NEXT SCHEDULED MEETING
Chairman Robinson reminded the Board that the Board of Light Commissioners would
meet on Monday, October 7 and Monday, October 21 at 7:30 pm at the Town Hall.
Commissioner Colella stated that he wanted the Light Commissioners Meetings to be on
cable tv. The Board instructed the Manager to get a cost proposal from Cable as to how
much it would cost to have the Monday night Light Commissioners Meetings televised.
The Manager said he would obtain this information prior to the next meeting.
The Manager submitted a copy of a proposed scope of services for an outside electrical
engineering consultant study to the Board for their review and approval.
Commissioner Madan stated that he was only concerned with Mansfield's system and
how it could be improved, he did not feel a need to compare Mansfield's system to other
utilities. Commissioner Madan asked what we were currently paying PLM an
engineering firm from Hopkington for. The Manager informed the Board that PLM was
performing preliminary studies that will lead to two substation designs; the expansion at
Gilbert Street and the expansion at GE.
The Manager advised the Board that PLM was already looking into feeder loading and
that overlap exists between the proposed scope of services and work PLM is currently
undertaking for Mansfield Electric.
The Chairman requested that the Manager have PLM attend the next Light
Commissioners Meeting to present a proposal of what they are currently doing and what
they could do as part of this audit.

Commissioner Colella asked if we were going out to bid for tree trimming? The Manager
advised the Board that this had been discussed at a prior meeting and that it was cheaper
for the Electric Department to perform tree trimming than it would be to contract outside
services. No plans were made to hire outside contractors to perform this task.
STREET LIGHTING UNION STREET
The Manager submitted a proposal to install four cast iron street lights on Union Street at
a proposed cost of $9093.00. The Manager advised the Board that a previous Board had
requested that the South Common be surrounded by the black cast iron street lights that
run through the center of town. This was suggested for lighting purposes as well as
aesthetics.
MOTION: To instruct the Manager not to install the four proposed street lights on
Union Street as presented to the Board by the Manager

x Commissioner Robinson opposed
The Manager advised the Board that the lighting at the Jordan/Jackson school was not
adequate and he suggested that we install wooden poles with underground wiring at the
Jordan/Jackson School in order to properly light the school grounds. The Electric
Department would need to install eight poles
Commissioner Madan disagreed stating that he feels that the Jordan/Jackson School is the
best lit school in Town and that the Robinson School has no lighting at all.
MOTION: To instruct the Manager not to install any poles or lighting at the
Jordan/Jackson School.
