MOTION: To direct the Manager to write a letter to the postmaster's immediate supervisor expressing our discontent relative to the rude and unprofessional treatment experienced by the Business Manager on 10/3/95, when the Post Office failed to mail approximately 50 Electric Bills initially delivered to the Post Office on 9/27/95. Royle/Pasquale Vote 5 - 0 The Manager and the Board discussed the proposed new rates for all Mansfield Electric Customers which will put all of our customers below Mass Electric rates.. The new rates will ensure that the industrial and commercial customers will be much more competitive with Mass Electric rates. The Board discussed the rates and the terms and conditions at length. Several suggestions were made and the Terms and Conditions and the Rate will be revised to incorporate the Board's revisions. The Manager suggested that these new rates be implemented January 1, 1996. This will allow the Electric Department ample time to hold a Public Hearing and to advertise the new rates. Additionally, it will allow the Electric Department to have a full year with the new rates in effect for the following year's analysis. Commissioner Pasquale stated he would like to see a Senior Citizen and Disabled Vets discount, or perhaps an exemption from the customer charge for these individuals. The Manager agreed to look into this. it was decided that the Public Hearing will be held at 8:00 pm on Wednesday, November 15, 1995. The Board will accept comments from the public until December 4, 1995 at which time a Board of Light Commissioners Meeting will be held and the rates will be finalized and accepted for implementation on January 1, 1996. The Board requested that the Manager announce the new rates prior to the scheduled November 6, 1995 Town Meeting. Commissioner Pasquale also informed the Manager that he wants to be sure to have Electric Department Financial Statements through September, 1995, as well as Electric Department Projections for 1996, prior to the November 6, 1995.
