Meeting called to order at 8:40 MOTION: To approve the Minutes of May 23, 1989 Harrington /Dunn Vote 3/0 SOFTBALL LIGHTING The Manager told the Commissioners that he had been asked by Herb Syden to install new lighting in Memorial Park, for the Softball League. Herb's organization will pay for the material and labor with the proceeds of the raffle they are holding. Since they do not have the cash in hand and haven't established credit with any electrical supply house, they have requested that the Department purchase the equipment and they will reimburse us. The lighting will be donated to the Town when it is installed. The Commissioners felt that this is a worthwhile project that will benefit the Town and instructed the Manager to order the equipment. They also felt that it would beappropriate to donate the labor to the project. MOTION: To have the Electric Department install the new softball lighting in Memorial Park and charge the labor to the Donation account. Dunn /Harrington VOTE 3/0 AUDITORS FOOTNOTE The Manager gave the Commissioners a copy of footnote M from the draft of the 1988 Financial Statement. He explained that the Department has received income at different times due to favorable investment results of the MMWEC Project Reserve and Contingency Funds and rate case settlements. In the past these funds have been amortized into current income over a number of years. It is now proposed to change the accounting policy and account for these funds as a miscellaneous credit to surplus. MOTION: To authorize and approve the change in accounting policy explained in footnote M of the Draft 1988 Financial Statements. Harrington /Dunn VOTE 3/0 TAP CHANGER FAILURE The Manager reported that one of the transformer tap changers at the Gilbert St. Substation failed last Tuesday. The unit was out of service for 30 hours and crews worked around the clock to disassemble the unit, replace the contacts and re- assemble it. The other unit at Gilbert St. is suspected to have similar problems and will be rebuilt this weekend. BOARD OF LIGHT COMMISSIONERS MINUTES OF MEETING ( JUNE 14, 1989 PLANNED OUTAGE The outage planned for the East side of Mansfield last Saturday night had to be rescheduled due to lack of personnel. Both newspapers were instructed to cancel the notices we had planned to run but the notices ran anyway. The outage has been rescheduled for this weekend at which time we will replace the 23kv tie airbreak in the G.E. Substation. CC & F STREETLIGHTING The Manager reported that work is progressing on the streetlights in the industrial park but it is still estimated that it will take over 90 crew days to complete. ENERGY CONSERVATION The Manager told the Commissioners that the Department has not done much in the way of Energy Conservation Programs with the commercial and industrial customers. One reason for this is the fear of revenue erosion. If we sell less kilowatt hours, the fixed cost of Seabrook will be spread over a smaller base and cause the purchased power cost adjustment to go up. There are, however, methods of reducing demand that could save both the customers and the Department money. To determine whether or not these methods could be implemented in an effective manner we have to have more knowledge of our customers and their operations. Marc Goldsmith of Energy Research Group gave a presentation on what his company can do and has done in this area. The Manager recommended that we do a survey of our commercial and industrial customers to develop a data base and, if justified, go forward with a pilot conservation program. MOTION: To authorize the expenditure of up to $3,000.00 to do a survey of our commercial and industrial customers and analyze the results for a potential Conservation Program.
