The Board advised that they would take a look at the area to see if a light was needed. Overtime by Employee for Mast sir months The Manager presented the Board with a list which identified all overtime worked by each employee over the past six months. Mr. Mahana noted that it appeared that the same four or five individuals received the majority of overtime. The Manager explained that per the union contract overtime is offered equally to all employees. Not all employees are willing to work the same amount of overtime. Mr. lvlahana suggested that the Manger look into staggering the workdays of the line crew so that one shift would work Tuesday - Saturday, while another would work Monday - Friday. The Acting Town Manager agreed to look into this possibility. Bid Award - Pole Mounted Transformers The Manager recommended that we award the bid for pole mounted transformers to Graybar at a total price of $16,715.00. Connnissioner Madan asked why we couldn't cherry pick from the list and purchase different sizes from different vendors at a lower price which would save us $390.00. As a result of this suggestion the Manager revised his bid as outlined in the motion MOTION: To award the bid for 6 15 KVa pole mounted transformers to Yale at a unit price of $584.00 each for a total of $3,480.00 and also 3 37.5 KVa pole mounted transformers to Yale at a unit price of $815 each for a total of $2445.00. Royle/Robinson Votes -0 MOTION: To award the bid for 16 25 KVa pole mounted transformers to Graybar at a unit price of $615.00 each for a total price of $10,400. Royle/\Madan Purchase Power Supply Votes -0 Mayhew Seavey of PI-M gave a presentation of his reconnnendations for power purchases for the summer period and for replacement power for the Seabrook refueling outage. \MOTION: To accept the recommendation of the consultant and Manager and authorize the Manager to execute the necessary contracts (schedule attached - Exhibit A). Madan/Mahana Spring Blizzard 1997 Votes -0 Manager advised the Board that we had approximately 5000 customers without electricity. All but approximately 140 people had power restored by 10:00 pin Tuesday night. The crews had originally planned to stay on Tuesday evening until everyone was restored, but the temperature dropped and it got very slippery. The fatigue and the icy conditions proved too hazardous to continue working and the Manager decided to halt the work until the Wednesday morning. 98% of our customers had their power restored within 24 hours. Chairman Colella and Commissioner Royle both commended the Electric Department crews on their work (luring this blizzard. Commissioner \Mahana suggested that the Manager investigate the feasibility of adding another crew which may help in situations like this as well as eliminate overtime work. The Manager advised Commissioner Mahana that 50% of overtime is due to accidents, trouble calls and /or planned outages and that adding another crew would not reduce the overtime for these situations. Commissioner Mahana then requested that the Manager provide him with a list of overtime worked in the Electric Department for the past six months and the individuals who worked the overtime. St. Mary's Church The Manager advised the Board that during the storm a pole snapped in front of the Highway Garage causing an outage along Pratt Street and Bicentennial Court. The Telephone Company was called to set another pole A decision was made to tie into the Hope Street feeder in order to restore power to this area. If a three phase service exists along these lines and the wires are not connected in the same sequence, it will cause the motors to run in reverse. At the time we were not aware of any three phase service in this area. However, St. Mary's Church had three phase service for it oil burner controls and pumps and it caused damage to the motors. The Manager advised that it was our error and would probably cost approximately $1,000 to repair the error. The Board agreed that the Manager made the right decision but would like to wait to see the invoice before a vote is made to authorize payment for this repair. mtrack Commissioner Madan asked the Manager to provide him with engineering prices for this work prior to their scheduled Wednesday night Meeting. Bar Code Scanner The Manager advised the Board that the Electric Department would have to spend approximately $10,000 in order to upgrade its computer equipment to be able to print the bar code on the electric bills. This does not include the cost of ordering new bill forms. Commissioner Madan informed the Board that the CIP had approved the purchase of a bar code scanner for the Treasurer's office at a cost of $30,000. The CIP also suggested that since the Treasurer's Department processes the Electric Department's bills that the Electric Department should contribute $20,000 towards the purchase of the bar code scanner. MOTION: To instruct the Electric Department to allocate $20,000 to the Treasurer's Department for the purchase of a bar code processing scanner. Madan/Ylahana Vote 3 - 2x TComunissioners Robinson and Royle were opposed. TCG Pole Attachment Request The Manager advised the Board that TCG is now offering to pay the Electric Department $68,660 to use their space on the Electric Department poles. However, the Manager advised that he Board that he also heard that the Town could ask for 5% of TCG's gross revenues. The Manager spoke with Richard Gallant who is a telecommunications lawyer who advised the Manager that this decision regarding TCG "has far reaching ramifications that should be considered thoroughly ". The attorney told the Manager that the Board is basically in a horse trading situation. Commissioner Madan advised the Board that according to Steve Grossman of CVI Cablevison, TCG is governed by the same rules as cable and would be required to pay the Town 5% of their gross revenues as does Cablevison. The Manager advised the Board that they should not be in a hurry to make a decision. The Manager suggested that someone from the town be appointed the Town's teleconm mications expert and they should look at the Towns' needs and fiiture plans. The Board agreed that they should seek the advise of Steve Grossman who is the General Manager from CVI Cablevision and Richard Gallant who is an attorney knowledgeable in the teleconnnunications market. The Manager advised the Board that he does not want the Electric Department to be responsible for installing the fiber optic cables or maintaining it. Commissioner Madan reminded the Board that there was a scheduled public hearing for TCG for this Wednesday, April 9th, and that the information received at this meeting should be considered as information only and that no one should make a decision relative to this matter until after the public meeting is held. 1997 Forecast of Revenues and Expenses The Manager advised the Board that he would ask the auditors to attend nest week's scheduled Light Commissioners Meeting to discuss the auditors draft of the 1996 financials Deregulation Commissioner Royle told the Manager that she had calls from constituents questioning whether or not Mansfield customers could purchase electricity from other electric customers once the deregulation is in effect. The Manager advised the Board that unless the Board chooses to participate, 'Mansfield residents can not purchase power elsewhere. At this time our rates are lower than Mass Electric and Boston Edison so there would be no advantage to buying your power from somewhere else. l Conunissioner Mahana requested that the Manager provide the Board with price comparisons to Taunton and North Attleboro Electric rates.
