Colella/Pasquale Vote 3 - 0 - 1* *Commissioner Madan abstained MOTION: To approve minutes of June 26, 1996 Pasquale / Colella COST OF OVERTIME Vote 4 -0 The Manager informed the Board that in 1983 the Electric Department had 5,123 customers and 22 employees. In 1996 the Electric Department services 9023 customers with only t9 employees. The Manager advised the Board that it is more cost efficient for the plant to work overtime than it would be to hire an additional crew. Commissioner Mahana questioned why then did we have over $225,000 in overtire in fiscal 1995. The Manager stated that while he would need to look into this matter he roughly estimated that figure translated into an average of 11 hours overtime per week per man. Commissioner Mahana requested that the Manager provide the Board with a breakdown of exactly what this $225,000 in overtime was for. The Manager advised the Board he would provide a report for the next meeting. Commissioner Mahana also requested that the Manager look into contracting out the tree - trimming work in an attempt to reduce overtime and even provided the Board with an estimate from a local contractor. The Manager advised the Board that the estimate provided averaged $85.00 per hour while the Electric Department averages $64.00 per hour. In addition, the Manager advised the Board that the Department did employ contractors prior to 1983 and that they work either on unit price or hourly price. If we pay these contractors hourly we must closely monitor their work to ensure that the production levels are what they should be and if we pay these contractors by unit, we need to stay on top of them for the quality of work. The Manager feels that the Department does a very good job and that the employees are much more conscientious since if the tree trimming is not done properly these employees are the ones who have to be called out in the middle of the night. Chairman Madan commented that he has heard many comments complimenting the Electric Department employees on their response and repair time. INDUSTRIAL ENERGY AUDITS The Manager provided the Board with energy audit estimates based on figures provided by ERG. The costs are as follows: 30,000 square foot warehouse $2,400 40,000 square foot office $2,900 60,000 square foot manufacturing $5,600 These costs are for a very comprehensive audit. If the Board just wanted a simple audit where we walk through and look at light bulbs, the cost would be approximately $500. per building. The Board agreed with the Manager that this topic should be discussed during the proposed meeting scheduled with customers in the Industrial Park. In addition, the Manager informed the Board that the IDC committee requested that they be included in this meeting. The Board agreed that once Chairman Robinson returns, a meeting or workshop should be scheduled to discuss these topics. MILLSTONE III: Commissioner Mahana presented a newspaper article concerning the delay in starting operation at Millstone III and asked the Manager if we own any part of Millstone III. The Manager advised the Board that we had a very small amount in this plant, less than 21/2%. DEPI . O MEMORIAL Commissioner Mahana asked why the DePillo Memorial still had not been moved on Rte 106 since in the March 5, 1996 minutes it was voted that the Electric Department would take care of this project. The Manager advised the Board that the Electric Department was ready to act on this project and was informed that the State would in fact be moving the memorial so we put our plans on hold. The Board requested that the Manager contact someone from the State and ascertain what is going on with this project. • • • rli.[.Y•Y[•JD3.Yur111[►[siy MOTION: To meet twice a month as Light Commissioners on cable prior to the Selectmen's Meeting.
