Mahana/Madan Vote 5 — 0 Industrial Customers Charges for Service Rendered: The Manager checked with six other municipalities regarding what and how they charge their industrial customers for shutdowns. Middleboro, Littleton and Concord do not charge for this service. Taunton charges a 4 -%2 minimum call out for two men and a truck. Norwood charges a 3 hour minimum call out for each trip for two men and a truck. North Attleboro charges a four -hour minimum for two men and a truck, one charge only. Mr. Mahana asked what Mass Electric charges, the Manager advised he had not called Mass Electric. Mr. Robinson stated that he voted against these charges before and would do so again. Mrs. Royle stated that she did not agree with charging industrial customers since they pay higher rates which accounts for two thirds of the electric department revenue. Mr. Madan disagreed and stated that the Electric Department has been giving away millions of dollars for years and the ratepayers are paying the price. The practice of charging for the three -hour minimum call out for each trip, two men and a truck will stay in place. The Manager summarized the bill to one page as outlined below: Municipals are exempt from requirement of allowing competition, unless and until "such lighting plant is dissolved" If this Board chooses to compete, they have to allow reciprocity. It is the choice of the Board of Light Commissioners. Can continue to sell power wholesale. Can also sell to load aggregators If the Board of Light Commissioners does not choose to open up competition by March 1, 2003, the Light Commissioner shall conduct a study of the marketplace. As a result of this study, the Board may have a voter referendum if things should change. It's the Board's choice. The Board is exempt from public records and open meeting laws to protect proprietary information. The Board is required to establish an agricultural or farming rate at least 10% below any other rate. Need to determine the definition of farmer. Unclear about unbundling rates by January 1, 1998. Don't know if this applies to municipalities Also unclear about energy conservation requirements.
