They would take the fixtures off, put adapters on and replace with a floodlight. They would not replace the poles. The Manager had suggested only seven lights but Richard Brothers feels 11 lights are required. This information was forwarded to Dr. Nicoletti. LEGAL SERVICES The Manager informed the Board that the 1996 Electric Department Budget forecast $20,000 for legal expenses. We have spent approximately $18,000 as of this date so we should be on target for these expenses. PLM LETTER OF PROPOSAL The Manager asked the Board if they were in agreement with the letter of proposal from PLM. Commissioner Madan asked if the quality of service section was going to include data relative to brown outs as well as outages. The Manager advised Commissioner Madan that he knows of no instances of brown outs in the industrial park. The Board agreed that they want to ensure that a survey of all customers in the industrial park is done as part of this Operating Practice Study. In addition, the survey will include questions related to brown outs. The Manager will have PLM revise their proposal to include this information and then submit the revised proposal to the Chairman. TREE TRIMMING: The Manager informed the Board that he had obtained prices for tree trimming which ranged from $62.00 per hour to $95.00 per hour for two men, a truck and a chipper. However, the Manager also found out that Peabody Light had been taken to the Department of Labor and Industries because they did not use the state established figure for prevailing wages. The Manager informed the Board that he would investigate the requirements for paying prevailing wages and report back to the board. Commissioner Colella asked why we had to do tree trimming on Saturday and Sunday. The Manager informed the Board that it was not necessary that tree trimming could be t, done on a weekday and the scheduled week day work could be done on Saturday. I WON my OW-81WAR NOTNI uu.L The Manager submitted the recent rate comparison issued by MMWEC. This study shows the rate charged for different kilowatt hours used for all forty municipals and the investor owned utilities. 'NIL A New England Power has raised their transmission charges 174% from $24,000 per month to $64,000 per month. We are challenging this increase and we don't expect the FERC will allow these rates to pass. However, in the mean time we have to pay but it will be subject to a refund if the rates do not pass. WINTER ENERGY The Manager advised the Board that he had an opportunity to purchase power from Enron at less than current marginal cost. Mayhew Seavey will be present at the next meeting to discuss this in detail. In addition, Mayhew is working on a proposal for Merckens. Rubin & Rudman will be required to review any power contracts prior to us entering into these contacts. CELLULAR PHONES AND BEEPERS The Manager provided the Board with a list of the seven employees in the Electric Department who have beepers and cellular telephones. The Manager explained that cellular phones have replaced the need to always have a station operator. Now that we have cellular phones it is not always necessary to man the substation. Commissioner Madan asked why the Business Manager's cell phone was a personal one. The Manager said he would check into this matter. Commissioner Colella said he wanted the number of cell phones reduced to three. h • .L► . • .A : YZyl.1lll[1►1 Commissioner Mahana asked the Manager to contact Jay Barrows of the Downtown Business Association and ask if the Electric Department could provide hot cider for the annual tree lighting ceremony.
