REQUEST FOR ABATEMENT OF ELECTRIC BILL:
Mrs. Foster of 25 Oakleaf Drive came before the Board to
request an abatement on her March 1989 electric bill which
was unusually high. The Manager agreed that the bill was
much higher than her typical bills, but argued that the bill
was based on an actual reading after two months estimated
bills, because the meter readers were denied access to the
meter, and further, that since the meter was tested and found
to be accurate after this billing, that there was no basis
to abate the bill. After a forty -five minute discussion of
this matter, the board took no action to abate the bill.
MANAGERS REPORT:
The Manager discussed the Accounts Overdue Report. He then
reported on the Hub Folding Box v. City Fence case and the
litigation at the Labor Relations Commission. He informed
the Board of personnel actions taken since the last meeting
and purchasing activities. He further updated the Board on
recent activities regarding the Downtown Underground Project,
the CC &F betterment district, the proposed office park off
School Street, and the proposed legislation regarding the
undergrounding of telephone plant in areas undergoing
substantial reconstruction. Commissioner Tartufo indicated
that he would like to see more activity on the telephone
plant issue.
MOTION: To request the telephone company to provide copies
of all Grants of Location for North Main Street from
the South Common to Chauncey Street.
