Meeting called to order at 7:07pm
MOTION: To approve the minutes of October 2. 1995 with the one correction as
noted by Commissioner Pasquale.

SENIOR CITIZEN AND DISABLED VETERAN DISCOUNT:
MOTION: To implement a senior citizen and disabled veteran discount to any
customer who is over 65 years of age or older, or fully disabled. Any
customer who meets the Department qualifications will be exempt from
the $4.00 Monthly Customer Charge on their monthly electric bill.

PROPOSED NEW RATES TO BE IMPLEMENTED JANUARY 1 1996
MOTION: To approve the New Rates as submitted by the Manager of the Electric
Department, with an amendment to include the Senior Citizen/Disabled
Veteran Discount.

MOTION: To approve the Terms and Conditions as submitted by the Manager of the
Electric Department, with an amendment to include the Senior
Citizen/Disabled Veteran Discount.

The Business Manager submitted thb 1995 recommended write -offs of accounts
receivable of $33,812.63.
MOTION: To approve the 1995 recommended Write -Offs of Uncollectible accounts
receivable of $33,812.63 as submitted.

Commissioner Pasquale requested that it be noted for the record that he thinks the
Manager, the Business Manager and the Credit Manager has done a great job of reducing
the bad debt write -offs this year. Last year the bad debt write -offs was over $55,000.
The Board praised the efforts of the above three individuals.
DEVELOPERS CONNECTION FEE•
The Commissioners granted an abatement of the $1,350.00 connection fee to Mr.
Gregory who built his own home at Lot 42 Cedar Ridge Lane. The Manager advised the
Board that Mr. Gregory had purchased the lot in October of 1994 which was prior to the
November 1, 1994 implementation of the developers connection fee.
MOTION: To approve the abatement and refund the $1350.00 Developers
Connection Fee to Mr. Gregory for property owned by him at Lot 2
Cedar Ridge Lane.

COBBLER'S CORNER SUBDIVISION WAIVER OF CONNECTION FEE:
The Manager submitted a written request from i r. Alan Willis who is developing a
subdivision called Cobbler's Corner. Mr. Willis requested that the Board waive the
$1,350.00 connection fee for the proposed house lots he is building (approximately 12 -
14 house lots) at Cobbler's Corner.
MOTION: To deny Mr. Willis' request for a waiver of the Developer's Connection
Fee of $1,350.00 per house lot for the Cobbler's Corner Subdivision.

The Manager then relayed Mr. Willis's request that he be allowed to pay for each house
lot individually as opposed to all proposed house lots being paid in full in advance of any
electric work being done at his subdivision.
MOTION: To deny Mr. Willis' request to pay for each house lot individually as they
are being built.
To instruct the Manager to advise Mr. Willis that he will have to pay for
all proposed house lots in advance per the policy implemented by the
Board of Light Commissioners on November 1, 1994.

MOTION: To authorize the Manager of the Electric Department to donate to the
School Department four computers not to exceed $5,000.00.
