Bell Traffic will be out later this week and will give us estimates to install a system similar to the one in use at the North Main Street fire station. CLEMMEY PROPERTY, GILBERT STREET The Manager advised the Board that the cost for an appraisal is between $1,000 and $1,500.00. The Board had previously instructed the Manager to obtain an appraisal at a price not to exceed $300. The Manager indicated that the Electric Department does not need this property for substation expansion but the Town might wantsto buy it to screen the substation from any fixture developments. ( Commissioner Madan suggested that we send a letter to Mr. Clemmey asking that he pay for half the cost of the appraisal. In addition Commissioner Colella suggested that Mr. Madan send a letter to the Conservation Committee to see if they have any interest in this property. MOTION: To instruct the Manager to send a letter to Mr. Clemmey suggesting that he pay for half the cost of the appraisal. The Board also instructed the Manager not to exceed $500.00. Madan/Colella Vote 3 - 0 1997 FORECAST OF REVENUE AND EXPENSES The Manager submitted his forecast of revenue and expenses and indicated that there were no surprises. Labor costs are down because there are two less employees and capital requests are the lowest in years. Commissioner Madan stated that he has a problem with a forecast that indicates that the Electric Department will lose money for the year. The Manager explained that the Electric Department was not in business to make a profit. Additionally, this forecast is simply a starting point, since it does not include the fimding for our stranded investment costs. The Manager was instructed to find out why the condo fees where doubling, if we could use the same firm that the Town uses for our dumpsters, what the unemployment insurance figure should be and see if he could combine the SCADA system with the Water and Sewer Department. The Manager also suggested that the Council on Aging be considered for a Safety Program, and advised that he will obtain a proposal from Ray Gouley. The Board decided to table a vote on the Forecast of Revenue and Expenses until they had a frill Board. Also Commissioner Madan stated that he would like to see the forecast revised so that the Electric Department is making a profit, not forecasting a $10,000 loss. TOWN TREASURER'S CAPITAL OUTLAY REQUEST The Manager stated that he needs to get together with the Town Treasurer to discuss what he would like done with Cash Receipts and what the Electric Department would need to do to accomplish the desired result. The Board suggested that the Treasurer be invited to the next Light Commissioner's Meeting to discuss these issues. INDUSTRIAL DRAFT SURVEY The Manager submitted a draft survey for our industrial customers. He asked the Board to review the survey and advise him of any questions or comments or suggestions they may have regarding the survey.
