PRESENT: Chairman Colella, Commissioners Madan, Mahana, Robinson and Royle.
Meeting called to order at 7:30 pm
MOTION: To approve the minutes of June 16, 1997
Mahana/Madan Vote 3 - 2*
*Commissioners Robinson and Royle abstained.
P.C. Network Bid Award
The Manager informed the Board that we received four bids in response to our RFP for
personal computers. We received responses from Dell, Gateway, Harris and Wang I -Net
which is the vendor on the state bid list. The Manager explained that Wang I -Net
submitted a bid for 200 Mhz computers as opposed to the 166 Mhz computer which was
advertised. However, since Wang I -Net was awarded the state bid list, their price for the
200 Mhz computer was lower than the 166 Mhz computer from the other vendors.
The Manager recommended that we award the bid to Wang I -Net for six Dell 200 Mhz
Pentium processors at a price of $1,939.00 per unit. The Manager informed the Board
that the $1,939 per unit cost was only effective until July 11, 1997.
MOTION: To reject all bids and purchase the Dell 200 Mhz Pentium processors off
the state bid list at a price of $1,939 per unit, total cost with Microsoft
Office Professional 97 with licenses of $15,192.05.

* Commissioners Colella, Madan and Mahana were opposed.
MOTION: To reject all bids and advertise an RFP for both 166 and 200 Mhz
Pentium Processors, and to indicate no deviations from the specifications
will be accepted.

Vote 3 - 2*
*Commissioners Royle and Robinson were opposed.
Mrs. Royle noted that Mr. Madan had suggested at the last meeting that we look into
purchasing these items off the state bid list so she didn't understand the need for mother
RFP for these items. Mr. Madan stated that we advertised for a 166 Mhz processor-, not a
200 Mhz and if that is what the Electric Department wants then we should advertise for a
200 Mhz and allow all vendors to bid on a 200 Mhz processor.
Two purchase orders were submitted for the Board's approval.
1. Columbia Electric PO #017258, in the amount of $4867.50 for wire.
2. Columbia Electric PO 4017260, in the amount of 2291.09 for direct burial conduit.
MOTION: To approve the two purchase orders submitted by the Manager.
Royle/Robinson Vote 5 - 0
The Business Manager was advised that it was acceptable to send a draft of Light
Commissioners Meeting to the Town Accountant in order to have invoices paid.
New England Laser Printing
The Manager submitted a proposal to have the electric department bills printed by New
England Laser, The Manager explained that we could realize a savings of $18,000 a year.
In addition, it would not be necessary to purchase the new software and printer required
to bar code the bills as requested by the Acting Town Manager. New England Laser can
imprint both the bar codes for the Treasurer's Department and the bar codes required by
the Post Office. The postage price per bill would decrease from 29.5 cents to 23.8 cents
The Board suggested that representatives from New England Laser attend the July 21st
Light Commissioner's Meeting. In addition, it was recommended that the Acting Town
Manager also attend this meeting.
PAYMENT IN LIEU OF TAXES
The Manager advised the Board that there is no generally accepted formula to determine
the amount paid in lieu of taxes. The Manager submitted a list identifying different
municipalities that have yearly revenues that are close to Mansfield. The Manager
advised the Board that he had a list of all forty municipals if they wanted to see the
complete list.
j •,
Mr. Mahana asked how many of the forty municipals had separate Light Commissioners
The Manager advised the Board that 34 municipals have separate Light Commigir%ne_rs.
Mansfield, Holden and Ipswich the Light Commissioners are also the Board of
Selectmen, Wesley and Danvers the Board of Public Works are also the Light
Commissioners.

The Manager advised the Board that for 500 kwh North Attleboro charges $51.85 and
Mansfield charges $49.38
RFP FOR FINANCIAL AUDIT
The Board approved the proposed RFP for a new financial auditor and advised the
Manager to advertise the RFP.
FIRE 27 EAST ST
Mr. Forget requested that the Electric Department disconnect the service line from the
pole to his building. Mr. Forget indicated that he had requested that this be done first
thing in the morning and at 8:00pm, he was still waiting for the line to be disconnected
from the building. Mr. Forget felt this was unacceptable.
The Manager explained that the service from the pole to the building was cut and the
meters had been removed. The Manager stated that the line would be removed before
8:00 am the following morning.
WAGE ADJUSTMENT
The Manager asked the Board for approval to fill the full time Administrative Assistant
position since the Board was not in favor of combining the Administrative Assistant
position and the Computer System Operator position and increase the wages paid to the
individual performing the combined job duties. This would also help with providing
another individual in the office for coverage for vacations.
MOTION: To authorize the Manager to fill the full time Administrative Assistant
position.

FIBER OPTIC RFP
The Manager informed the Board that Mr. Gallant was on vacation, but had a lengthy
draft of regulations. The Manager would forward this draft to the Board for their review
prior to the next meeting.
SUMMER MEETING SCHEDULE
Mrs. Royle suggested that for July and August the Board meet only once. It was decided
that the meeting for July 21st would still be held, but only one meeting would be held in
August, specifically, August 4th. The third Monday in August the Board would be
attending the NEPPA Conference.
ADDITIONAL LINE CREW
The Manager suggested that now might be a good time to add an additional lineman.
Two employees have been out on workmen's comp, one since July of 1996 and one since
December of 1996. One employee is due back next week, but the other employee has a
knee injury and the Manager has no idea when this individual might be returning.
The Manager asked the Board if they would prefer to hire a temporary lineman or a
permanent lineman? The Manager also pointed out to the Board that by adding another
lineman, the overtime will not be significantly reduced.
It was decided that this topic would be placed on the July 21 st agenda for further
discussion and consideration.
WAGES OFFICE STAFF
The Manager asked for direction regarding non -union wage increases. Mr. Mahana
suggested that this item be placed on the July 21st agenda since the Board has essentially
concluded negotiations with two of the five unions and a decision would probably be
made at the July 9th Selectmen's Meeting.
Industrial Park Customer Meeting < i
The meeting with the Industrial Park customers was very positive and constructive.
Twenty two representatives from different companies attended. The Meeting was
beneficial to all. The area of greatest concern to these customers was after hours
communications.
Mr. Madan requested that the Manager look into ways of improving our after hour
communications of outages and bring a recommendation back to the Board for the nest
meeting.
APRIL FINANCIAL REPORT
The Manager noted that we lost $9,000 in the month of April due to low kwh sales which
is expected in this month. However, even with the $9,000 loss for the month, the year to
date net income is still over $165,000 which is good.
