in the first year. They will also finish up the
remaining part of our program for 1984 with 30 energy audits and
bid specs for attic insulation for elderly and low income. Cost to
finish up 84/85 program year will be between $15,000 - $18,000.
The 85/86 program year for 230 audits will run around $30,000.
Commissioner D'Onofrio was concerned about the law in general.
MOTION: To accept the contract for the purpose of discussion.
Levine /McNair no vote.
MOTION: To enter in a contract with EACI /CEP to do 30 elderly/
low income attics. McNair /D'Onofrio VOTED: 5 -0.

10 Year Cash Flow Forecast
Two items to be discussed tonight are payment in lieu of taxes and
change in the depreciation rate from 3% to 5 %. Town Manager needs
this information for his budget.
* MOTION: To set the amount of payment in lieu of taxes for the
Electric Department at $150,000 for the next year.
McNair /Dunn VOTED: 5 -0.
* AMENDED MOTION: To change the amount of payment in lieu of
taxes from $150,000 to $128,000. D'Onofrio
VOTED: 1 -4 motion failed.
Next item discussed was a raise in the depreciation rate from 3%
to 5% of plant book value. We would have to petition the DPU to
raise the the depreciation rate. The reason for the increase is
that in the near future there will not be enough money in the
fund for physical depreciation and new business. Manager would
like to implement the increase as of January 1, 1986. As a result
of the increase the department would get $100,000 of depreciation.
* MOTION: To go forward with a 5% depreciation rate and request
that the DPU allow us to raise the rate with implementation
upon approval by the DPU. Dunn /Levine VOTED: 3 -2
D'Onofrio /McNair opposed.

Mr. Jones went over the uncollectible jobbing accounts which
amount to $3,621.66 and the regular customer uncollectible accounts
which total $16,744.67. He would like permission to get these
