finance payment of Seabrook Projects 4, 5 and 6 construction costs.

New Business - Manager
Mr. Larch noted that NEPPA wants us to participate in a Good
Neighbor Program and ask people to donate $1.00 when they pay
their electric bill. At the end of each month, this fund will
be given to the Salvation Army to help the poor pay their
energy bills. There was no guarantee the money would stay in
Mansfield. Board members were generally opposed to the fund.
The Manager informed the Board members that the State Energy
Office is now in the process of conducting a commercial conserva-
tion program which the state has mandated. He believes we
should join MassSave's program for energy audits of buildings of
10,000 SF or less. This program would cost around $10,000.
* Board members decided to send a letter to our state senators and
representatives on the state mandating of these programs and to
have them fund them. McNair /Dunn VOTED: 4 -0.
MOTION: To have the Chairman frame the content of the letter.
Mahana /D'Onofrio VOTED: 4 -0.
Chairman D'Onofrio asked about Clemmey, Inc. and if the DPU had
been contacted. Mr. Larch noted that he will not be discussing
it this evening.
Mr. Larch noted that his Manager's Contract will be up in about
six months and suggested a subcommittee to iron out any differences.
He suggested Commissioners McNair and Mahana.

contract with John Larch. Dunn /D'Onofrio VOTED: 2 -0.

EXECUTIVE SESSION `ji... -i._
AUGUST 5, 1985 a j4 N CLERK
PRESENT: Chairman D'Onofrio, Commissioners McNair, Dunn,.Mahana,
Light Manager John Larch. Commissioner Levine not present
this evening.
Mr. Larch went over bargaining items with Board. These include an
increase in work boot allowance for linemen to $75.00 and a $50.00
work boot allowance for all others, a meal allowance increase to
$3.50 and a rest time provision to go home and sleep 8 hours if
they have been out 16 hours working.
They also had a provision to have the substation operator on
standby five nights during the week. Currently a lineman is on
call during the week and on weekends it is a lineman and the
substation operator. Mr. Larch does not recommend this as there
has been no problem so far. He also noted that it may be possible
to have a three year contract instead of two years and that the
union will probably go with a 6% increase.
Commissioner Mahana suggested a 52, 5z and 6% increase across the
board. Commissioner Dunn recommended a 5, 5z & 6% increase.
* MOTION: To have a primary bargaining position of 4 %, 5% & 6%
