agreement to be signed by the Board.
* MOTION: To amend the agenda to include the PASNY hydropower discussion
and vote by the Board. McNair /Dunn VOTED: 4 -0.

the certificate. A copy of this is attached to the

Chairman D'Onofrio noted that one of the Commissioners had not done
an evaluation for the Manager and asked the Board members if they
would like to proceed or not on the appraisal.
* MOTION: To proceed with the Manager's appraisal without it.
Dunn /Mahana VOTED: 4 -0.
Workshop began with Commissioner D'Onofrio noting that Mr. Larch
scored a 4 on an overall scale of 1 -5. The Commission has been very
satisfied with his performance. Board members went over some of the
highlights of their individual evaluations, most of which included
hiring of personnel, keeping the Board informed equally, computer
mapping and distribution plan, financial statements, customer relations,
new computer system and delegation of authority. Some points of
concern mentioned included giving the Board more options on some policy
matters that have to be voted by the Board, a better reporting system
as they only meet once a month, more attention should be given to the
agenda, and street light grant money should be looked into. Board
suggested mailing out the agenda with action items slated for a vote.
Mr. Larch mentioned that the grant for the street lighting program
two years ago needed detail on financial figures which were not
available at the time, and that it would have taken at least two years
to get the grant approved. He feels that we should go along with the
present street light plan. He also noted that the agenda and reports
to the Board were not one of his strong areas, but that it is a point
for improvement fn the future. The Board went over the listing of
goals for the coining year which are included in the 1985 budget.

accounts in the Capital Improvements Plan and any major projects
